SPECIAL MEETING
June 22, 2020
City Hall — Council Chambers
4:30 p.m. Executive Session; 5:30 p.m. Special Council Meeting -- This meeting will be
conducted via speakerphone and is live streamed at www.yakimawa.gov and telecast live on Y -
PAC, Spectrum Cable Channel 194. Written comments received by 3 pm for this meeting will be
provided to the City Council prior to the meeting — MINUTES
1. Roll Call
Council: Mayor Patricia Byers, presiding, Assistant Mayor Holly Cousens, Councilmembers, Kay
Funk, Brad Hill, Soneya Lund and Eliana Macias (all members attending via zoom/speakerphone)
Staff: City Attorney Jeff Cutter and City Clerk Sonya Claar Tee
Absent: Councilmember Jason White
2. Executive Session to evaluate the qualifications of an applicant for public employment
MOTION: Cousens moved and Funk seconded to adjourn to an Executive Session for up
to 50 minutes to evaluate the qualifications of an applicant for public employment -4:38 p.m.
The motion carried by unanimous vote, White absent. Executive Session was held and adjourned at
5:20 p.m.
The special meeting was reconvened at 5:31 p.m.
3. City Manager hiring process
Mayor Byers announced Interim City Manager Meyerhoff is excused from this meeting as he is a
candidate for the City Manager position.
MOTION: Cousens moved and Lund seconded to direct staff to move forward with
interviews for candidates 1-3.4-6, and 2 as an alternate. The motion carried by unanimous vote,
White absent.
After Council discussion,
MOTION: Funk moved and Hill seconded to direct the Human Resources staff to seat a
seven member community advisory panel, with each Council member submitting one name
and one alternate name with identification of what interest group they represent. The motion
carried by unanimous vote, White absent.
Assistant Mayor Cousens asked if the community advisory panel is limited to someone that lives
within the City limits. Councilmember Funk clarified that there are no restrictions in her motion.

MOTION: Hill moved and Macias seconded to have the Senior Staff interview panel be
comprised of the Police Chief, Fire Chief, Public Works Director, City Attorney, Community
Development Director, Communication and Public Affairs Manager and the Airport
Manager. The motion carried by unanimous vote, White absent.
Councilmember Hill asked if there was any other information staff needed. Human Resources
Director Mendoza requested Council members provide their community advisory panel selection to
her by the end of the week and Human Resources will attempt to schedule interviews the week of
July 6, 2020.
4. Adjournment
MOTION: Cousens moved and Macias seconded to adjourn to the next City Council
regular meeting on July 7, 2020, at 4:30 p.m. for an executive session and 5:30 for a
business meeting at City Hall. The motion carried by unanimous vote, White absent. The meeting
adjourned at 6:01 p.m.
