Several key issues remain to be resolved in order to draft a new Airport Safety Overlay ordinance for public review and comment and for City Council consideration and approval. These remaining key issues include: a) Establishment of source data for determining the extent of private property in proximity to the airport that should be restricted for future development. b) Using (a) above, finalize and codify the official map of land to be included within the Airport Safety Overlay (ASO), and Continued on the next page Resolution X Ordinance _ Contract X Other (Specify) Professional Services Agreement Mail to (name and address): Phone: Funding Source Economic D velopment (123) APPROVED FOR SUBMITTAL: , City Manager STAFF RECOMMENDATION: Approve Agreement for Airport Planning Consulting Services with Mead & Hunt, Inc. FOR RELEASE ON Monday, March 1, 2004 City of Yakima News Release Subject: Yakima Airport Overlay Study Contact: William Cook, Community and Economic Development Director (575-6113) Release Date: Monday, March 1, 2004 City to Consider Having Airport Safety Overlay Studied With significant development happening near the Yakima Airport already and even more development likely in the near future, the Yakima City Council is set to consider commissioning a study to determine how best to balance growth of the area near the airport and safety issues. At its regular agenda meeting tomorrow (March 2, 2 p.m., Yakima City Hall), the Council will consider entering into a contract with Mead & Hunt, Inc., a consulting firm that has extensive experience developing "Airport Safety Overlays" for cities of all sizes throughout the country. "Airport Safety Overlays" help to guide development near airports. Within the boundaries of an overlay, certain restrictions are placed on development including the height of structures, allowable capacity of buildings and location of development relative to airport runways. The City of Yakima has an "Airport Safety Overlay" in place now but development officials agree that the existing overlay may not be serving the community as well as it might. "We want an independent study of what makes the most sense when it comes to an `Airport Safety Overlay' for the Yakima Airport," said Bill Cook, the City of Yakima's Director of Community and Economic Development. "Expert input is crucial as we work to develop an improved overlay. Mead & Hunt can provide that expertise," said Cook. The study of the "Airport Safety Overlay" will include evaluation of the existing overlay boundaries and recommendations to revise the existing overlay and a determination of the appropriate levels of safety that an overlay can provide. "What we are recommending for Council approval is a comprehensive study of how development affects the airport and how the airport affects development," said Cook. "Even more growth near the airport is coming and we need to be sure we manage that growth the right way." New development on airport owned -property and on privately -owned land near the airport has blossomed in the last few years. Even more development is planned soon both east and west of the airport's main runway and near the southern border of the airport along Ahtanum Road. "We have a great opportunity right now to provide a level of certainty for owners of property near the airport as far as rules and regulations for development are concerned," said Cook. "This study can go a long way in helping us plot a sensible course for the future of the airport area." If the Council approves entering into the contract with Mead & Hunt, Inc., the study is expected to be completed within the next few months. - end — .2-26-04;11 45AM, Mead Hunt Available services -- airports Business services Rates and charges PFC application / administration Cost benefit studies Business plans Benchmarking Performance surveys Air transportation services Market analysis Airline service proposals US DOT Air Service Pilot Program grant application Airline Travel Banks Ticket lift studies US DOT airline report data analysis Passenger forecasting Planning and financial studies Master plans Airport layout plans Land -use planning and zoning User surveys Feasibility studies Part 150 noise studies Environmental planning Environmental assessments Environmental impact statements Wetland mitigation Noise analyses Storm water/flood plain studies Air quality studies Historic eligibility studies ;608 273 6391 xx 3/ Pavement design New construction and reconstruction projects Overlays Pavement recycling Sealcoats Life/cycle cost analyses Electrical systems and navigational aids design Airfield lighting Airfield signage Electrical vaults Instrument landing systems Approach lighting systems ATC tower instrumentation and control NAVAIDs Airport computer systems Security systems Architecture Terminals Air traffic control towers Maintenance buildings Equipment specifications Security systems Telecommunications Construction administration Survey control and project layout Project administration Project scheduling Contract inspection In-house materials testing Change order preparation Pay requests and pay approvals Shop drawing review Project close out Construction newsletters 4-26-04; 4 O8PM; Mead Hunt ova c r o o.o Planning experience Mead & Hunt's Santa Rosa office has successfully completed more than 75 airport master plans in the past 25 years.
