R-2007- 99 declaring eight paratransit vans surplus to the needs of the City of Yakima, and authorizing their sale in a manner most beneficial to the City of Yakima, seven of the eight will be sold to Hope Source of Ellensburg. WHEREAS, the City of Yakima owns eight previously owned paratransit vans (reference enclosed one page listing) for which the City has no immediate or foreseeable use and which are surplus to the needs of the City; and WHEREAS, the above mentioned paratransit vans are creating a congestion problem at the Public Works Department complex, and WHEREAS, Hope Source, a non-profit transportation provider to Kittitas County, located in Ellensburg, Washington, has expressed interest in purchasing seven paratransit vans for $3,000, and WHEREAS, the City Council finds that it would be in the best interest of the City to dispose of said paratransit vans, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Council hereby declares the aforementioned paratransit vans surplus to the needs of the City of Yakima and the City Manager is hereby authorized and directed to sell said equipment in a manner most beneficial to the City of Yakima including sale of seven units to Hope Source of Ellensburg. This includes two wide body Dodge vans with rear load wheelchair lifts, two Ford E 450's, and three, single axle Ford E 350's. We are extremely interested in being considered for this purchase. Presently we are declining rides to the citizens of Kittitas County due to a shortage of vehicles to operate. We offer the same type of door to door, paratransit service that these vehicles were designed for. They were purchased with state funding which also funds our paratransit service and the state has given it's recommendation that these vehicles could be used by HopeSource Transportation. Our operation responsibilities and operational funding has expanded, but our capital funding has not, thus making this purchase even more critical to the health and well being of our community. I understand that these vehicles need different levels of maintenance and I am willing to take care of those issues. These vehicles have already been replaced with more recent "used" vehicles from Pierce Transit. Council approval is requested to declare these items surplus and to authorize the City Manager to dispose of these items in a manner most beneficial to the City of Yakima, seven specifically to Hope Source of Ellensburg. A letter of intent included. Their usage would be far less severe than our usage and will provide invaluable assistance to their community needs.
