Capital I mprovement Projects Memorandum and Project Spreadsheet to provide updates on
current Capital I mprovement P rojects from the Water/I rrigation, Wastewater/S tormwater, Streets
& Traffic and Engineering Divisions.
The project list assists in the planning of current and upcoming projects. I t helps the divisions
coordinate their work efforts so that, for example, a street is not rebuilt or seal coated prior to
scheduled underground work within the same street.
Recent project activity on current public works projects is highlighted in the attached report. This
report also introduces a f ew Water and Wastewater D ivision projects that are close to beginning
design, permitting and then proceeding with construction phases in the near future as planned and
budgeted per their Capital Facility P lans.

SUBJECT: 2020 Capital Improvement Projects: 2nd Quarter
INTRODUCTION
This Quarterly Report is intended to provide an overview of the City’s capital improvement projects
for the 2nd Quarter of 2020, including current project status, milestones, and any new
developments that may significantly alter the schedules or costs of the projects. This narrative
discusses Water/Irrigation Division, Wastewater/Stormwater Division and Engineering Division
projects.
Hoover Elementary Safety Improvements
Yakima School District requested one-way streets along Hoover on S. 4th and S. 6th Avenues from
Viola to Logan Avenues. Last fall City staff met with Hoover Elementary Principal and Assistant
Principal on-site to review end of school day operations and discussed potential safety
improvements. It was decided to proceed to make one-way traffic on both S. 4th and S. 6th
Avenues. We held a public meeting November 14, 2019 and presented the proposal to parents,
teachers, and neighborhood residents. We received positive feedback from those in attendance.
After Council reviewed and passed the proposed Ordinance on July 21st, signs and pavement
markings are scheduled for installation prior to the beginning of the upcoming school year.

McClure Elementary School Safety Improvements
This project will make various pedestrian safety improvements in the vicinity of McClure
Elementary School, such as, replacing and constructing sidewalk. The project will also construct
sidewalk on Lila Avenue between Karr Avenue and 24th Avenue. Funding for this project is from
a Safe Routes to School grant in the amount of $270,000. Design funds were obligated on July
3, 2018. The required preliminary engineering surveying has been completed and design of the
project is nearly complete. Right of way acquisition continues this year and construction will occur
in 2021.

North 1st Street Corridor Revitalization – ‘N’ Street to ‘J’ St. (Phase 2)
This arterial street project started in 2010 when the City received a $25,000 planning grant through
Yakima County SIED funding for the first segment of this project; the comprehensive
improvements to North First Street will extend from “A” Street to the US-12/I-82 Interchange. The
North First Street Improvement Project will continue as funding continues to be pursued.
Phase 1: was completed using STP Federal Funds $3M; TIB funding for $1M; local utility funding
$1M; Gas tax $1.38M; and TBD local funds $$$2M. Phase 1 is complete.
NEW * * Phase 2: ‘N’ Street to ‘J’ Street; design is nearly complete and we are working on a
funding package for the construction of Phase 2 in 2021. We propose a combination of funding
sources such as remaining TBD funds, Water, Sewer, StormWater and other funds. Huibregtse
Louman and Associates (HLA) separated the design of this project phase from existing design.
This phase is expected to be $3.5 million dollars.
Water Division is scheduled to contribute $450,000 to the project to replace aging water mains.
This construction will replace two water mains with one watermain.
Projected Completion Date: 4th Quarter 2021
NEW * * Phase 3: ‘J’ Street to MLK Jr. Blvd., construction is estimated to be about $8,000,000
and is hoped to be funded with a Federal BUILD Grant, combined with a TIB Grant, and
Stormwater and Water Enterprise Funds. Huibregtse Louman and Associates (HLA) is designing
the project. Due to the lack of funding for the entirety of the N. 1st Street Project at this time, it has
been determined to split into a 3rd Phase. Phase 3 will perform the construction from MLK
Boulevard to ‘J’ Street. Phase We continue to seek a Federal BUILD Grant and/or other grant
funding; we will re-apply for a TIB grant as well. The recent application for a $26,103,000 Federal
BUILD Grant will be to complete the remaining project construction of N. 1st Street south of ‘J’ St.
to MLK Jr. Blvd. and include the East-West Corridor of the Sawmill Area Projects from 1st Street
to approximately 9th Street.

Cascade Mill Redevelopment Project
This project includes multiple tasks to redevelop the former 225-acre Boise Cascade Mill. Yakima
was awarded $23,446,000 in LIFT funding (Local Infrastructure Financing Tool) from the State of
Washington to create a Revenue Development Area that will assist in the transition from the
former mill to a mixed use economic catalyst including creation of an estimated 4,500 light
manufacturing, office park, commercial, retail and entertainment jobs.
The current status of the project includes:
1. The Interchange Justification Report (IJR) was approved on February 22, 2017. The
purpose of the IJR is to provide freeway access to a proposed east - west roadway that
will connect Terrace Height to north Yakima, and thereby, provide direct access from the
I-82 to the former sawmill site. Design of the preferred alignment of this east-west roadway
west of the interstate is nearing completion, after which the NEPA documentation will be
finalized. The “Connecting Washington” legislation approved last fall provides funds for
the improvements to I-82, as well as, the bridges over the interstate and Yakima River.

2. Design of a North to South City Boulevard-type Street that will provide access to the mill
site. City of Yakima is project lead. The first phase of this project that constructed the
southernmost 500 feet of this north - south road (named Bravo Company Boulevard), along
with a roundabout that connects Bravo Company Boulevard to Fair Avenue, Lincoln
Avenue and MLK Boulevard has been completed. The construction was done by Granite
Construction Company for a cost around $2,425,000. In mid-December 2016, the City
supplemented the professional services agreement with Lochner to complete the design
of Bravo Company Boulevard from where it currently ends to its connection with ‘H’ Street
at the intersection of 7th Street. The design of the extension of Bravo Company Boulevard
is about 90% complete. We are still working with the property owners on acquiring the
right of way necessary to construct this section of the roadway. Due to the Yakama Nation
appeal of the SEPA, it has been determined to perform NEPA on the entire East-West
Corridor/Bravo Company Blvd. Roadway Yakima County will be the lead agency and
NEPA will be performed under FHWA direction. The City is participating in the NEPA as
a vital project sponsor. On May 2nd 2019 a second meeting was held with the Yakama
Nation and other relative agencies as NEPA stake holders to continue work on the NEPA
for the roadways and associated landfill cleanup. It is still hopeful that NEPA will be
completed in early 2020, and construction of Bravo Company Blvd. could begin later that
year. The City will receive a $9.66M Grant from DOE to cleanup/remove solid waste and
extraneous materials of the associated landfill that lies under the proposed roadways.
Total cost is expected to be $13M; the difference in cost to come from LYFT Funding.
The project will be bid late this summer/early fall with construction starting late this year.
3. Preliminary Design and alignment of “East-West Corridor Road” - Yakima County project
lead for the portion that will stretch from the extended Bravo Company Boulevard to
Butterfield Road in Terrace Heights. The existing ‘H’ Street corridor will be improved from
North 1st Street to 7th Street as part of this project. NEPA review is scheduled for the
County portion of this project. SEPA review is scheduled for the portion that is under City
purview. On April 17th, an open-house / “listening session” was held for the public to
provide project information and collect feedback from the community regarding the
proposed improvements. Approximately 100 people were in attendance.
4. Grant funding research, permitting and options for clean-up and remediation of former City
of Yakima municipal landfill has begun. The Department of Ecology (DOE) terminated the
Voluntary Cleanup Program that the City had entered into for this property on April 26,
2016. On June 19, 2018, the City signed the Agreed Order (AO) with the Department of
Ecology for the cleanup of the site. The AO became official on July 10th. The City is in the
process of developing the draft Interim Action Work Plan, which is required by the AO.
5. We applied for a Federal BUILD Grant this past May for a $26,103,000 federal BUILD
Grant which would construct part of the East-West Corridor from 1st Street to approximately
9th Street; and it would include North 1st Street Corridor Revitalization - ‘J’ Street to MLK
Jr. Blvd. (Phase 3).
6. The Yakama Nation withdrew their lawsuit after the city withdrew the determination of non-
significance. The city is on a path to alleviate the concerns expressed by the Yakama
Nation and is going through the formal process to ensure the project complies with NEPA.
♦ Projected completion dates:
• Fair Avenue Roundabout completed: 1st Quarter 2016.
• IJR Approval: 1st Quarter 2017.
• Landfill cleanup: The interim action plan is complete. The project to remove solid
waste under future roadways will be bid this fall. Work will start late in 2020.

• North-South Boulevard (Bravo Company Boulevard): 90% design plans have been
completed and it is anticipated that this project bid period TBD.
• East-West Corridor: A professional services agreement has been entered into with
HW Lochner for the design of this project. Construction funds to construct the
modified interchange and new Yakima River Bridge become available in 2021.
Fruitvale/34th Avenue and River Road/34th Avenue Roundabouts
The City was successful in obtaining a $914,000 grant for the design and construction of two
roundabouts to improve traffic flow and safety at these closely spaced intersections. Preliminary
Engineering funds have been obligated and the design has begun in earnest. We have met with
employees from WSDOT Traffic Headquarters to discuss the design. They suggested many minor
modifications to improve the functionality of the roundabouts, which have been made. We are
continuing to design the project and have determined the area of potential effects, which is
necessary to complete the environmental documentation. Right-of-way acquisition has started
and environmental work continues. Water Division is scheduled to contribute $225,000 to install
new water mains.

Cowiche Canyon Trail
This project will construct a 10-foot wide pathway, including two bridges over Cowiche Creek from
Powerhouse Road to the existing Cowiche Canyon Trailhead. The trail will be approximately 2
miles long. Funding for the project comes from a $2 million “Connecting Washington” grant.
Perteet, Inc. has completed the 60% design plans for this project and a Property Owner’s Meeting
was held on February 6, 2018. Following the Stakeholder’s Meeting, we met twice with the
landowners that live near the project to get their input. Following the second meeting, which was
held on July 6, 2018, we believe that we have an alignment that will address their issues. Yakima
County has completed additional needed surveying. We plan on meeting with Cowiche Canyon
Conservancy and William O. Douglas representatives along with Perteet Engineering to determine
the “final” proposed alignment prior to setting up a meeting with Cowiche Canyon property owners.
Funds for the construction are now available from the State Legislature; construction will take
place late in FY2020 at the earliest. We split the project into two phases; we are trying to get all
of the down-stream half started in 2020 and the up-stream half in 2021. We continue to work on
r/way ownership prior to proceeding with determination of the final pathway alignment and further
work/discussion with adjacent owners.

Spring Creek Road – Soccer Complex Phase 1 & Phase 2
Phase 1 reconstructed Spring Creek Road, 36th Avenue and Sorenson Road to three-lane
roadways with curb, gutter, sidewalk and street lights to improve the access to the new SOZO
Soccer Complex. The City received a $900,000 SIED grant and a $900,000 SIED loan for this
project. By inter-local agreement, the City has signed an agreement with Yakima County
Engineering to aid in the design of this project and they are finalizing the 2nd Phase.
Phase 2 will start where Phase 1 ended on 36th Avenue, proceed north to Spring Creek Road and
end at Washington Avenue. This project will also construct the recently funded traffic signal slated
for Spring Creek and Washington Avenue.
Bidding for Phase 2 of work will take place this fall/winter and will include wetland mitigation work
as well. SIED funding was just approved to cover $2,000,000 of the remaining $4,750,000.

Transportation Benefit District (TBD) Projects (car tab fee revenue)
Using car tab fee revenues that the City of Yakima began receiving in 2018, and the list finalized
by Yakima City Council in December, 2017, Streets and Engineering Divisions have worked on
and are proceeding with the following projects:
1. Naches Ave. Sidewalk Project (Walnut to Pacific) - started in 2018 and will continue
through 2019 to remove problematic trees that are disrupting sidewalks, replant
acceptable trees, repair sidewalks add ADA ramps; $330,000. Tree removal is
complete. ADA ramps were installed up to Race Street. Expect ADA ramp installation to
be done by end of November; replacement trees are on order, planting this fall.
Remaining sidewalk repair to be done in spring 2020. Work is 70% complete.
2. 4th Street Sidewalk Project (Walnut to pacific) - will start in 2019 to remove problematic
trees that are disrupting sidewalks, replant acceptable trees, repair sidewalks add ADA
ramps; $197,000. Tree removal is complete. Replacement trees are on order. Sidewalk
repairs and ADA ramp installation will take place next year. Work is approximately 30%
complete.
3. Mead Ave Sidewalk Project (27th Ave to 28th Ave) – will fill in a missing one-half block of
sidewalk; Right/way is needed. $17,000
4. River Road Improvement Project (34th Ave to 40th Ave) - started in May, 2019 to widen
the roadway, grind & overlay, add street lighting, add sidewalk, bike lanes, curb, gutter,
stormwater system; $118,000 (TBD funds to cover the SIED loan). Work is 90%
complete.
5. North 1st Street Revitalization Phase 2, “N” Street to “J” Street - will be bid over the winter
of 2020-2021. Work will include rebuilding the roadway, adding bike lanes, upgrading
water main, adding a stormwater system, sidewalk, curbing, gutter, ADA ramps,
upgrade/addition of street and ped lighting - $1,500,000 remain of TBD funds
(Would have been fully-funded by TBD funds through a 20-year bond).
♦ Projected completion: Due to passing of I-976 remaining TBD funds have ended.
Yakima Convention Center Expansion
This project was established for the North Expansion of the Yakima Convention Center. The
expansion is approximately 18,250SF with an additional 8,000SF renovation. Construction will
begin this winter and last for 12-15 months. Bids were opened on 10/31/2019. The low bidder
is Total Site Services out of Richland with a low bid of $10,269001.24; within budget and after
additive selection remains in budget. The contract was awarded by Council on November 19th.
The project has been underway since spring and will continue into the spring of 2021.

S. 64th Avenue and Ahtanum Rd. - Roadway Intersection Improvements
and addition of a Traffic Signal
This project will reconfigure the intersection and add a traffic signal, curb, gutter and sidewalk at
the intersection tying into existing roadside features. Funding is an award of $497,000 through a
Congestion Mitigation & Air Quality (CMAQ) grant. City’s matching obligation is 13.5%, or
$78,000. The project will bid late summer.

S. 48th Avenue and Washington Avenue - Traffic Signal
This project will construct a new signal at the end of Spring Creek Rd. and Washington Ave. The
work will be tied to upcoming roadway improvements for Spring Creek Road. The roadway
alignment will remain the same at Washington Avenue while Spring Creek Road will be realigned
to meet this soon-to-be updated intersection. Funding is an award of a 100% grant of $650,000
from the 2019-2021 Washington State Transportation Budget. The combined project will bid late
summer.
♦ Projected completion: 4th Quarter 2021
S. 72nd Avenue and Washington Avenue - Roundabout
This project will reconfigure the stop sign controlled intersection into a 2-lane Roundabout. As we
start design we will likely need to purchase some right-of-way and start the environmental review
process. Funding is an award of a 100% grant of $1,000,000 from the 2019-2021 Washington
State Transportation Budget. The project is anticipated for 2021.

Northside Alley Paving Project
This project was recently awarded a CMAQ funded grant through YVCOG for $500,000. The
nine alley block segments are between Fruitvale Blvd/Summitview and 6th to 16th Avenues. We
intend to reconstruct approximately 5,000LF of the 15,000 linear feet of alley and approximately
eighteen (18) alley approaches identified in the Northside Alley Paving project as listed in the
2020-2025 Six-Year TIP.
This project includes base preparation, the addition of needed concrete alley approaches, then
asphalt paving of alley segments. We intend to go to bid/construction this summer/fall.

Water/Irrigation Division Capital Improvements Projects
Water Treatment Plant Intake Improvements
The project will evaluate the river and WTP intake structure for potential modifications and
improvements to maintain the existing river location and flows to into the intake. We are currently
working with Golder & Assoc. for Hydro-technical Engineering Support Services for design,
permitting, funding, construction bid and inspection support of a new intake and flood plain
stabilization structures. Dept. of Ecology has issued a Watershed grant for $250,000 for this
project. City has budgeted $700,000 in 2019. A Cultural Survey was conducted and submitted. A
few stakeholder meetings have been held; comments from those meetings are being incorporated
into the design, as well as a river model being run to confirm proposed improvements. A meeting
was held to review model results and suggested modifications to the design. Currently applying
for “in river” permits and working with Yakima County on SEPA and Shoreline permits. Contract
addendum implemented to complete re-submission and re-design to meet Corps of Engineers
requirements. Comments were received from Corps of Engineers and redesign has been
complete and submitted.

Nelson Dam Replacement
This project will consolidate the river diversions for Fruitvale Canal, Naches Cowiche Canal and
Old Union Canal with the existing diversions at the Nelson Dam. We are working on fish
screen/intake project options. Discussions are continuing with the Bureau of Reclamation (BOR),
Washington Department of Fish and Wildlife, Yakima County, National Marine Fisheries Service,
Yakama Nation and Bonneville Power Administration (BPA) on project design and options. A
water right change in point of diversion has been approved by Ecology. An Interlocal Agreement
with Yakima County is in place to fit with their flood plain restoration projects. Stakeholders
meetings are being held to determine possible design options. Applying for Fish Barrier Removal
Board grant funding, requesting just over $4M. Currently budgeting $5,000,000 in 2020, with
balance of project in 2021 -- $4.7M from County; $7.5M Bond, $4.3M Fish Barrier Removal
Bopard; CIP reserves. WDFW, BOR, BPA and Yakima Basin Integrated Plan funding to be
determined. A $1.8M design and permitting contract is in place with HDR Engineering. Final
design and bid documents are scheduled to be complete in December 2020.
Projected completion date: 4th Quarter FY 2023
East Viola Avenue Waterline Improvements
This project installs 4,000 of 12-inch DI waterline in East Viola Avenue, crossings, services and
hydrants, and it replaces existing water mains in East Viola Avenue between South Fair Avenue
and Rudkin Road; replacing the existing 6-inch CI water main. The existing 6-inch CI waterline
has pipe joints joined together with an uncommon two-bolt system, as opposed to the standard
rubber gasket. This waterline is near the end of its useful life. Should a main break occur, there
is no easy way to repair other than to shut a large area out of water, cut out the joint and install a
new section of waterline. Such a break can be costly and time-consuming resulting in extended
water outages for customers. Should this happen during an emergency need for water, it could
be disastrous.
Projected completion date: 4th Quarter FY 2021

North 41st Avenue and North 42nd Avenue Waterline Fire Flow
Improvements
This project will correct waterflow imbalances in this area of the water system. Several areas
will be interconnected to balance the water flow during times of imbalanced usage.
Between West Lincoln Avenue and Snowmountain Road, North 42nd Avenue and North 41st
Avenue are lined with multifamily residential housing. The area is located in the southeast
corner of the 3rd Level pressure zone and is fed by a network of distribution pipes in the 3rd
Level zone that have diameters of 6-inch and 8-inch. The highest fire flow requirement in the 3rd
Level zone is in this area, which only have 48 percent of its required fire can flow goal met.
To the east along North 40th Avenue is a 16-inch water main within the 2nd Level pressure
zone. North 41st Avenue and North 42nd Avenue between West Lincoln Avenue and
Snowmountain Road would be connected to the 16-inch water main in North 40th Avenue.
The existing 6-inch pipe in Snowmountain Road between North 42nd Avenue and North 40th
Avenue (approximately 670 feet) would be replaced with 12-inch pipe. The existing PRV station
in Snowmountain Road would be moved to be immediately west of North 42nd Avenue to
maintain a connection between the 3rd and 2nd Level zones.

Wastewater Division Capital Improvements Projects
Pipe Rehabilitation – General
The Wastewater Division has identified pipeline segments that need to be rehabilitated or
replaced. In addition, the Wastewater Division identified areas where new manholes are needed
for access in order to perform the required maintenance on existing sewer pipes. Budget was
approved in 2017 to start a pipeline rehabilitation program to address these issues. The City
awarded a Professional Services Agreement with HLA Engineering and Land Surveying, Inc. to
provide engineering services specific to the identified needs through 2019.
2019 Scheduled Projects:
Wastewater Collection System Improvements – Priority 1
1750 LF of sewer pipe rehabilitation with 14 new manholes in various locations;
DW Excavating of Davenport, WA was awarded this project for $349,821.42;
Project is complete
Wastewater Collection System Improvements – Priority 2
7600 LF of sewer pipe rehabilitation by CIPP in various locations;
Insituform Technologies of Chesterfield, MO was awarded this project for $464,021.11
Project is complete
Wastewater Collection System Improvements – Priority 3
Project is complete (Hathaway Project)
Wastewater Collection System Improvements – Priority 4
Installation of approximately 1,340 linear feet of 12-inch diameter sanitary sewer main,
east from 52nd Avenue, including five new manholes. This new gravity sewer main may
serve properties to the north and south, and provide a trunk main for sanitary sewer flow
from the west. Due to easement acquisition complications this project is inactive.
Wastewater Collection System Improvements – Priority 5
1100 LF of sewer pipe rehabilitation with 18 new manholes in various locations;
Project is substantially complete as of 7/16/2020
These and future projects will stabilize current conditions of the city’s wastewater pipe system and
reduce infiltration of groundwater which will save treatment costs and limit the need for upgrades
to the Wastewater Treatment Plant. Future projects will be determined based on need and cost.
RFQ’s were sent to consulting firms to continue this work starting in 2020 and HLA Engineering
and Land Surveying, Inc. was the selected firm. The new Professional Services Agreement will
be for 2020, 2021, 2021, and 2022.
In addition to these projects, City wastewater crews perform point repairs, manhole rehabilitations,
and other maintenance projects that add to the stabilization of the pipe system and reduce
infiltration of ground water.

Master Plan Updates
The Wastewater Master Plans for Sewer, Storm, and the Wastewater Treatment Facility are
being updated. The respective 2013 Akel studies for the Sewer Collections system and
Stormwater Drainage system require updates due to significant private and public construction
projects as well as the 2016 incorporation of the legacy DID system into the City Stormwater
Utility. The Yakima Regional Wastewater Treatment Facility (YRWWTF) has undergone multiple
improvement projects since the 2014 Draft YRWWTF Masterplan.
Wastewater staff has held consultant interviews for the three masterplans. Akel Engineering
Group from Fresno California was selected to perform the Wastewater and Stormwater
Masterplan Updates. RH2 Engineering, Inc. from Bothell Washington was selected to perform
the update to the YRWWTF Masterplan. All Masterplans are scheduled to be completed by
years end of 2022.

Wastewater System Mill Site Preparation Project
In anticipation of additional wastewater flows from the Mill Site Development, the existing
wastewater system in Fair Avenue from the Target shopping center to Beech Street needs to be

Best management practices evaluated the best methods to efficiently upsize existing active sewer
main lines in Phase B of the project. Current groundwater conditions as well as soil geology, pipe
alignment, disruptions to the public, scheduling phases of construction, as well as trenchless
technologies have all been evaluated to ensure the project is successful while mitigating impacts
to business owners in the area and the public.
HLA Engineering and Surveying, Inc. has been selected as the engineering design consultant to
design the project. Engineering continues on the project since January, 2019; construction is
anticipated in January of 2020. Estimated cost for the complete project is $2,500,000.

Stormwater Capital Improvements Projects
2019 Stormwater Projects
This project addressed localized flooding by constructing six projects in different areas of Yakima.
Project locations as follow:
• Englewood Ave./N. 65th Ave.

• N. 48th Ave./Webster Ave.
• N. 48th Ave./Modesto Way/Madera Way
• Summitview Ave./N. 7th Ave.
• Mead Ave./15th Ave.
The City selected Perteet, Inc. for design and construction management of the project. Project
bids were opened on March 28th, 2019. Low bidder was Wheeler Excavation, Inc. of Benton
City, WA, with a bid of $964,102. Construction started early April and is now complete.

DID CIPP Rehabilitation
This project will install a cured in place pipe liner inside three sections of old Drainage
Improvement District pipe totaling nearly 4,000 linear feet. These sections of pipe are plagued
by heavy root intrusion and require constant maintenance to prevent root blockages and
backups.
The pipe segment locations are:
• Powerhouse Rd. from 23rd Ave. to 27th Ave., then southwesterly to 29th Ave. and
Lincoln.
• Midvale Rd. from 67th Ave. to 72nd Ave.
• Plath Ave. between 16th Ave. and 18th Ave.
Bids were opened on December 4, 2019. Of the three bidders, Michels Corporation of Salem,
OR was low bidder at $244,495. Construction began in January 2020 and was completed in
February 2020.

Wide Hollow Creek Berm Reconstruction
This project will reconstruct a berm north of Wide Hollow Creek that protects residents between
75th Ave. and 80th Ave. from being flooded.
Bids were opened on December 19, 2019. Of the five bidders, Selland Construction, Inc. of
Wenatchee was low bidder at $233,884. Construction began in January 2020 and was
completed in February 2020.

AFFIRMATIVE ACTION GOALS & W/M/DBE PARTICIPATION
Women, Minority and Disadvantaged Business Enterprises (W/M/DBE) utilization has been
included in the past but is not included with this report. The Engineering Division continues to
request apparent low bidders of public works contracts to document their efforts to achieve the
City of Yakima’s goal of 10% MBE, WBE or DBE participation goal prior to contract award.
However, changes in state law due to the passage of Initiative 200 prohibit certain practices by
contracting agencies (i.e. the City) for the award of public works projects such as requiring
W/M/DBE subcontracting. While some contractors have voluntarily reported such information in
the past, we have not received any such reporting last year.
Although we do not receive such information voluntarily, the City must still meet certain of these
federal requirements and each contractor must comply with the Standard Specifications that are
included on each City Public Works Contract. The City is responsible to:
• Conduct pre-construction conferences during which Equal Employment Opportunities
(EEO) and City policies are discussed with the contractor.
• Monitor on-site compliance with the EEO and City policies.
• Ensure our contractors locate, qualify, and increase the skills of minority groups, women
employees, and applicants for employment as required by City policies.
• Ensure the preparation of required EEO and related reports.
