RESOLUTION NO. R-2007-132
authorizing the City Manager to execute a contract with People for People in
the amount of $15,000 to assist the 2-1-1 Information and Referral System
due to an unexpected budget shortfall.
WHEREAS, the City of Yakima is committed to supporting the well-being of and health of
all of its citizens and understands that they may require a variety of essential services; and
WHEREAS, the Yakima City Council understands the importance of making sure that these
services are readily available when needed; and
WHEREAS, the 2-1-1 Information and Referral system was created in order to assist local
residents in finding services and meeting their needs; and
WHEREAS, the City Council also understands that the 2-1-1 system reduces the workload
of the 9-1-1 system, enabling its call takers to concentrate on true emergency needs; and
WHEREAS, there exists a one-time budget shortfall in the local 2-1-1 budget that was both
unexpected and beyond the control of the local sponsors, People for People; and
WHEREAS. this issue requires prompt action to ensure that the services of 2-1-1 continue
to be provided, now, therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
1. ONDS funds shall be drawn from the non-federal budget line in the amount of $15,000
and made available to People for People for use with the local 2-1-1 system; and
2. Staff is directed to create all documents and contracts necessary for this transfer; and
3. The City Manager is hereby authorized to sign all necessary documents and contracts
relating to this agreement.

ITEM TITLE: A Resolution authorizing the City Manager to execute a contract

SUMMARY EXPLANATION: The 2-1-1 Information and Referral call system
has been providing valuable information and support to many Yakima citizens
since its inception. Due to an oversight by the State legislature, they are
experiencing a short-term budget shortfall. They are requesting one time funding
assistance from the City of Yakima in the amount of $15,000 to help meet this
need. The attached support information documents the impact this service
provides to City residents. The request was reviewed by the ONDS Council
Committee, and was approved to be presented to the full Council.

In 20 months of operation, Greater Columbia 2-1-1 continues
to help thousands of residents of the City of Yakima get access to vital,
local services that help maintain healthy, productive families and
individuals. A call to 2-1-1 may be the difference between being
employed or unemployed; receiving medical care or living with an illness
unnecessarily; or living in stable housing versus being homeless.
2-1-1 can be accessed by, and provide benefit to everyone in the City of
Yakima. We hope the Yakima City Council will continue to help support
such a vital community service.
