DATE: April 13, 2011 SUBJ: Suggestion for Sub - Committees from Intergovernmental Committee At the April 12, 2011 meeting of the Council Intergovernmental Committee there was discussion about creating some Sub - committees to work on specific issues that require special attention. It was noted that participation in these topics may take considerable time and expertise. Therefore, the Intergovernmental Committee may request other City Council members to participate in some of these specialized Committees. The issues identified for Sub - Committee work include: • 1. Airport Related Matters 2. Development of a new "Four -Party Agreement for Wastewater Services" 3. Coordination of the "East -West Corridor & 1 -82 Access" 4. I have attached the Courthouse sidewalk estimate reflecting our consensus. I am having our Legal Counsel, draft an agreement similar to our existing "2n / A Street sidewalk agreement" reflecting the new estimates with a City 5 -year payback commencing in 2013 with no interest. Upon completion, we can mutually execute an ILA at our respective conveniences. I believe, we are in further agreement to form sub - committees regarding the Yakima Airport, the 4 -Party Sewage Treatment Agreement, the East /West Corridor, and the DIDs /Stormwater issues. Further, now that West Valley Neighborhood Plan has been mutually adopted, the IGC will continue forward to finalize our City /County ILA for GMA implementation. Finally, Yakima County has selected our representatives to serve on those IGC sub - • committees to allow them to commence at your earliest convenience. Our designated representatives are: • Yakima Airport: Commissioner Rand Elliott, Vern Redifer, Craig Warner, Terry Austin o Your suggested meeting date of April 25` between City and County only is agreeable: We will have our Clerk, Tiera, calendar with Sonya. • 4 -Party Agreement: Terry Austin • East/West Corridor: Mike Leita, Vern Redifer, Gary Ekstedt • DID's /Stormwater: Mike Leita, Vern Redifer, Terry Austin • Others: ?? We understand that not all participants may be able to attend every meeting but the remaining participants can adequately continue without the "lead buffalo ".
