HomeMy WebLinkAboutYakima Firefighters Association Local 469 - Memorandum of Understanding MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF YAKIMA, AND YAKIMA FIREFIGHTERS ASSOCIATION LOCAL 469. THIS MEMORANDUM OF UNDERSTANDING (hereinafter"MOU") is made and entered into by and between the Yakima Firefighters Association Local 469 (hereinafter"IAFF") and the City of Yakima, a Washington Municipal corporation (hereinafter"City"). Whereas, the City of Yakima is a charter city of the first class of the State of Washington and is the employer of all members of the Yakima Fire Department; and Whereas, the IAFF Local 469 is the exclusive bargaining representative of both the LEOFF firefighters who provide fire protection services and other related fire department services as well as PERS fire department employees, like mechanics, within the City of Yakima; and Whereas, this MOU defines an agreement between the City and the IAFF regarding the effects of COVID-19 Health Emergency declared by the Federal Government, Washington State, and City of Yakima. As a result of the Health Emergency, the hiring process for the vacant Fire Mechanic II has been placed on hold temporarily.This vacancy has created an increased workload on the department's only mechanic because of unforeseen apparatus repair requests; and Whereas, the City and IAFF agree to allow a member of the IAFF LEOFF bargaining unit work on an emergency temporary basis doing work that is covered under the IAFF PERS bargaining unit without constituting a past practice. This work will only be allowed until July 31, 2020 or until the Mechanic II position is filled; and Therefore, the City and the IAFF agree to allow an exception for Firefighter Pete Day, a previously certified Emergency Vehicle Technician, to work outside his normal bargaining unit during this time of emergency, to assist in making essential repairs to fire apparatus, without creating a past practice. He will work cooperatively with the existing mechanic and report to the Deputy Chief of Support Services. He will be compensated at his regular overtime rate for non-emergency time for hours in excess of his regular 48 hour shift. He will be allowed to work as a mechanic for up to eight hours per week or while on shift, if staffing allows, and so directed. This work will discontinue on July 31, 2020 or when the mechanic II position is filled.
