A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of
Yakima to execute a supplemental agreement with AHBL, Inc., for public
relations assistance, illustrations and minor construction review to
proceed with design of Phase 2 of the Yakima Downtown Futures
Initiative Project and to increase the amount of the contract (City Contract
No. 2006-106) by $10,960 for a total contract amount of $21,120.
WHEREAS, the City of Yakima has received a $2.275 million grant from the State
of Washington Department of Transportation (WSDOT) and the City of Yakima will issue
a $1.5 million dollar bond to design and construct improvements to Yakima Avenue from
Front Street to 7th Avenue; and
WHEREAS, the city maintains a roster of consultants whose statements of
qualifications represent that they have the expertise necessary to perform the services
required by the City; and,
WHEREAS, the city is in need of additional public outreach through additional
public relations assistance, illustrations and minor construction review assistance; and
WHEREAS, pursuant to City resolution No R-2006-175, the City Council
authorized a contract (City Contract No. 2007-106) with AHBL Inc. to provide streetscape
design, site assessment and illustration for this project; and
WHEREAS, it is requested that the City Manager have the authority to execute a
supplemental agreement for additional consultant services to proceed toward completion
of the project; and,
WHEREAS, the City Council deems it to be in the best interest of the City of
Yakima to authorize the City Manager to execute a supplemental agreement with AHBL
Inc. for additional public relations, illustrations and minor construction review with a with a
contract increase of $10,960; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager and City Clerk of the City of Yakima are authorized and directed to
create and execute a supplemental professional services agreement in an amount not to
exceed an additional $10,960 for professional services on Phase 2 of the Yakima
Downtown Futures Initiative. The form of said supplemental agreement shall be reviewed
and approved by the City Attorney or his designee.

Draft Scope of Work
EXTRA SERVICE NO.1
Extra Service No. 1
As requested by City staff, Extra Service, No. 1 adds consultant tasks and fee to provide additional
services for the West Yakima Streetscape Project.
The following tasks will be authorized by the City, as needed.
CONSULTANT TASKS
Task 4: Project Illustration
Subtasks
• Provide one additional eye level perspective rendering of West Yakima streetscape
improvements.
Deliverable:
1. Eye level perspective rendering of design concept.
Task 5: Public Relations
Assumptions:
• City is responsible for establishing meetings, presentations and overall project public
relations.
Tasks:
• Assist City staff with 2 public meetings to present and review the project design.
• Assist with meetings with 2 property owners, or with City Council presentations.

Assumptions
• City staff will produce project design and bid documents
Tasks
• Review and provide input on design documents and cost estimates at each phase of
design:
o Conceptual design (15-30% design)
o Design Development (60% design)
o Final Design (90% design)
o Bid Package (100% design)
Deliverable:
1. Written comments on project design.
Task 7: Construction Inspection
Assumptions:
• City is responsible for construction inspection, administration, and management.
Tasks:
• Visit site in initial stage of construction.with City staff to review adequacy and suggest
refinements as needed.
• City staff will produce project design and bid documents.

ITEM TITLE: Consideration of Resolution authorizing Supplement No. 1 for the
Professional Services Agreement with AHBL Inc. for Phase 2 of the
Downtown Futures Initiative — West Yakima Avenue Improvements.

SUMMARY EXPLANATION:
On December 5, 2006, Yakima City Council approved the original Contract Number 2006-106 to
AHBL Inc. The original contract was for a limited amount of preliminary design, site assessment
and illustration for. this project. Additional consultant services are required for more public
outreach, creation of additional illustrations and for construction review with this project which was
not included as part of their original contract. This work will help city staff with property owner,
businesses and public involvement of the project and some construction review during the initial
phase of the construction.
The cost of the proposed contract supplement is an additional $10,960, making the total contract
amount to date $21,120. The City has been working with the consultant through the preliminary
design and the information has proved to be invaluable in the design and public involvement of this
project.

The status of the existing consultant work by AHBL is as follows:
Task 1: Assess Existing Condition
• Review City GIS, CAD maps, and air photos of existing conditions: sidewalk widths, and
locations of curb cuts, alleys, and existing utilities as basis for sidewalk concepts.

• Define a typical sidewalk pattern concept(s) for each typical sidewalk width, which will be
used by the City to advance the design. Typical sidewalk concepts will identify pattern, how
pattern resolves with building entrances, and how pattern resolves where sidewalk width
changes. (completed)
Task 2: Streetscape Elements -
• Working from mapping, and in the field with City staff, identify locations of street trees,
lighting, art rails, landscaping, street furniture, and other project elements in the project area.

• Concept plan which integrates the streetscape elements with the sidewalk pattern
(completed)
• Define concept and project messages and describe: (not requested)
o How design concept relates to the whole of East Yakima Avenue and Historic District
design. This element potentially includes concepts for banners, signage, or other
distinguishing items (completed)
o How design concept is unique to West Yakima Business District (completed)
Task 3: Project Illustration
• Prepare project presentation graphics and illustrations as needed. Precise graphics to be
produced shall be defined based upon need during the conceptual design phase. Graphics
may include the following"
o Photo elevations of buildings and streetscape improvements (not requested)
o Street sections illustrating project improvements (not requested)
o Perspective photo renderings of before and after (completed)

The extension of this contract is funded through state and local funds available for this project.
There are sufficient funds to complete this design phase covered by this contract supplement.
