Ken Mehin, Transit Manager Joe Rosenlund, Streets & Traffic Operations Manager Kevin Futrell, Transit Planner Transit Council Member Rick Ensey called the meeting to order at 3:30 p.m. in the Community & Economic Development (CED) Conference Room at City Hall. Ken Mehin started the meeting with the first item on the Transit Agenda, which was the Dial -a -Ride Contract that is in the review period and anticipates that it will be finalized by the first week of May. This would allow the provider a sufficient amount of time to comfortably bid on the RFP. The next item Ken Mehin briefly mentioned was the Medical Professional Contract that Legal is in the 411 process of finalizing. The following item on the agenda mentioned by Ken Mehin was an update on the westside properties that Transit is interested in purchasing. An executive session was held on Tuesday, April 19 to discuss the properties. Chris Waarvick added that they were instructed to look at the proposed properties, select the most suitable one and bring back an offer to the City Council where they will then recommend which purchase option should be considered. The next item that Ken Mehin mentioned was Google Transit. He explained how easy it is to access the system that gives you up to three route options and includes the total cost of the bus trip. Ken Mehin briefly commented on the next item on the agenda which was the WDOT audit which he said there were no findings, and overall it went extremely well. Ken Mehin brought up the 4 of July shuttle bus service and whether they wanted to offer it again this year. He said that last year's shuttle bus service cost was $3,340. Council Member Dave Ettl motioned to approve the 4 of July shuttle bus, and Mayor Micah Cawley seconded the motion. Next item on the agenda that Ken Mehin brought up was Terrace Heights bus service. He explained that he responded to an invitation from residents and businesses of Terrace Heights inviting him to their annual neighborhood association meeting. He attended their meeting to find they are very interested in having bus service in their area, but their issue is they do not have the funds to cover the cost now. The next item on the agenda was the request for bus service to the Yakima Training Center. Ken Mehin has a meeting scheduled with the Commander to discuss what the possibility is of having bus service in their area. Ken Mehin mentioned that after he meets with the Commander, he will have a better idea on how frequent they would like the bus service out there and if it's possible to incorporate the extension to the Selah bus route. Page 1 of 2 Ken Mehin reported that bus ridership for this quarter was up by 2.3 %. He added that Sunday bus service is doing great and ridership continues to increase each week. Ken Mehin brought up the next item on the 110 agenda which was free Saturday and Sunday service starting in June 4th and ending August 28th. He said that since we now are operating on Sundays it would be a good promotion to offer free Sunday service as well and that would include the Dial -A -Ride service. Mayor Micah Cawley motioned to approve and Council Member Dave Ettl second the motion. Tra Street and Traffic Operations Dick Zais and Chris Waarvick discussed the present funding situation and potential sources with the Committee. Joe Rosenlund followed up with a list of potential projects updated from the February 2010 Transit /Transportation Committee meeting that could be funded by a street maintenance bond. These projects, other than a few minor intersection improvements, focus on improving the condition of Yakima city streets and traffic signal operations. The list does not include any additional traffic lanes. The estimate now stands at approximately $27 million. Project packages and the estimated annual cost to property owners for bond measures that range from $15 million to $30 million will be presented at the next meeting. The Committee can then bring the option along with their recommendation to the full City Council for discussion. The cost to maintain roadways in good condition and the cost to attain the 70 PCI in 10 years is approximately $216,000,000 or about $21.6 million per year. Approved by: Page 2 of 2
