A RESOLUTION authorizing and directing the City Manager of Yakima to execute an
Addendum to the 2001-2003 Collective Bargaining Agreement between the
City and the International Association of Firefighters Local 469 (Fire
LEOFF) regarding 2003 wages and aircraft rescue premium pay.
WHEREAS, the City executed a collective bargaining agreement with Local 469 (Fire
LEOFF) effective January 1, 2001; and
WHEREAS, the collective bargaining agreement provided for wages for 2001 and 2002
but required further negotiations on the matter of wages for 2003; and
WHEREAS, pursuant to requirements of state law and the collective bargaining
agreement, labor negotiations have occurred between the City and the International Association
of Firefighters, Local 469 (Fire LEOFF) on the issue of 2003 wages and aircraft rescue premium
pay; and
WHEREAS, these negotiations have resulted in mediation through the Public
Employment Relations Commission pursuant to state law as well as certification of the issue of
2003 wages for binding interest arbitration; and
WHEREAS, Local 469 (Fire LEOFF) has expressed a willingness to settle these issues
prior to engaging in binding interest arbitration on 2003 wages in accordance with the attached
Addendum to the 2001-2003 Collective Bargaining Agreement; and
WHEREAS, the City Council has determined that it is in the best interest of the City of
Yakima to settle the issue of 2003 wages and aircraft rescue premium pay prior to engaging in
binding interest arbitration in accordance with the terms and conditions of the attached
Addendum, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized and directed to execute the attached and
incorporated "Addendum to the 2001-2003 LEOFF Collective Bargaining Agreement between
the City of Yakima and Local 469, International Association of Firefighters, AFL-CIO".

ADDENDUM TO 2001-2003 LEOFF COLLECTIVE BARGAINING AGREEMENT
BETWEEN THE CITY OF YAKIMA AND LOCAL 469, INTERNATIONAL ASSOCIATION
OF FIREFIGHTERS, AFL-CIO
THIS ADDENDUM to the 2001-2003 LEOFF Collective Bargaining Agreement is made
and entered into by and between Local 469, International Association,of Firefighters, AFL-CIO,
Fire LEOFF, hereinafter the "Union" and the City of Yakima, a Washington municipal
corporation, hereinafter the "City".
WHEREAS, the City and the Union executed a collective bargaining agreement effective
January 1, 2001, that provided for wages for 2001 and 2002 but required further negotiations on
the matter of wages for 2003.
WHEREAS, pursuant to the collective bargaining agreement and state law, the City and
the Union have engaged in negotiations on the matter of wages for 2003 and have also engaged in
negotiations on the matter of premium pay for Aircraft Rescue Firefighting.
WHEREAS, the parties have reached an agreement on said issues.
NOW, THEREFORE, it is agreed by and between the City and the Union as follows:
Effective January 1, 2003, the base salary of the Union's LEOFF bargaining unit members shall
be increased by five percent (5%); and effective July 1, 2003, the base salary of the Union's
LEOFF bargaining unit members shall be increased by one percent (1%).
In addition, effective January 1, 2003, members assigned to staff the aircraft crash apparatus shall
receive premium pay in the amount of $25.00 per shift. Premium pay is dependent upon the
individual serving a minimum of ten (10) hours in the position and meeting the standards set forth
by the Federal Aviation Agency and the Yakima Fire Department. Shift officer of Station 94
shall assign the individual to the position with concurrence of the shift commander.

for Certain City Employees and Legislation Amending subsections 2.20.100A,
2.20.100A, 2.20.100C, 2.20.110A, 2.20.110C and 2.20.110F, all of the City of
Yakima Municipal Code

SUMMARY EXPLANATION:
The attached resolution amends the existing 2000-2003 collective bargaining agreement with the IAFF, Local
469 for the Fire LEOFF bargaining unit. This contract contained a wage reopener for calendar year 2003
and the parties have been involved in negotiations and mediation for over a year and have reached a wage
settlement of 5.0% retroactive to January 1, 2003 and 1.0 retroactive to July 1, 2003. Additionally, the
parties mutually agreed to the establishment of a premium pay for air rescue firefighting (ARFF) which will
apply to the certified ARFF driver on duty per shift. The premium pay is $25.00 per shift.
The attached ordinance amends the compensation plan for the Fire LEOFF personnel to include . the
negotiated wage settlement of 5.0% retroactive to January 1, 2003 and 1.0% retroactive to July 1, 2003. The
estimated cost of this wage adjustment is 5.5% or $209,294 for 2003 and has been included in the budget,
and will be encumbered for payment in 2004.
The attached ordinance also includes a housekeeping change to a job title approved by the Charter Civil
Service Commission at their January 5, 2004 meeting. The Commission approved the title change from
Grants Writer/Compliance Officer to Economic and Community Affairs Specialist to better reflect the
broad duties being performed and will also improve communication with the business community. There is
no salary change recommended. A copy of the report approved by the Charter Civil Service Commission is
attached for information purposes.
