SUBJECT: Placement of the Morelos Bust
On April 19 Council acted to accept a bronze bust of Jose Maria Morelos and accepted the
Commission's recommendation of a location on North Third Street pending approval of the
location by the traffic engineer.
A preliminary report by Streets and Traffic Manager Joe Rosenlund was reviewed by the Arts
Commission at their meeting on April 28. Sister City Association representative and Former
Arts Commissioner Jessica Moskwa was in attendance. After careful consideration of all the
recommendations in the report, the Commission unanimously moved to support placement of
the bust in the "bulb out" near Essencia. They surmised that placement of the bust in the bulb
out will lessen traffic concerns and allow good access to the piece. Moskwa agreed.
The traffic analysis suggested the best spot for the bust would be the bulb out on the east side
of North Third Street. That was also the first choice of both the Commission and the Sister City
Association when site options were considered earlier this year. JEM Development was one of
the property owners that participated in public outreach for the project. While JEM favored
locating the bust on Third Street, they preferred that it not be placed directly in front of their
properties. They noted the current vacancy rate of the street level properties and were
concerned that the installation could potentially interfere with future use of the ROW.
