HomeMy WebLinkAbout04/19/2011 03C Citizen Service Request Response RE: Arlington Street BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT Item No. For Meeting of: April 19, 2011 ITEM TITLE: A Report Addressing Arlington Pavement Condition Concern SUBMITTED BY: Chris Waarvick, Director of Public Works Joe Rosenlund, Streets & Traffic Operations Manager CONTACT PERSON/TELEPHONE: Joe Rosenlund /576 -6430 SUMMARY EXPLANATION: Sandy Massong - Lloyd, a Tancara resident on Arlington Avenue adjacent to the Congdon Orchard property, appeared before the City Council on March 15, 2011 to express concerns over the condition and drivability of Arlington Avenue. This roadway is only a partial width street and was built as part of the Tancara housing development in the late 1970's. The roadway surface is deteriorating and has been the focus of much maintenance over the last 5 years. In spite of this attention, the deterioration continues and by most observations is due to a roadway ballast (gravel base) inadequate to the seasonally high ground water table. Mayor Micah Cawley, Street Manager Joe • Rosenlund and Ms. Massong -Lloyd met last Wednesday April 6, 2011 to discuss her concerns. Joe Rosenlund presented his initial findings and an estimate to repair the 3,000 feet of roadway. The cost to place a new asphalt surface with adequate below -grade gravel ballast to accommodate the ground water is approximately $325,000. This price does not include street lights nor sidewalks. The work would be performed by a private contractor through the standard bidding process. The neighbors could participate in a road Local Improvement District (LID) with the City fronting the project cost and engineering expenses. The residents in the LID area would pay back the cost of the project over time. Alternatively, the City could alter the LID concept through participating in the project by buying down the principal if and when voted street bond funds become available. Ms. Lloyd was interested in Congdon participating in any such improvement to the roadway. Mayor Cawley agreed to contact Congdon and inquire about their interest in the LID.
