ITEM TITLE: Public Hearing to consider: A) Resolution adopting the Six-Year
Transportation Improvement Program for the period of 2021
through 2026, and to amend the Transportation Systems Plan
2040; and B) Resolution amending the Yakima Urban Area
Comprehensive Plan Capital Facilities Element

SUMMARY EXPLANATION:
This item contains two elements:
A) Each year the City of Yakima (City) is required by RCW 35.77.010 and RCW 36.81.121 to
update its Six-Year Transportation Improvement Program (TIP)for submittal to the Washington
State Department of Transportation. This Plan must include all transportation projects for which
state gas tax revenue and federal revenue will be used.
The proposed 2021-2026 TIP includes seven (7) funded projects that have full or partial
funding. These projects are:
Spring Creek Road Reconstruction; Phase 2
South 36th Avenue Reconstruction
Bravo Company Boulevard Extension
Cowiche Canyon Trail; Phases 1 and 2
34th Avenue / Fruitvale Blvd. & 34th Avenue / River Road Roundabouts
East Nob Hill Boulevard and Fair Avenue Intersection Improvements
McClure Elementary School Vicinity Safety I mprovements
Two more projects have just recently been funded and will be added to the 2021-2026 STIP:
48th Avenue & Washington Avenue Intersection Improvements (Spring Creek)
72nd Avenue & Washington Avenue Roundabout
Attached is the complete 2021 —2026 Six-Year TIP, which describes each project. The City will
continue to seek funding for the remainder of the projects included in the 2021-2026 TIP.
City Council and the public are welcome to add other arterial system projects to the list. The Six-

Year TI P project listing will be finalized at this hearing and sent to the Yakima Valley Conference
of Governments (YVCOG)after approval.
In order to utilize federal funds, such as those administered by the Federal Highway
Administration (FHWA)and the Federal Transit Authority(FTA), projects must be included in the
Statewide Transportation Improvement Program (STI P). The STI P is a prioritized program of
transportation projects, complied from local and regional plans, along with the Washington
Transportation System Plan (WTP), which provides a backbone for developing projects for the
inter-modal transportation network in the State of Washington.
The ST I P contains federally funded projects plus state and local projects that are regionally
significant. These projects have been identified through the planning process as the highest
priority for the available funding to the state's Transportation Program. Planning activities of state
and local governments are essential parts of integrated regional planning processes. Long range
transportation planning is a part of the comprehensive land use planning carried out by local
governments. Public participation is an integral part of the planning process at all levels. Local
agencies are required to develop and adopt a Six-year Transportation Program; holding at least
one public hearing during its development.
B) The City is required to amend the Yakima Urban Area Comprehensive Plan Capital Facilities
Element by incorporating the adopted Six-Year TI P for 2021 to 2026. This will ensure that we
are in compliance with the Growth Management Act and that we are consistent with the
Comprehensive Plan as required. The amendment is limited to incorporating only those projects
that are adopted in the Six-Year TIP and is not subject to the "once a year" change required
under the laws of the Growth Management Act.
The Public Hearing notice has been provided to all Yakima-area media, including to Decides',
KDNA Radio, El Sol de Yakima, Hispanavision, Bustos Media, and El Mundo.

RESOLUTION NO. R-2020-
A RESOLUTION adopting the Six-Year Transportation Improvement Program (TIP) for the
period of 2021 through 2026 for transportation improvements to arterial
streets in the City of Yakima and amending the Transportation Systems
Plan 2040.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a six-year
program for transportation improvements to arterial streets in the City of Yakima for the ensuing
six-year period, all as contemplated and required by the State RCW 35.77.010 and applicable
federal law; and
WHEREAS, the City of Yakima desires to amend the Transportation Systems Plan 2040
to ensure compliance with the Growth Management Act and the regional transportation plan for
the construction of streets and arterial streets in the City Of Yakima, all as contemplated and
required by State and Federal Law; and,
WHEREAS, after a public hearing on the matter, held at the regular meeting of the
Yakima City Council on June 16, 2020, with proper public notice as required by RCW
35.77.010, the City Council finds that the plan attached hereto should be adopted as the Six-
Year Transportation Improvement Program for the period of 2021 through 2026 for
transportation improvements to arterial streets in the City of Yakima; and,
WHEREAS, adopting the Six-year Transportation Improvement Program and amending
the Transportation Systems Plan 2040 are in the best interest of the City and its residents; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The Six-Year Construction Program for the period of 2021 through 2026, a copy of which
is attached hereto and by this reference made a part thereof, is hereby adopted as the official
Six-Year Transportation Improvement Program for the City of Yakima, including proposed
amendments to the Transportation Systems Plan 2040 along with Street Improvements, which
are also approved.

A RESOLUTION to amend the Yakima Urban Area Comprehensive Plan Capital Facilities
Element to incorporate the Six-year Transportation Improvement Program
(TIP) for the period of 2021 through 2026.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a six-year
Transportation Improvement Program for transportation improvements to arterial streets in the
City of Yakima for the ensuing six-year period, all as contemplated and required by the State
RCW 35.77.010 and applicable Federal law; and
WHEREAS, the City of Yakima desires to amend the Yakima Urban Area
Comprehensive Plan Capital Facilities Element to reflect the adoption of the Six-year TIP, as
contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth
Management Act and consistency of the Comprehensive Plan and the Six-year TIP; and,
WHEREAS, this amendment is limited to incorporation of the projects listed in the Six-
Year Transportation Improvement Plan for the period of 2021 to 2026 to the Capital Facilities
Element of the Yakima Urban Area Comprehensive Plan, which is contemplated and provided
under RCW36.70A.130(2B) and RCW 35.77.010; and,
WHEREAS, a public hearing was held by the Yakima City Council on the Six-year TIP
on June 16, 2019 with the proper public notice as required by RCW 35.77.010; and
WHEREAS, amending the Yakima Area Comprehensive Plan Capital Facilities Element
is in the best interest of the City and its residents; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The adopted Six-year Transportation Improvement Program for the period of 2021
through 2026 for the City of Yakima shall be incorporated as an amendment to the Capital
Facilities Element of the Yakima Urban Area Comprehensive Plan.

Re: Public Hearing Comments - Six-Year Transportation Improvement Program for 2021-2026
Dear City Councilmembers:
Yakima Bikes and Walks! is a network of people who came together in 2014 to help make
Yakima more friendly for bicycles and pedestrians. We offer the following comments on the
city's proposed Six-Year Transportation Improvement Program for 2021-2026.

We hope that the City Council and staff will view and use this TIP as we do—as the primary
means for implementing the City's Bicycle Master Plan, which the City Council adopted in
2017. All of the funded projects on this TIP should incorporate the bicycle-friendly
improvements that are identified by the Bicycle Master Plan. As these projects are designed, the
1 following elements should be incorporated into the projects as listed below:
