MINUTES 1.Roll Call Council: Mayor Patricia Byers, presiding, Assistant Mayor Holly Cousens, Councilmembers, Kay Funk, Brad Hill, Soneya Lund and Eliana Macias (Councilmembers attended the meeting via speakerphone) Staff: Interim City Manager Alex Meyerhoff, City Attorney Jeff Cutter and City Clerk Sonya Claar Tee Absent: Councilmember Jason White 2.Open Discussion for the Good of the Order A.Coronavirus (COVID-19) update Interim City Manager Meyerhoff provided an update on COVID-19's effect on City services and finances. 3.Council Reports None. 4.Consent Agenda Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Cousens moved and Funk seconded to approve the consent agenda. The motion carried by unanimous vote, White absent. A.Approval of minutes from the July 7, 2020 City Council regular meeting and July 8, 2020 City Council special meeting Page 1 of 4 2 DRAFT B.Consideration of changing the Tuesday, November 3, 2020 meeting to Monday, November 2, 2020 C.Approve payment of disbursements for the period June 1 - 30, 2020 D.2020 2nd Quarter Treasury Report E.Set date August 4, 2020, for a public hearing regarding a 2020 Justice Assistance Grant F.Set date of August 18, 2020, for a public hearing to consider amendments to a Development Agreement submitted by Bruce Simpson concerning property located at 3111 Tieton Dr. G.Project Completion and Contract Acceptance for Selland Construction, Inc. - Project 2491 Yakima Alley Improvements - Phase 1 H.Resolution authorizing an agreement with HLA Engineering and Land Surveying, Inc. to provide stormwater engineering services RESOLUTION NO. R-2020-083, A RESOLUTION authorizing an agreement with HLA Engineering and Land Surveying, Inc. to provide stormwater system engineering services. I.Resolution declaring a 2.77 acre parcel of property abandoned to the uses and needs of the City of Yakima RESOLUTION NO. R-2020-084, A RESOLUTION declaring a 2.77 acre parcel of property abandoned to the uses and needs of the City of Yakima, in anticipation of Squire Ingham Co.’s repurchase of the property for $1.00 in accordance with the terms of the City’s Deed conditions, and authorizing the City Manager to execute documents to accomplish this transaction. J.Resolution authorizing an interlocal agreement with Yakima County for the Naches- Cowiche Flood Risk Reduction and Floodplain Restoration Project RESOLUTION NO. R-2020-085, A RESOLUTION authorizing an interlocal agreement with Yakima County for the Naches-Cowiche Flood Risk Reduction and Floodplain Restoration Project. K.Ordinance updating Classification and Compensation Plan for City Employees Section 2.20.100 ORDINANCE NO. 2020-017, AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective August 23, 2020; and repealing all preceding pay ordinances in the City of Yakima Municipal Code. L.Ordinance amending One Way Streets and Alleys to one-way restrictions on South 4th Avenue between Viola Avenue and Logan Avenue, and South 6th Avenue between Viola Avenue and Logan Avenue, YMC 9.50.290 ORDINANCE NO. 2020-018, AN ORDINANCE amending the City of Yakima Municipal Code Chapter 9.50.290 One-way streets and alleys to add a portion of South 4th Avenue and Page 2 of 4 3 DRAFT a portion of South 6th Avenue. M.Ordinance creating a policy for the display of flags at City Hall and other City of Yakima buildings ORDINANCE NO. 2020-019, AN ORDINANCE creating a policy for the display of flags at City Hall and other City of Yakima buildings. DEPARTMENT ITEMS 5.2020 2nd Quarter Financial Report Steve Groom, Director of Finance and Budget, briefed Council on the 2020 2nd Quarter Financial Report. Fire Chief Markham, Police Chief Murray and Public Works Director Schafer also provided brief updates on budget perspectives including: maintenance and repairs on fleet, staffing, vehicle replacement demands and streets and traffic concerns. 6.Ordinance amending the 2020 Budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various Funds for expenditure during 2020 for various purposes (First Reading) Steve Groom, Director of Finance and Budget, briefed Council on the budget amendment and noted this will be on the next agenda for a second reading and approval. The City Clerk read the ordinance by title only. 7.Direction from Council regarding City Manager Negotiations MOTION: Cousens moved and Byers seconded to appoint Brad Hill as part of the City Manager negotiating team. The motion failed by a 3-3 vote with Funk, Lund, and Macias voting no, White absent. MOTION: Lund moved and Funk seconded to adjourn to an executive session in accordance with RCW 42.30.110(1)(g) and 42.30.140(4)(b) for up to one hour to discuss contract negotiations with Mr. Harrison. The motion carried by unanimous vote, White absent and adjourning 6:40 p.m. At 7:40 p.m. Mayor Byers announced an extension of 15 minutes for the Executive Session. Executive Session was held and adjourned at 7:47 p.m. Mayor Byers announced staff has been provided direction in the city manager negotiations. CITY MANAGER UPDATE 8.Discussion regarding having a City presence at the Farmers Market Assistant Mayor Cousens reported on why she believes it's important to have a City booth at the Farmers Market. Councilmember Lund shared her concerns about community members congregating at a City booth during a pandemic. After Council discussion, MOTION: Hill moved and Lund seconded to suspend operations of the City booth at the Farmer's Market. The motion carried by unanimous vote, White absent. 9.Other Business None. 10.Adjournment MOTION: Cousens moved and Funk seconded to adjourn to the next Council regular Page 3 of 4 4 DRAFT meeting on August 4, 2020, at 4:30 p.m. in the Council Chambers at City Hall. The motion carried by unanimous vote, White absent.
