A RESOLUTION ratifying an application for a grant in the total amount of up to 59,200.00
from the United States Department of Justice, Office of Justice Programs,
and National Institute of Justice 2008 Paul Coverdell Forensic Science
Improvement Grant Program for the purpose . of procurement of AFIS
technology that focuses on data information -sharing and/or an additional
forensic analysis being conducted to improve the quality and timeliness of
evidence processing designating and authorizing the City Manager to act
as the official representative of the City of Yakima and to take such
additional steps, including but not limited to execution of all documents
and contracts necessary to complete said grant transaction.
WHEREAS, effective AFIS technology and information gathering capabilities are
essential to the function of law enforcement and to public safety in general, and
WHEREAS, no System capable of facilitating such a requirement currently exists; and
WHEREAS, the Yakima City Council has determined that such a system is in the best
interest of this jurisdiction; and
WHEREAS, additional jurisdictions within Yakima County will benefit from the City of
Yakima having such a system; and
WHEREAS, the U.S. Department of Justice, Office of Justice Programs, and National
Institute of Justice 2008 Paul Coverdell Forensic Science Improvement Grant Program has
grant funds of up to ($59,200.00) fifty nine thousand two hundred dollars available to qualifying
local governments to support efforts to procure technology for these purposes; and
WHEREAS, these funds are available to the City of Yakima, upon submission of a
completed grant application and satisfaction of certain certifying documents, and
WHEREAS, the City Council of the City of Yakima considered this matter at an open
public meeting in which citizens were provided an opportunity to comment and deems it to be in
the best interest of the City to authorize submission of an application to the Paul Coverdell
Forensic Science Improvement Grants Program for said available funds and execution of all
necessary documents and contracts to complete said grant transaction, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF,YAI9MA:
1. The City Manager or his designee is hereby authorized to submit a completed
grant application to the United States Department of Justice, Office of Justice
Programs, and National Institute _of Justice 2008 Paul Coverdell Forensic Science
Improvement Grant Program, to obtain a grant to fund local efforts to procure a
AFIX Tracker IAFIS system for the Yakima Police Crime Lab.
2. The City Manager or his designee is further authorized and directed to accept the
grant on behalf of the City of Yakima, and to take all steps and execute all
documents and contracts necessary to complete this grant transaction, including
but not limited to execution of Interlocal Agreement(s) with any jurisdiction(s)
electing to participate in a consortium with the City of Yakima as may be required
by the terms and conditions of the grant.

Forensic Science Improvement Grant Program Authorizing the City

SUMMARY EXPLANATION:
The City has been invited to apply for a grant from the U.S. Department of Justice, Office of Justice
Programs, and National Institute of Justice 2008 Paul Coverdell Forensic Science Improvement
Grant Program. The purpose of the program is to help improve the quality and timeliness of
forensic science and medical examiner services. Among other items the grant funding may be
used eliminate a backlog in the analysis of forensic evidence and to train and employ forensic
laboratory personnel. The grant will be requested in an amount of up to $59,200.00 and there is no
match requirement for this grant program. The attached resolution authorizes the grant application
and authorizes the City Manager to act as the official representative to accept the grant and to
enter into any required Memorandum(s) of Understanding on behalf of the City of Yakima.
The grant will be used to support law enforcement efforts by procuring equipment, technology,
training and other material directly related to basic Crime Lab functions within the Yakima Police
Department.
STAFF RECOMMENDATION: Adopt resolution authorizing grant application and interlocal
agreement with Yakima County.
