For Meeting of: July 7, 2020 ITEM TITLE: Appointments to Boards & Commissions SUBMITTED BY: Sonya Claar Tee, City Clerk SUMMARY EXPLANATION: The Council Nominating Committee (Byers, Cousens & Funk) met on June 24, 2020 (minutes attached) and makes the following recommendations for appointment/reappointment: • Reappoint Jack McEntire (artist), appoint Teresa Pritchard (community rep), James Ward Morris (community rep) and confirm Season's appointment Pat Strosahl and Museum appointment Susan Duffin to the Arts Commission. • Reappoint Barbara Cline, Jim Johnston and James Fickel to the Board of Appeals. • Appoint Magaly Solis and reappoint Sandra Aguilar to the Community Integration Committee. • Reappoint Alixanne Pinkerton to the Historic Preservation Commission. • Reappoint Matt Tweedy and Jo Miles to the Parks & Recreation Commission. • Reappoint Angie Girard to the Public Facilities District Board. • Reappoint Jacob Liddicoat to the Planning Commission. Additionally, the Committee would like Council to make a decision on the following two issues: 1. The Committee brought forward two applicants, Lisa Wallace and Liz Hallock, for consideration of appointment to the lone position on the Planning Commission (applications attached confidentially). 2. The Committee is asking Council to make a decision specific to the Planning Commission on whether to require applicants to include a resume with their application. Council present: Byers, Cousens and Funk Staff present: Sonya Claar Tee, City Clerk 1. New business—the Committee nominated Cousens as Chair by consensus. A. The Committee reviewed boards & committee applications and made the following recommendations: .1 Arts Commission • MOTION: Funk moved and Byers seconded to reappoint Jack McEntire (artist), appoint Teresa Pritchard (community rep), James Ward Morris (community rep) and confirm Season's appointment Jason Kilda' and Museum appointment Susan Duffin to the Arts Commission. The motion carried by unanimous vote. • Board of Appeals • MOTION: Byers moved and Cousens seconded to reappoint Barbara Cline, Jim Johnston and James Fickel to the Board of Appeals. The motion carried by unanimous vote. • After a discussion on the appointment process, MOTION: Funk moved to refer this problem of a lack of applications to the engineering department and legal to ask if this procedure is adequate to the City's needs. The motion died for lack of a second. et Community Integration • MOTION: Byers moved and Funk seconded to appoint Magaly Solis and reappoint Sandra Aguilar to the Community Integration Committee. The motion carried by unanimous vote. ▪ Historic Preservation • MOTION: Byers moved and Funk seconded to reappoint Alixanne Pinkerton to the Historic Preservation Commission. The motion carried by unanimous vote. • Parks & Recreation • MOTION: Byers moved and Funk seconded to reappoint Matt Tweedy and Jo Miles to the Parks & Recreation Commission. The motion carried by unanimous vote. 4 N Planning Commission • After discussion, MOTION: Byers moved and Funk seconded to reappoint Jacob Liddicoat to the Planning Commission. The motion carried by unanimous vote. • MOTION: Byers moved and Cousens seconded to appoint Lisa Wallace to the Planning Commission. After discussion, the motion failed by a 2-1 vote, Cousens and Funk voting no. • MOTION: Byers moved and Cousens seconded to bring forward two names, Lisa Wallace and Liz Hallock for consideration of appointment to the lone position on the Planning Commission. The motion carried by a 2-1 vote, Funk voting no. • MOTION: Funk moved that when taking this to Council, we present a full resume for all appointments/reappointments. The motion died for lack of a second. • MOTION: Byers moved and Funk seconded to ask Council to make a decision specific to the Planning Commission on whether to require applicants to include a resume with their application. The motion carried by unanimous vote. • Public Facilities District • MOTION: Byers moved and Funk seconded to reappoint Angie Girard to the Public Facilities District Board.
