A RESOLUTION declaring attached list of computers and associated equipment surplus, and
authorizing disposal in a mariner which best benefits the City, to include recycling, sending to State
of Washington Surplus or donating or transferring computers with value to other government
entities or qualified non-profit corporations;
WHEREAS, handling and transportation fees for computers and equipment generate higher
administrative costs than the proceeds realized by their sale;
WHEREAS, surplus computers and equipment are no longer being accepted by many auction
service providers;
WHEREAS, computers and associated equipment pose an environmental hazard and must be
disposed of properly;
WHEREAS, the City of Yakima owns computers and associated equipment listed on the schedule
attached hereto, for which property is surplus property, for which property should be disposed of in
the manner most advantageous to the City;
NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized and directed to dispose of
surplus computers and equipment owned by the City listed on the schedule attached hereto by
disposing of said property in the manner determined by the City Manager to be most
advantageous to the City.

BACKGROUND:
For over two decades, City of Yakima has used public auction as a means of disposal for surplus
property not necessary for the foreseeable needs of the City of Yakima.
Purchasing is responsible for coordination of the auction and Department Directors/Division Managers
are responsible for determining when an item has no foreseeable use to their operating divisions.
SUMMARY EXPLANATION:
The City Of Yakima is in need of an efficient method for disposal of its surplus computers and
equipment.

Staff respectfully requests that Council adopt Resolution declaring attached list of computers &
associated equipment surplus, and authorizing disposal in a manner which best benefits the City, to

Computers, in general, have been the most problematic items to dispose of. In 2006, our auction service
provider declared that they could no longer accept computers. Because they pose an environmental
hazard, computers must be disposed of properly. Computers comprise the majority of the surplus items
that we have in storage. They are overflowing into the hallways of City Hall and the Police Department,
taking up valuable space and posing a fire hazard. Some of them are in working order, some of them
posses no value. All computers are tracked by Information Systems by asset number, serial number,
device number, model/make, and manufacturer. Security is ensured by erasing the hard drives or by
drilling the hard drives of computers that contain sensitive information.
RCWs 43.19.1919, 43.19.1920 and 28A.335.180 provide the State of Washington authority to transfer or
donate to qualified entities as a means for disposal of surplus property. Recycling, donating or
transferring surplus computers and equipment to other government entities or qualified non-profit
corporations would reduce surplus costs for our agency.
Recent auction reports show that various surplus items such as computers and associated equipment sell
for extremely low prices. Furthermore, handling and transportation fees for these items generate higher
administrative costs than the proceeds realized by their sale. In some cases the items do not sell, and
City of Yakima incurs additional expense for the items to be returned and disposed of or stored.
After researching all possible methods of disposal for computers and associated equipment, we have
determined that the most effective methods of disposal include recycling, sending to State of
Washington Surplus or donating or transferring computers with value to qualified non -profits or other
government entities. Both recycling agencies and State Surplus will charge a fee to take our computers,
however administrative costs for the City of Yakima will be greatly reduced.
BUDGET IMPACT:
Approximately $150.00 for the attached list.
