R-2007-87 A RESOLUTION ratifying an application for a grant in the total amount of up to $3,000.000 from the United States Department of Justice, Office of Community Oriented Police Services (COPS) 2007 Technology ("Tech") Program for the purpose of procurement of technology that focuses on data information - sharing and/or an enhancement of voice interoperability with regional, state and federal partners and designating and authorizing the City Manager to act as the official representative of the City of Yakima and to take such additional steps, including but not limited to execution of all documents and contracts necessary to complete said grant transaction. WHEREAS, effective data information -sharing and voice interoperability across jurisdictional lines are essential to efficient law enforcement and to public safety in general; and WHEREAS, no countywide Record Management System capable of facilitating such a requirement currently exists; and WHEREAS, the Yakima City Council and the Yakima County Commissioners have jointly determined that such a system is in the best interest of both jurisdictions; and WHEREAS, additional jurisdictions within Yakima County have repeatedly expressed interest in such a system; and WHEREAS, the U.S. Department of Justice, Office of Community Policing Services (COPS), 2007 Technology ("Tech") Program has grant funds of up to ($3,000,000) three million dollars available to qualifying local governments to support efforts to procure technology for these purposes; and WHEREAS, these funds are available to the City of Yakima, together with jurisdictions participating as a consortium together with the City of Yakima upon submission of a completed grant application and satisfaction of certain conditions including matching funds amounting to (25) twenty-five percent of the grant; and WHEREAS, the City Council of the City of Yakima considered this matter at an open public meeting in which citizens were provided an opportunity to comment and deems it to be in the best interest of the City to authorize submission of an application to the COPS 2007 Technology ("Tech") Program for said available funds and execution of all necessary documents and contracts to complete said grant transaction, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: 1. The City Manager or his designee is hereby authorized to submit a completed grant application to the United States Department of Justice, Office of Community Oriented Policing Services, COPS 2007 Technology ('Tech") Program, to obtain a grant to fund local efforts to procure a County -wide Record Management System and/or enhancement of voice interoperability with regional, state and federal partners. 2. The City Manager or his designee is further authorized and directed to accept the grant on behalf of the City of Yakima, and to take all steps and execute all documents and contracts necessary to complete this grant transaction, including but not limited to execution of Interlocal Agreement(s) with any jurisdiction(s) electing to participate in a consortium with the City of Yakima as may be required by the terms and conditions of the grant. The purpose of the program is to procure regional record management systems and/or enhance voice interoperability among area law enforcement agencies. The grant will be requested in an amount of up to $3,000,000 and is contingent upon a (25) twenty-five percent match by the City of Yakima and other jurisdictions that participate as a consortium with the City. The City of Yakima and consortium member jurisdictions will share the funds per Memorandum(s) of Understanding as required by the Department of Justice. The attached resolution authorizes the grant application and authorizes the City Manager to act as the official representative to accept the grant and to enter into any required Memorandum(s) of Understanding on behalf of the City of Yakima. The grant will be used to acquire a countywide, law enforcement record management system compatible with regional/ national crime information systems and improved communications.
