"r.'r,, •1 Yak�rna =YCii #� : C: �une:rla�ritl*;.Yakir�a::'C�our; �;C;o m�ss�,on`e�s:':��::, _ IntergovernmentaCCommittee Meeting Tuesday, May 10, 2011 Yakima City Council present: Chair Rick Ensey, Kathy Coffey, Dave Ettl County Commissioners present:_ Mike Leita City staff: Dick Zais, Michael Morales, Jeff Cutter, Joan Davenport, Scott Schafer County staff: Terry Austin, Vern Redifer Councilmember Ensey opened a discussion about the suggested subcommittees: Airport: Commissioner Leita said that while the city and county need to work together he doesn't believe it is necessary to form an intergovernmental subcommittee. Dick Zais reported that Joan Davenport is working with County staff and the airport manager on some matters. Cindy Epperson and Craig Warner will also work with the airport manager on financial issues. Zais said the plan is for an update with the two elected members of the airport board within 30 days and discussions with the airport manager and the board chair in approximately 45 days. ILA on .GMA: Everyone is in agreement that the ILA is the principle task for the Intergovernmental Committee. 4 -Party Agreement: Ensey noted that the collective staffs are working on the agreement and it can be.brought to the Intergovernmental Committee when help is needed. • Drainage Improvement Districts (DIDs): Scott Schafer suggested that the city and county work together on a plan to separate the systems. Leita said the County would like to look into several matters. For example, how the DIDs were considered or should have been considered in previous annexations. He characterized inappropriate hook ups as the real issue. He said there could be legal matters relating to dissolving the DIDS and said it is hard to justify taxing for a service that is within the city. Councilmember Coffey said that while the city is not interested in taking over the DIDs, the city is interested in working on a solution. Vern Redifer said the challenge is the interconnectivity of the systems and the NPDES permit. He suggested each DID be considered separately for solutions. Leita said the county will research the county's obligations and the possibility of decommissioning the DIDs. Redifer said there may be easy solutions for a few DIDs and suggested Terry Keenhan and Scott Schafer work together to try to find them. As .information is gathered it will be brought back to the Intergovernmental Committee for further discussion. The next meeting of the Intergovernmental Committee will be June 14. The agenda will include the ILA on GMA, the county's draft proposal for dialog regarding the East West Corridor, and a status update on the merged City of Yakima / Yakima County Purchasing Division.
