RE: Update on Safety Street Lights Pilot Project
Over the past several months, Community Development and Public Works staff has been
working with the Council Neighborhood Development and Public Safety Committees to
improve safety lighting in areas of the city that have experienced violent gang - related
crime. On March 15, the City Council authorized the expenditure of $20,000 of CDBG
Infrastructure funds for 57 street light upgrades to be installed by city crews on existing
poles.
Thirty additional locations were also identified that require the placement of a new pole.
CDBG environmental regulations define the installation of a new pole as "ground
disturbance ", so the installation of the additional lights could not be authorized until an
environmental review and comment period was completed. This process was initiated
immediately following the March 15 meeting, and the comment period ended on April
30, 2011. The locations were reviewed by the State Office of Archaeology and Historic
Preservation to determine that no protected areas would be disturbed, and the locations
were circulated to the Colville and Yakama Nations for comment. As no comments were
received, the project was determined to be Categorically Excluded per HUD guidelines.
The cost of these additional lights is approximately $45,000. These proposed
locations are as follows:

City staff will continue to assess mid -block placement of new lights and poles, which is
more costly and is more difficult to predetermine price.. Some of these locations would
require the purchase of an easement which would vary in cost. With the remaining funds,
we will identify those mid -block locations that do not require an easement and prioritize
those for installation.
RECOMMENDATION
Staff requests that the City Council approve the recommendation of the
Neighborhood Development Committee that CDBG Infrastructure funds be
allocated to the Safety Street Lighting Pilot Project, and authorize the City Manager
to direct the installation and upgrade of the 30 above mentioned locations for
approximately $45,000.
