HomeMy WebLinkAboutR-2011-069 Sole Source Velosum for Digital Parking Infraction System; YMC Amendment 9.60.030 RESOLUTION NO. R- 2011 -69 A RESOLUTION authorizing the City Manager to purchase VcitePlus brand products from Velosum, Inc. for a digital parking ticket writing system, for a purchase price not to exceed $15,000 (plus sales tax) as a sole source purchase without calling for bids, and further directing the City Manager to execute all appropriate and necessary documents to complete the purchase and transaction. WHEREAS, Article VI, Section 6 of the City of Yakima Charter and the Yakima Municipal Code Chapter 1.80 generally require that purchase of equipment, materials, or services in excess of $25,000 be done by competitive bid, subject to certain exceptions; and WHEREAS, the law recognizes a "sole source purchase" exception from these competitive bidding requirements when, due to the uniqueness of the product to be purchased and the fact that there is only one source, it would be futile to utilize competitive bidding for such product; and WHEREAS, parking enforcement requires the purchase of a digital parking ticket writing system to update the current manual method of ticket writing; and WHEREAS, the VcitePlus system produced by Velosum, Inc. is a proprietary technology, and the only complete software solution provided within the United States that employs Digital Pen and Paper Technology to public safety agencies, which includes issuance management, electronic appeals, adjudication, and motorist settlement; and WHEREAS, the City Council finds it would be futile to call for bids regarding the described Velosum products and said Velosum products will satisfy the stated requirements and criteria; and WHEREAS, the City Council finds that it is in the best interest of the City to authorize purchase of the Velosum products from Velosum, Inc. as a sole source purchase without calling for bids, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized and directed to purchase Velosum products from Velosum, Inc. to be used to update the existing manual ticket writing system, for a purchase price not to exceed $15,000 (plus sales tax). Just a few years ago, the newer technology cost as much as $50,000. Now there is a system available for a minimal $5,000 initial investment and an estimate of $10,000 in annual expense. The system is from the firm Velosum and the product's name is vCitePlus, and would be used for both on- street and public lot parking. City Purchasing has been the lead on the system's potential procurement. • With very simple digital hand - devices, formatted tickets, integrated camera phone and software linkages, all for under $15,000 (see attached spreadsheet), the City can replace its current system with far more capabilities. Those capabilities include photo evidence available on -line of the alleged infraction, decreased labor in managing on -line payments and reducing infraction write -offs. A key element of the accountability of this system is the linkage to the Department of Motor Vehicles so those with infractions are not lost in the system and then become (Continued on next page.) BOARD /COMMISSION /COMMITTEE RECOMMENDATION: The Economic Development Committee met on 4/6/11 and voted to send this matter to the full City Council for approval including the $25 Parking Infraction adjustments in the Yakima Municipal Code 9.60.030. • COUNCIL ACTION: Digital Parking May 3, 2011 Page two • uncollectable write -offs even after these tickets are sent to collection. Citizens with citations can satisfy the citation over the Internet. This system does not change the citizen's right to appeal to Municipal Court. The Finance Department has found that the Parking Fund has sufficient resources to "front end" the initial expense. ORDINANCE NO. 2011- 0 AN ORDINANCE relating to Traffic; increasing the base violation -- penalty for selected parking violations from $20 to $25; and amending the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 9.60.030 of the City of Yakima Municipal Code is hereby amended to read as follows: "9.60.030 Penalties. Unless another penalty is provided by ordinance of the city, every person convicted of a misdemeanor defined by this title or a violation of any provision of this title shall be punished by a fine of not more than five hundred dollars or by imprisonment in the city jail facility for not more than ninety days, or by both such fine and imprisonment. Further, for all violations of traffic infractions as defined by RCW 46.63.020, and prohibited by this chapter the monetary penalty for the commission thereof shall be as made and provided for under the provisions of RCW 46.63.110. WWTP Industrial Waste Bio- Reactor: Scott Schafer and David Schneider explained their research regarding the potential installation of a bio- reactor at the WWTP. The • •new process would allow more efficient treatment of food waste and other industrial waste; increasing capacity at the plant and reducing energy requirements and costs. Extension of an industrial waste line is also expected to attract business. The estimated • timeline for the project would extend the line in phases and install•the reactor in 2013. Restoring capacity in this manner would allow the plant to defer more expensive and less efficient expansion projects. The Committee took no action but is looking forward to progress updates. • Automated Parking Infraction System: Chris Waarvick reported on an opportunity to replace the city's parking infraction management system with a new, more efficient digital management system. Cost to replace the system is estimated at $15,000, including $5,000 in one time expenses and approximately $10,000 in annual costs. The • Finance Department reported that the Parking Fund has sufficient resources to cover the initial cost. Waarvick suggested raising the parking fees perhaps even on a temporary basis could help cover the cost of the upgrade. Lover expressed a concern that high fees' could keep people away from the downtown. Jamie Stickel of the Committee for Downtown Yakima (CDY) said the goal is not to raise* revenue by writing • tickets but to encourage turn over. Councilmember Edler moved to forward both a sole source procurement action and an increase of the fee for parking citations (to $25.00) to the full Council.
