R-2008-81 A RESOLUTION authorizing application for an auto theft reduction grant in an amount up to $180,000 from the Washington Auto Theft Prevention Authority; designating the Chief of Police and the City Manager to act as the official representatives of the City of Yakima with regard to the grant; and authorizing their actions to accept the grant and execute all necessary documents and contracts to implement the grant, if awarded. WHEREAS, the Washington State Legislature has established the Washington Auto Theft Prevention Authority (WATPA) within the Washington Association of Sheriffs and Police Chiefs (WASPC) with a mandate to support auto theft prevention and enforcement throughout the state; and WHEREAS, WATPA has been provided with funds that have been reserved for the purpose of establishing grants to local law enforcement agencies in order to enhance their ability to perform vehicle theft prevention and enforcement; and WHEREAS, the City of Yakima and Yakima County continue to be impacted by high levels of vehicle theft; and WHEREAS, the City of Yakima does not possess the resources necessary to carry out sustained auto theft prevention and enforcement operations over extended periods of time; and WHEREAS, a joint grant application by the City of Yakima and Yakima County is not practical at this time due to logistical considerations, and WHEREAS, the terms of the grant application define the Authorized Official as the "Chief Executive Officer of the (law enforcement) Agency or his designee"; and WHEREAS, the City Council of the City of Yakima considered this matter at an open public meeting in which citizens were provided an opportunity to comment; and WHEREAS, the City Council of the City of Yakima deems it to be in the best interests of the City to authorize submission of an application to the Washington Auto Theft Prevention Authority for said funds and execution of all necessary documents and contracts to complete said grant transaction, now, therefore. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: 1. The City of Yakima is hereby authorized to submit a completed grant application to the Washington Auto Theft Prevention Authority to obtain a grant to fund local efforts to carry out sustained auto theft prevention and enforcement. 2. The Chief of Police and the City Manager are hereby designated as the official representatives of the City of Yakima with regard to the grant. 3. The Chief of Police and the City Manager are authorized to accept the grant and execute all necessary documents and contracts to implement the grant, if awarded. SUBMITTED BY: Samuel Granato, Chief of Police CONTACT PERSON/TELEPHONE: Samuel Granato, Chief of Police — 575-6211 Gary Belles, Police Lieutenant — 576-6547 SUMMARY EXPLANATION: The City of Yakima has been invited to apply for a grant from the Washington Auto Theft Prevention Authority (WATPA) that will provide funding for equipment, training, overtime and travel expenses related to auto theft prevention and enforcement. WATPA is an agency created within the Washington Association of Sheriffs and Police Chiefs (WASPC) by the Washington State Legislature with a mandate to support auto theft prevention and enforcement. With Council approval, the City will apply for a grant in the amount of up to $180,000 to be used to pay for technology; equipment, overtime, training and travel expenses related to auto theft prevention and enforcement. This funding will provide the Yakima Police Department with the ability to mount sustained auto theft prevention and enforcement operations at a level not currently possible within existing budget constraints. The City's efforts will be coordinated with those of the Yakima County Sheriff's Office, which is applying for a similar WATPA grant, in order to achieve a maximum impact throughout the entire Yakima area. The Authority will make multiple awards for state fiscal year 2008-2009 (July 1, 2008 — June 30, 2009). The total amount of the distribution will be up to $6.3 million in grant awards to law enforcement and public agencies in Washington State. In addition there is approximately $3.5 million of carry forward funds from fiscal year 2007-2008 available for one time events, activities, training or purchases of equipment and technology (activities where there is no expectation of continued funding beyond June 30, 2009). The grant funds must be used to prevent and reduce vehicle theft through the development and implementation of: • Effective law enforcement investigation/enforcement/prosecution programs. • Prevention/public awareness/community education projects. • Equipment/technology related to auto theft prevention and reduction. • Training directly related to motor vehicle theft initiatives. Grant applications are available at http://watpa.waspc.orq. See the APPLICATION PROCESS section for additional information. The deadline for submission of applications is 5:00 p.m. on June 1, 2008. No applications will be accepted after that deadline for any reason. A signed hard copy must be postmarked or hand delivered to WATPA and an electronic copy must be submitted to WATPA by the application deadline. ALLOWABLE COSTS INVESTIGATION/APPREHENSION/PROSECUTION • Personnel and overtime for criminal investigations and prosecution of offenders. • Equipment to be used for vehicle theft investigations such as bait cars, tracking devices, license plate readers, cameras, etc. • Operational and administrative expenses. • Training for equipment to be used for vehicle theft investigations. PUBLIC AWARENESS: • Overtime for prevention/public awareness/community education events (no FTE positions will be funded). • Equipment to be used for prevention/public awareness/community education events. • Operation and administrative expenses. PROHIBITED USE OF FUNDS • WATPA funding must supplement and not supplant agency funding, • Requests for equipment to be used for other crimes or public awareness activities other than vehicle theft must document prorated cost share for percentage of time to be used on other activities. • No FTE positions will be funded for public awareness. EQUIPMENT For all equipment costing $1,000 or more three bids are required to be attached to the application. If three bids cannot be obtained, or if equipment is selected to be compatible with existing equipment, documentation should be provided in Section E of the application. If equipment is purchased on pre -negotiated govemment contract or through a special WATPA negotiated price, bids are not required but the source shall be documented. REPORTING REQUIREMENTS Applicants are required to submit quarterly financial and performance reports to the Authority and cooperate fully in any evaluation efforts required. Applicants whose proposals are approved are required to allow the Authority or its duly authorized representatives access to and the right to examine any books, documents, papers, records, and other evidence of activities conducted pursuant to awards. APPLICATION REVIEW PROCESS The WATPA will be hosting an informational Applicationworkshop on April 16, 2008 at 10:00 a.m. in the Washington Association of Sheriffs and Police Chiefs training room at 3060 Willamette Dr. NE, Lacey, WA 98516. The approval of an application request will be based on the review of all applications received, the greatest need, the total amount of all funding requests and the following criteria: 1. Documentation: For each category where funding is requested an accurate and complete explanation is provided to document the amount requested. 6. Budget: Budget costs are reasonable and allowable. Agency funds are clearly identified if available to the program. 7. Problem Statement and Historical Data: The problem statement clearly identifies a vehicle theft problem within the community or jurisdiction. 8. Proposed Project: The proposed project is reasonable and addresses the vehicle theft problem within the community. 9. Effective and Efficient: The proposed project will be an effective and efficient utilization of WATPA grant resources. 10. Evaluation and Assessment: An evaluation/assessment mechanism is identified, appropriate, and complete; with measurable goals, objectives, and performance measures. Not just outputs but measurable outcomes. 11. Goals, Objectives, and Performance Measures: The stated goals, objectives and performance measures are reasonable, achievable and consistent with the mission of the Washington Auto Theft Prevention Authority. 12. Internal Controls: The applicant has appropriate administrative and fiscal controls to adequately manage the award. 13. Program Performance History: Previously funded projects have been in compliance with award requirements including timely, accurate submission of reports and no reportable deficiencies during site visits or program compliance reviews. Applications will be evaluated to determine whether they meet any of the funding priorities listed below. Those applicants that meet a funding priority will be given up to five additional points for each funding priority met, for an additional twenty-five points possible. The five funding priorities are: 1. Strong multi jurisdictional collaboration and sharing of resources. 2. Original and innovative projects. 3. Future sustainability. 4. Identified high priority motor vehicle theft area of need. 5. Inclusion of local funding. Applications will be scored using the Scorecard shown on the following page. APPLICANTS MUST SCORE AT LEAST 70 POINTS TO BE CONSIDERED FOR FUNDING. HOWEVER, A MINIMUM SCORE OF 70 POINTS DOES NOT ENSURE AN AWARD. Each grant application will be evaluated according to the priorities established by the Authority. WATPA staff will prepare a proposed allocation plan and will present it to the Grant Review Committee for review. The Committee, consisting of at least three Authority members appointed by the Authority Chair will present recommendations to the full Authority for review and final action. The proposed allocation plan will be made available to applicants prior to the final grant award meeting of the Authority. Funds will be disbursed to agencies in accordance with the Authority's final approved allocation plan. Final approval will be determined by the full Authority on June 19, 2008, in the WASPC training room at 3060 Willamette Dr. NE, Lacey, WA 98516. Agencies may appear and make presentations and/or answer questions on their specific proposals at this Authority meeting. Any agency wishing to participate must notify the WATPA by contacting Ms. Jamie Yoder at 360-486-2380 or via e-mail at ivoder(a�waspc.org. APPLICATION PROCESS While the Washington Auto Theft Prevention Authority would like to fund each worthy program, only a limited amount of funding is available. Applications are available at http://watpa.waspc.orq in the GRANTS section of the website. One (1) signed original and one -(1) electronic copy of the completed application must be submitted to the Authority. The electronic copy should be submitted on CD or emailed to the Executive Director. The Authority staff may request additional information, documentation or clarification on individual grant applications. SUBMITTING APPLICATIONS The application must be received at the Authority office no later than 5:00 p.m. on June 1, 2008. APPEAL PROCESS The decisions regarding approval, denial or modification of all grant applications rests with the Washington Auto Theft Prevention Authority members. The decisions of the Authority are final. GRANT CONTRACTS AND FUNDING Grant award notification letters which will include the effective award date will be mailed immediately after the WATPA final approval and will include three original grant award agreements. Two of the agreements with original signatures are to be returned to the office of the Washington Auto Theft Prevention Authority no later than thirty (30) days after receipt. A 30 -day extension on returning signed contracts may be requested. If the signed contract or extension request has not been received within the thirty (30) days the Authority will cancel the grant award. All Grant funds will be disbursed on a reimbursement basis and will be processed upon receipt of monthly invoices for ongoing programs or an invoice for one-time purchases. • • •
