ITEM TITLE: Consideration of a Resolution declaring an emergency and ratifying the City
Manager's approval of all applicable documents to allow for the repair of a
section of the existing water transmission main located the Naches River just
downstream of the US Highway 12 bridges and to supply the unincorporated
area of Gleed with water.

SUMMARY EXPLANATION:
Water /Irrigation respectfully requests City Council consideration of a resolution declaring an
emergency condition and waiving the formal bid process in order to repair flood damaged 48
inch water transmission main and to supply the unincorporated area of Gleed with drinking
water through the use of tanker trucks.
0 Quotes have been received for the repair of the water main and to supply temporary water to
Gleed. The total cost of repair and water supply is estimated to be $100,000. The water main is
critical to the drinking water supply to the city. We are requesting approval for emergency
repairs so we may proceed with installing with this project as soon as possible before water use
increases.

RESOLUTION NO. R -2011-
A RESOLUTION declaring an emergency and ratifying the City Manager's approval of all
applicable documents to allow for the repair of a section of the existing 48
inch water transmission main located at the Naches River just downstream
of the US Highway 12 bridges and for costs associated with water supply
for the unincorporated area of Gleed.
WHEREAS, Article VI, Section 6 of the City of Yakima Charter and Yakima Municipal
Code Chapter 1.80 provide that the City Council may declare an emergency dispensing with the
necessity for bidding for services, material, and equipment and supplies costing more than
$35,000; and
WHEREAS, the domestic water main transmission line serving the city has been
damaged in the May 2011 flood; and
WHEREAS, the unincorporated area of Gleed is without water supply; and
WHEREAS, due to the damage to this pipe, a catastrophic failure has occurred; and
b the apparent least cost strategy is to make a repair to the damaged section of main;
and
WHEREAS, due to summer approaching with increased water use, immediate repairs
are required; and
WHEREAS, quotes have been obtained, and the total cost is estimated to be $100,000
exclusive of tax; and
WHEREAS, the City Council finds that it is in the best interest of the City to declare an
emergency and authorize the execution of all necessary documents to repair the existing water
transmission main at this location, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
An emergency is hereby declared and the City Manager's authority is hereby ratified, for the
approval of all applicable documents required to repair the existing water main at this location
and to temporally supply the unincorporated area of Gleed with water, without calling for bids.
ADOPTED BY THE CITY COUNCIL this 7 day of June, 2011.
