® Dave Ettl called the meeting to order.
Approve January 6 minutes
The minutes from the February 3rd meeting were reviewed. Hughes motioned to accept the
minutes as presented and Martinez seconded the motion. The motion passed unanimously.
Sub Committee Updates:
Administrative Workgroup: Ettl reported that Administrative Workgroup had a very
good meeting on Presidents Day and everyone has a better understanding of the GFI,
its processes and responsibilities.
Community Assessment: Magallan reported that the comparables are in place and
the template should be ready for the retreat. Abreu has been working hard on the
crime map for the committee. Garcia reported on the youth survey. She had a group
of 7 graders that took the survey. It took the students about 45 minutes so the
committee decided they would look at the questions that received the most responses
and focus on them. Merryman will work with the GREAT Sergeant to get the surveys
out to the students. Price will work with Magallan on compiling the results.
Unfortunately, the results will not be available for the retreat.
Suppression: Hughes reported that the committee is on track with its goal of reducing
® gage related crime in the City of Yakima. The committee has developed a list of
strategies, goals and objectives that it will be working on. Ettl stated that there aren't
very many suppression activities that are endorsed by OJJDP since suppression is

partnered with law enforcement agencies and schools.
Prevention: Due to scheduling conflicts the last prevention committee meeting was
cancelled. Another meeting will be scheduled.
Intervention: Marquez reported that the committee met and has been reviewing a list
of programs that are available in Yakima County and will be focusing on two — three of
them. Ettl presented and reviewed a draft matrix of OJJDP endorsed programs that
Price has been working on. There was discussion about the matrix and reasons for
using OJJDP's programs when the City already has programs in place. After a lengthy
discussion it was agreed that Price would finish the matrix and summary of programs
for the subcommittees to review. The matrix and programs will be discussed during
the retreat.
Old Business:
GFI Mission Statement: Magallan distributed copies of the mission statement. The
mission statement reads: `The City of Yakima Gang Free Initiative will engage the
community to develop suppression, prevention, and intervention strategies that
support and promote positive youth development.'
Merryman suggested that the committee consider having business cards printed with
the mission and vision statements on the back.
Gang Awareness and At- Risk -Youth Training: The gang awareness training is
scheduled for April 28 for individuals able to attend.
Retreat #2: The retreat is scheduled for March 19. It will be an all day event and
lunch will be provided. Magallan suggested that everyone be ready to begin right at 8
a.m. since there will be a full agenda. Some of the agenda items include: community
assessment, behavioral assessment, crime data, OJJDP programs and matrix, etc.
New Business:
Committee job descriptions: Magallan reported that job descriptions for the sub-
committees have been distributed.
Good of the Order:
Gang legislation: Magallan reported that the Attorney General's bill is still alive in the
Senate but has not come out of Committee at the House level (state). At the federal
level no new programs are being funded.
® Date for next meeting
The retreat will be on March 19. The next Steering Committee meeting will be April 7 at 4
p.m. The meeting will, be held at Central Washington Comprehensive Mental Health.
