SUMMARY EXPLANATION:
The Yakima School District approached the City regarding safety concerns at Hoover
Elementary. The existing two-way vehicular traffic on S. 4th Avenue and S. 6th Avenue, along with
large numbers of student drop-off and pick-up from both sides of the streets, allows a high
number of students to cross the streets and potentially place them in an unsafe situation against
vehicular traffic.
The City's proposal was to make S. 4th Avenue and S. 6th Avenue both one-way streets
adjacent to the school to promote student pick-ups and drop-offs from the school -side of the
street; greatly reducing the need to cross the streets and limit student exposure to moving
vehicles.
A public meeting was held at Hoover Elementary School on November 14, 2019. The meeting
was led by City staff with the assistance of Hoover's Assistant Principal, Alejandra Rodriguez.
Information on the Complete Streets project was presented, which would construct new concrete
sidewalks and ADA ramps near Hoover Elementary on Viola Avenue, along with the proposal to
make S. 4th Avenue and S. 6th Avenue each a one-way street in the immediate vicinity of Hoover
Elementary School. The week prior to the meeting a Public Service Announcement went out to
the community. We also distributed over 510 flyers to all Hoover students, their families,
teachers, and Hoover's Administrators. We also circulated 140 flyers door-to-door to all homes
in the immediate vicinity of the one-way street's proposal.
After presenting information at the public meeting about the Complete Streets Project and
information about the one-way street proposal, staff also listened to responses from those
families and residents present. After discussing their comments, we determined that the majority
of those present were in favor of the changes to one-way streets in the vicinity of Hoover

Elementary. A map and informational flyer are attached.

9.50.290 One-way streets and alleys.
Upon those streets and parts of streets and in those alleys herein described, vehicular
traffic shall move only in the indicated direction when signs indicating the direction of
traffic are erected and maintained at every intersection where movement in the opposite
direction is prohibited. No such regulation shall be effective unless such signs are in

AN ORDINANCE
ORDINANCE NO. 2019-
amending the City of Yakima Municipal Code Chapter 9.50.290 One-way
streets and alleys to add a portion of South 4'h Avenue and a portion of
South 6th Avenue.
WHEREAS, the City of Yakima received a grant to improve the sidewalks adjacent to
Hoover Elementary School through the TIB Complete Streets program; and
WHEREAS, the street adjacent to Hoover Elementary School experience a high level of
congestion during the morning and afternoon periods when school is starting and ending; and
WHEREAS, there are also a number of students who walk to and from school from the
neighborhood who navigate the area by sidewalk and use surrounding intersections; and
WHEREAS, it would enhance the safety of both drivers and pedestrians to have one-way
roadways adjacent to Hoover Elementary to improve the flow of traffic and improve safety
conditions for those walking and dropping off children at the school; and
WHEREAS, the City of Yakima held an informational meeting for neighbors and
parents/guardians outlining the proposed changes to traffic flow; and
WHEREAS, the City Council of the City of Yakima finds that it is in the best interest of the
City and its residents to change the traffic flow on South 4'h Avenue between Logan Avenue and
West Viola Avenue to one-way southbound; and South 6'h Avenue between Logan Avenue
and West Viola Avenue to one-way northbound; now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Chapter 9.50.20 of the Yakima Municipal Code is hereby amended to read as
follows:
9.50.290 One-way streets and alleys.
Upon those streets and parts of streets and in those alleys herein described, vehicular
traffic shall move only in the indicated direction when signs indicating the direction of
traffic are erected and maintained at every intersection where movement in the opposite
direction is prohibited. No such regulation shall be effective unless such signs are in
place.

SAFE ROUTES TO SCHOOLS - PUBLIC INFORMATION MEETING
Proposed changes to S. 4th Avenue and S. 6th Avenue
When: 5:00 pm - 6:00 pm on Wednesday, November 14th, 2019
Where: Hoover Elementary School gymnasium, 400 W Viola Avenue
Who: Parents, school staff, community members.
The City of Yakima will soon construct pedestrian and transportation improvements in the vicinity of Hoover
Elementary School. The map below shows where construction will add sidewalks, ramps (at some intersections),
and new curb and gutter through the Washington Transportation Improvement Board's (TIB) Complete Streets
program.
The purpose of the November 14th meeting is to discuss the proposal by the City of Yakima, Yakima School
District and Hoover Elementary School to make S. 4th Avenue one-way southbound and S. 6th Avenue one-way
northbound between Logan Avenue and Viola Avenue. The goal would be to improve pedestrian safety.
The meeting will be hosted by the City of Yakima and there will be opportunity for public comment. Those
who are unable to attend the November 14th meeting can submit their comments at the Yakima City Clerk's
Office, Yakima City Hall, 129 N. 2"d Street.
