SUBMITTED BY: Joan Davenport, Acting CED Director CONTACT PERSON /TELEPHONE: Joan Davenport (576 -6417) SUMMARY EXPLANATION: In 2009, the Yakima City Council established the Yakima Art Commission and adopted a resolution establishing policies and procedures for the selection and placement of public art in the City of Yakima. In August 2010, the Mexican federal government, in partnership with the City of Morelia and the Mexican Consulate in Seattle, made plans to donate a small bronze bust (24 "x18 "x16 ") of Jose Maria Morelos, namesake of Yakima's Sister City Morelia, to the City of Yakima. The occasion for the donation was the 2010 Bicentennial of Mexican Independence. The officials requested that the bust be `located in a public area' in Yakima. At their meeting on August 24, 2010, the Yakima Art Commission began a process to accept the donation. • The Yakima Arts Commission has reviewed the donation in accord with and to the satisfaction of the adopted policies and procedures for the selection and placement of public art in the City of Yakima and recommends the City Council accept the donation. WHEREAS, the City Council established the Yakima Arts Commission to assist the community in the placement of public art and established policies and procedures to enhance and encourage the planning, placement and maintenance of displays of art in public places; and WHEREAS, in August 2010, the Mexican federal government, in partnership with the City of Morelia and the Mexican Consulate in Seattle made plans to donate a small bronze bust of Jose Maria Morelos to the City of Yakima on the occasion of the Bicentennial of Mexican Independence; and WHEREAS, Jose Maria Morelos is the namesake of Morelia, Michoacan, Mexico, which has been officially recognized as Yakima's Sister City since 1999; and WHEREAS, the Yakima - Morelia Sister City Association promotes mutual understanding between our communities and is dedicated to sharing cultural diversity by facilitating interaction in social, cultural, artistic, economic and educational areas; and WHEREAS, the Yakima Arts Commission has reviewed the project in accord with and to the satisfaction of the adopted policies and procedures for the selection and placement of public art in the City of Yakima; and • WHEREAS, the Yakima City Council y has reviewed the recommendation of the Yakima Arts Commission and finds that all required policies and procedures for selection and placement of art pieces in public locations within the City have been met; now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City of Yakima hereby accepts the bust of Jose Maria Morelos. (This is a revision from the letter sent on March 15) Dear Downtown Yakima Stakeholders, According to the policies of the Yakima As Commission (est. Dec 2009) for donation to the City of Yakima of "pre- existing pieces of public art," one of the steps to installing a piece is that we "consult with stakeholders with a clearly identified interest." You have been identified as a stakeholder for the project due to your business or residential location near the identified public art site. The purpose of this letter is to a) inform you of our installa.don plans for a new piece of public art and b) gather any feedback you have at this time. In August of 2010, the Mexican federal government, in partnership with City of Morelia • in Michoacan, Mexico, and the Mexican Consulate in Seattle, made plans to donate a small bronze bust (24 "x18 "x16 ") of Jose Maria Morelos, namesake of Morelia, Yakima's Sister City, to the City of Yakima. The bust was delivered 2/9/11 by the Mexican Consulate in Seattle to the care of the Yakima Morelia Sister City Association (YMSCA). • WHY? The occasion for the donation is that 2010 was the Bicentennial of Mexican Independence, and Yakima was selected due to its official ties to Morelia as its Sister City. This is the first -ever gift of art from the Federal Government of Mexico to the State of Washington. What an honor! HERE? The Mexican Consulate has requested that the sculpture be `located in a public area' in Yakima. The SCA board (at its 2/10/11 meeting) has requested that the bust be placed in a "pedestrian area, central to the • city, where the scale of the piece is appropriate." The leading location is now the median surrounding the crosswalk on N. 3` St, in front of Ron's Coin & Book. The piece & pillar will stand around 5' high. Photos & draft renderings are attached. • TIMELINE & PROCESS: At the March 23` Arts Commission meeting, we plan to move forward with the next step: to have the piece formally approved by the Art Commission. Then it can be 1) inspected by a city engineer, 2) formally approved by City Council, then 3) installed under the supervision of the Commission. • We at the YMSCA are hoping for an April or May installation. The YMSCA will raise funds to purchase the pillar for the bust to be installed upon, and a plaque to commemorate the gift. At.an appropriate time, the City of Morelia would like to sponsor & arrange for an art exhibition of Morelia and musical performances, perhaps by Joaquin Pantoja, a noted guitarist. Dignitaries from Morelia would also like to be here for the celebration. 1 am the representative for this project from the YMSCA board of directors and can answer questions on behalf of the YMSCA. I also am an Arts Commissioner, if you have questions about this process. Box 1048 Yakima, WA. 98907 • www.yakimamorelia.org Yakima- Morelia Sister City Association ABOUT MORELOS Morelos was a Mexican Roman Catholic priest and revolutionary leader who led the Mexican War of Independence (1810 -1821) against Spain, assuming its leadership after the execution of Miguel Hildalgo in 1811. Morelos led the Mexican -born Spaniards, Mestizos and Amerindians who sought independence from Spain. Morelos is a national hero of Mexico who himself was a mestizo of mixed Amerindian, African and Spanish ancestry. In his honor, the state of Morelos and city of Morelia is named after him. ABOUT THE YAKIMA - MORELIA SISTER CITY ASSOCIATION In 1995 a letter was sent to the mayor of Yakima, Pat Berndt by the mayor of Morelia, Fausto Vallejo Figueroa, suggesting a formal relationship between the two cities. This letter was the impetus that initiated a committee of Yakima citizens who then spent several months doing research. In 1997, the mayor of Yakima, Lynn Buchanan and the mayor of Morelia, Salvador Lopez Orduno continued the process with the naming of an official Sister City Committee. In March of 1999, the Washington Secretary of State issued a Certificate of Incorporation for the Yakima- Morelia Sister City Association. In May of 1999, the Yakima City Council passed Resolution R- 99 -63, signed by Mayor John Puccinelli that established Yakima and Morelia as Sister Cities. The mission of the YMSCA is to promote mutual understanding and the sharing of cultural diversity among citizens in the communities of Yakima, Washington and Morelia, Michoacan, Mexico.We are dedicated to sharing cultural diversity by facilitating interaction in social, cultural, artistic, economic and educational areas. What are Sister City Associations? Sister cities, also known as friendship towns, partner towns or twin towns, go back to the end of World War I when some English and French towns decided to partner together for their mutual benefit. This practice continued after World War II as a way to bring various European people into a closer understanding of each other and to promote cross - border projects of mutual benefit. The American sister city program was initiated in 1956 by President Dwight Eisenhower. It was originally administered as part of the National League of Cities, but since 1967 it has been a separate organization. Sister Cities International (SCI) is a nonprofit citizen diplomacy network created to strengthen partnerships between U.S. and international communities in an effort to increase global cooperation at the municipal level, to promote cultural understanding and to stimulate private business and economic development. ABOUT THE ARTIST The artist is Michel Leal, German (1957) of Tonaya, Jalisco, Mexico. His work combines organic and figurative elements in bronze and metal. After earning a business degree from the National Autonomous University of Mexico (UNAM), he studied art in Holland and Mexico. He also collaborated monument construction with four different sculptors. Since 1986 he has been the Director of "Campanas Sonoras S. A." (a foundry) in the branch of sculpture and other melting processes. ABOUT THE YAKIMA ARTS COMMISSION Established in December 2009, the Commission works to enhance the cultural and aesthetic qualify of life in the City of Yakima by actively pursing the placement of public art in public spaces and by actively seeking to expand public access to visual and performing arts. Absent: Maureen Adkison, Sandy Dahl, Julie Shoval, John Slaughter. Arts Giving Circle Present: Mary Place. The January minutes were approved. 1. Selection of new chair: Maureen Adkison initiated a discussion in January to encourage the selection of a new chairperson for the Commission. Laurie Kanyer nominated Stephanie Clevenger; seconded by David Lynx. There were no other nominations. Ms. Clevenger was the unanimous choice to chair the Commission. 2. Morelos Bust: Jessica Moskwa reported that she was able to do a downtown walk around with a representative from the Mexican Consulate. The Consulate liked the area near Abundance but is open to suggestions. The Sister City Association has appointed Ms. Moskwa as their representative on this project. She distributed a sample notification letter and an approximate timeline from Sister City. John Cooper suggested that sites other than the Convention Center be considered. Gloria Gonzales Garcia and Andy Granitto shared photographs of potential sites. Discussion occurred regarding various sites. An area on North Third Street near the Bon Lofts Condominiums was as the first choice. As the Sister City representative, Ms. Moskwa will send letters to the neighboring businesses and 41) residents the week of February 28, notifying them of the sculpture project. 3. Convention Center art: John Cooper said they expect installation to occur in mid to late April. There will be an event to introduce the piece. 4. Education and Outreach Sub Committee: The sub committee is considering an interactive public event. Suggestions included an art walk that could include voting for favorites or an art passport. The format could be electronic or traditional or both. Andy Granitto suggested it could be expanded beyond "art" to include "aesthetic expressions that shape our community." 5. Arts Giving Circle: Mary Place reported that the Arts Giving Circle decided their process will fit into the existing policies and procedures. The Circle will make one variation; they will seek the Commission's approval before the final artist paperwork is completed. 6. Youth Mural Project: Gloria Gonzales Garcia did a considerable amount of research on the private vs. public property issue. Neither Allied Arts nor the Commission is considering projects on private property. However anyone that has an idea about a mural is welcome to come to Allied Arts to talk about it. 7. Possible APLI Spring Event: Noel Moxley shared additional information regarding a free skill building event that the Wallace Foundation and the WA State Arts Commission have offered to hold in Eastern Washington this spring. The Commission asked Noel to look into scheduling a workshop the afternoon of June 22. The event is geared to arts organizations and attendance should be 30 -50 people. John Cooper will check availability of the 40 Convention Center. The Museum can be considered as backup location. 8. New "Our Town" Grant: Laurie Kanyer and Tammy Regimbal distributed information about a new grant category from the National Endowment for the Arts. The Commission agreed that it is appropriate to ask city management if city staff can use this grant as a model • to begin to prepare for future grant opportunities. 9. Format of the meeting agendas: David Lynx asked if the format can be changed so that items from visitors or community members are first on the agenda. The Commission agreed . and set a time limit of fifteen minutes for the presentations. In addition, the Planning Conference Room at City Hall was set as the permanent meeting place, and the time of the meeting was moved to 4:00 p.m. Note — change in time: The next meeting of the Arts Commission will be Wednesday, March 23, 4:00 p.m., in the City Hall Planning Conference Room. Discussion ensued regarding placement. Mr. . Gutierrez noted that the Sister City Association would like it to be placed downtown and they . • will help with the placement of the bust. He said the Consulate would like to have a festival to celebrate the installation. The dimension is approximately 24" x 18" x 16" and the approximate weight is 50 -75 pounds. Garcia and Andy Granitto volunteered to look for'sites. • The Arts Giving Circle offered to share their list of sites for potential placement of art in the downtown area (Mary Place will email to Jessica). The Commission gave the volunteers permission to approach the shareholders of the potential • sites and to bring the ideas and the shareholders to the next meeting for a decision. • 2. Convention Center art: Maureen Adkison .reported that the piece is being constructed and should be installed in April or May. . 0 3. Education and Outreach Sub Committee: The sub committee plans to issue a press release about the Convention Center piece when it is installed. 3. Arts Giving Circle: Mary Place reported that the Arts Giving Circle (AGC) would like to see the processes of the two bodies be as similar as possible. The AGC sub committee that will work on the process is Mary Place, Sally Kincaid, Jim Fitch and Delma Tayer. Discussion ensued on .why separate process scenarios. exist, how they were envisioned to work and would it be possible to make the process simpler. For example, AGC has talked about a broad process to provide notification to the neighborhoods, but noted that their idea is different that the notification process as outlined in the Commission's procedures. The AGC would like to find a way to streamline the processes.. Jessica and Maureen volunteered to meet with .members of -the AGC to clarify and possibly tweak the policies. They will ask John Baule for assistance. Mary will email potential meeting dates to Jessica. 4. Youth Mural Project: Jessica noted that Allied Arts does not have a project at this time but would like the Commission to look at the process.. Gloria echoed the request for consideration. Jessica and Gloria will bring a proposal for policies to the Commission at a future meeting. 5. Report from the Convention Center Art Project Planning Team: Maureen reported that the project team reviewed the three finalists and chose a design for further review. The suspended piece is inspired by the large wheels used for line irrigation systems. John Cooper is in contact with the artist. Maureen hopes there will be a mock up ready for the next meeting. 2. Education and Outreach Committee: David reported on a conversation the subcommittee had with Randy Beehler about issuing press releases throughout the "learning process." The Committee agreed it would be best not release information about the Convention Center art until the final decision is made. 3. Arts Giving Circle: Members of the Arts Giving Circle Mary Place (President) and Sally Kincaid (Secretary) attended the meeting to learn more about Commission procedures and for help in determining how the Circle and. the Commission will work together. They have identified two sites for potential future projects; the new outdoor plaza at the Convention Center and an area near the entrance to the Larson Building. Mary gave a brief history of the . Circle and emphasized their passion for public art. They would like to find more ways to have the public involved in the process. Sally stressed the importance of determining how the two processes will work in tandem. Laurie suggested that both processes be reviewed point by point at the next meeting to see how they mesh. Mary and Sally will do a preliminary comparison before the meeting. Mary suggested that the Commission consider adding • language to their policies and procedures about the Visual Artists Rights Act of 1990 (VARA). There were brief comments about Performance Park; whether the Commission should have been involved and is Yakima County aware of the new procedures. Cheryl reiterated the need for education about the process. 4. Yakima Morelia Sister City Association Sculpture Donation Project: Maureen reported that the bust has not been cast. Jessica will monitor the project. Maureen reminded that the preferred placement near Abundance will require approval from the Arts Giving Circle. • 5. Follow up to•Arts in Education Week: Everyone appreciated the designation and the opportunity to talk to Council about their mission. The • Commission may consider coordinating an event next spring for art in education month. 6. 'Upcoming events: Laurie asked, and it was agreed to add "upcoming events" as a standing agenda item. Report from the Convention Center Art Project Planning Team: The project planning team met on August 9 to review eight artist submissions. Three were chosen to continue to the next stage. Design schematics are due September 7. The project planning .team also considered an offer to donate an aviation inspired piece. The team declined the offer but encouraged the artist to consider other local venues. 2. Education and Outreach Committee: No report. 3. Arts Giving Circle: John Cooper reported that he recently had an opportunity to show the Arts Giving Circle around the exterior of the Yakima Center, and that they expressed an interest in future opportunities for outdoor art in the area. In the meantime, Laurie Kanyer was able to arrange a time for some of the Commissioners to meet with the Giving Circle; September 1 at 10:45 a.m., at Eddie's (formerly Jitters — 5906 Summitview Ave.). Capitol Theatre expansion project: Sandy Dahl provided and reviewed a detailed handout (attached) regarding the artwork that is being incorporated into the interior design of the Black Box. Because the plans were in place prior to the City Council's adoption of public art policies and procedures, the Arts Commission has not been involved in the project. However, the Commission would appreciate having some input on outdoor pieces. 5. Yakima Morelia Sister City Association Sculpture Donation Project: Jessica Moskwa reported that the Mexican Consulate in Seattle, in partnership with the City of Morelia and the Mexican federal government, would like to donate a small bronze bust of Jose Maria Morelos to the City of Yakima. The Commission moved to begin the process of accepting the donation. Discussion ensued regarding options for placement. The preference is to place the bust on a pedestal near Abundance in the North Second Street and Yakima Avenue plaza area. Elizabeth Miller will ask Mary Place if the Arts Giving Circle will agree with locating the piece near Abundance. The Sister City Association has offered to pay for the pedestal, and Jessica will ask if a plaque can be included with the donation. A rough timeline is acceptance of the piece by the City Council in November with installation in the spring. The City will be asked to provide engineering support and installation costs. Surrounding businesses will be notified — possibly when Jessica makes the rounds for the Fresh Hop Ale Festival, and Ron Bonlender was suggested as the merchant liaison for the project. 6. I would like to go on record — I am against putting a bust of a military person from another country in our town - Irene Moen 2. I want to leave a message for the City Council. If they vote to put the Mexican bust in downtown Yakima my family will not shop down there and the City will lose sales tax. This is an insult to those fighting overseas right now - Marge, 697 -8445 3. I can't believe you are even thinking about erecting a MEXICAN HERO statue in our downtown area... There are so many LOCAL heros right here in our valley that should be honored. How about our aging veterans that made this country what it used to be.
