A RESOLUTION authorizing and directing the City Manager of the City of Yakima
to execute a Modification to the Architectural Services Agreement
with Wardell Architects,_ P.S.- to study.. the feasibility of _expansion
alternatives for the Police Station/Legal Center.
WHEREAS, on October 5, 1999, the City Council authorized execution of an
Architectural Services Agreement with Wardell Architects, P.S., for the preparation of a
study to determine the feasibility of expansion to the Police Station/Legal Center
located at 200 South Third Street, Yakima, Washington;
WHEREAS, due to the extended duration of the study, an extension to the
agreement was executed on April 5, 2001; and
WHEREAS, certain information needs to be updated and additional meetings
with City representatives are necessary, and City Management now requests schematic
drawings and costs for a possible expansion for the municipal court staff be included in
the expansion study that was not envisioned under the scope of the Agreement; and
WHEREAS, Wardell Architects, P.S., is willing to provide these additional
services in accordance with the attached June 10, 2002 Modification to the Agreement;
and
WHEREAS, the City Council deems it to be in the best interest of the City of
Yakima to authorize execution of the June 10, 2002 Modification to the Architectural
Services Agreement with Wardell Architects, P.S., for Expansion Alternatives for the
Police Station/ Legal Center, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized and directed to
execute the attached and incorporated Modification to the Architectural Services
Agreement with Wardell Architects, P.S. to study the feasibility of expansion
alternatives for the Police Station/Legal Center.
ADOPTED BY THE CITY COUNCIL this 2nd day of July, 2002.

Re Yakima Police and Legal Center Expansion Study

Dear Mr Zais
As you are aware we have been providing professional services preparing a long-range expansion
strategy for the police and Legal Center The study has continued over a longer time frame than
originally anticipated. This has led to the need to update information and meet with appropriate client
representatives additional times In addition we were asked on April 23rd by you and Chief Blesio to
prepare a sketch drawing and cost estimate for a possible expansion for the municipal court staff to the
southeast of the existing Center
At this time we estimate an additional $2,000 will be necessary to see the study brought to conclusion,
including printing the study results for presentation to the City Council This will bring the total fee for
the study to.
Original fee $33,000
Additional fee per our letter of 3/22/01 5,000
Additional fee per this letter 2,000
Total
$40,000
We estimate the fee for the court expansion drawing and estimate will be $1,500.
Should the above meet with your approval please sign and return one copy of this letter thereby
authorizing continuing services We look forward to on-going services to the City and the Police and
Legal Center management and staff

ITEM TITLE: Consideration of a Resolution Authorizing and Directing the City
Manager and the City Clerk of the City of Yakima to Authorize an
Extension of an Architectural Services Agreement with Wardell
Architects, P.S., for Expansion Altematives for the Police
Station/Legal Center

SUMMARY EXPLANATION.
The attached agreement is an extension of the on-going consulting contract in place with
Wardell Architects, P.S.
On October 5, 1999, Council enacted a resolution extending the consulting contract with
Wardell Architects, P.S. and authorized $33,000 to provide a feasibility study for the
expansion of the Police Station/Legal Center, to include information gathering, development
of projected growth and footprint options, and preparation of final recommendations. Due to
the extended duration of the study, an extension to the agreement was executed on April 5,
2001. Information still needs to be updated and additional meetings with City
representatives are necessary that were not envisioned under the scope of the original
agreement. Additionally, the City now requests estimates and drawings for a possible
expansion for the municipal court staff to the southeast of the existing facility On June 26,
2002 the Council Public Safety committee reviewed this proposal and recommended its
submission to the full City Council with their approval. The cost to complete the building
expansion project and conduct the municipal court staff expansion project is $3,500.

authorizing execution of this agreement.
