R-2007-53 A RESOLUTION authorizing the City Manager of the City of Yakima to execute an extension to the Greater Yakima Chamber of Commerce, Inc. Public Sector Professional Services Agreement With The City of Yakima, Washington (hereinafter "underlying Agreement") for the purpose of extending said underlying agreement to continue the Chamber's actions to foster community economic development, citizen participation in City government, and improvement of the quality of life in Yakima. WHEREAS, the City entered into said underlying Agreement with the Chamber to develop programs to enhance community economic development, citizen participation in the operation of the City government, and to improve the quality of life in Yakima; and WHEREAS, the City Council of the City of Yakima desires to foster community economic development, citizen participation in the operation of city government and improve the quality of life in Yakima; and WHEREAS, the City does not have the human resources to plan and implement beneficial community economic development projects and the City wishes to utilize the skill, experience, and expertise of the Chamber rather than attempt to perform the same services at greater expense; and WHEREAS, the Greater Yakima Chamber of Commerce, Inc. staff posses valuable skills, experience and expertise in the development of programs to enhance community economic development, citizen participation in the operation of city government, and the quality of life in Yakima; and WHEREAS, on November 1, 2005, the City Council authorized execution of the underlying Agreement for a two (2) year period retroactively beginning January 1, 2005 and ending midnight, December 31, 2006, thereby engaging the Chamber to develop programs to enhance community economic development, citizen participation in the operation of City government, and the improvement in the quality of life in Yakima, as described in the underlying Agreement; and WHEREAS, the City Council and the Chamber wish to continue the relationship that has existed under the underlying Agreement by extending said underlying Agreement for (ic)res/Chamber of Commerce Extension Agreement 2007 one (1) additional year, commencing and retroactive to January 1, 2007 and terminating at midnight, December 31, 2007; and WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to engage the Greater Yakima Chamber of Commerce, Inc. in accordance with the terms and conditions of the attached extension Agreement; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager of the City of Yakima is hereby authorized and directed to execute the attached and incorporated "Extension of Greater Yakima Chamber of Commerce, Inc. Public Sector Professional Services Agreement With the City of Yakima, Washington" between the City of Yakima and the Greater Yakima Chamber of Commerce, Inc. for the purpose of fostering community economic development, citizen participation in city government, and improvement of the quality of life in Yakima. Public Sector Professional Services Agreement With the City of Yakima, Washington (City Contract # 2005-100) (hereinafter "underlying Agreement") is made and entered into by and between the City of Yakima (hereinafter the "City") a Washington municipal corporation, and the Greater Yakima Chamber of Commerce, Inc., (hereinafter the "Chamber"), a Washington non-profit corporation. Whereas, the City entered into said underlying Agreement with the Chamber to develop programs to enhance community economic development, citizen participation in the operation of the City government, and to improve the quality of life in Yakima; and Whereas, the City Council of the City of Yakima desires to foster community economic development, citizen participation in the operation of city government and improve the quality of life in Yakima; and Whereas, the City does not have the human resources to plan and implement beneficial community economic development projects and the City wishes to utilize the skill, experience, and expertise of the Chamber rather than attempt to perform the same services at greater expense; and Whereas, on November 1, 2005, the City Council authorized execution of the underlying Agreement for a two (2) year period retroactively beginning January 1, 2005 and ending midnight, December 31, 2006;. and Whereas, the City Council and the Chamber wish to continue the relationship that has existed under the underlying Agreement by extending said underlying Agreement for one (1) additional year; Now, therefore, the City and the Chamber agree to the following extension of the underlying Agreement: The term of the underlying Agreement (City Contract # 2005-100) is hereby extended to commence and be retroactive to January 1, 2007 and (jc) Chamber of Commerce contract extension 2007 shall terminate at midnight December 31, 2007, unless terminated sooner in accordance with Section 18 of the underlying Agreement. Except as expressly modified herein, all other terms and conditions of the underlying Agreement between the City of Yakima and the Greater Yakima Chamber of Commerce, Inc. The attached resolution and Extension Agreement formalize the extended Agreement for 2007. It details the terms and conditions the agency must provide to receive compensation under the contract. As described in the attached. Extension Agreement, the Chamber is committing to "dedicate its best efforts for the express purpose of fostering community economic development, citizen participation in the operation of the City government and the quality of life in Yakima." The 2006- 2007 budget includes $5,900 each year to support the City of Yakima through "Local Business Surveys", Leadership Yakima, and Clean Up -Green Up programs.
