R-2007-137 authorizing the City Manager of the City of Yakima to execute an extension to the agreement between the City of Yakima and the Yakima Morelia Sister City Association to provide financial support up to Two -Thousand Dollars for delegation of cultural and economic exchange activities between the City of Morelia, Michoacan, Mexico and the City of Yakima. WHEREAS, The City entered into said underlying Agreement with the Yakima Morelia Sister City Association to promote desired cultural and economic development opportunities for our diverse community; and WHEREAS, the Yakima Morelia Sister City Association (YMSCA) has a stated mission to promote trade, economic development, education, cultural exchange, and tourism between Morelia, Michoacan and the City of Yakima; and WHEREAS, the YMSCA has hosted successful delegation visits and facilitated contact and networking opportunities with local private and public entities; and WHEREAS, the YMSCA is working with the communities of Morelia and Yakima to further enhance trade, economic development, education, cultural exchange, and tourism; and WHEREAS, On February 21, 2006, the City Council authorized execution of the underlying Agreement for a one (1) year period retroactively beginning January 1, 2006 and ending December 31, 2006, thereby engaging the Yakima Morelia Sister City Association to promote cultural and economic development opportunities for our diverse community, as described in the underlying Agreement; and WHEREAS, the City Council and the Yakima Morelia Sister City Association wish to continue the relationship that has existed under the underlying Agreement by extending said underlying Agreement for one (1) additional year, commencing and retroactive to January 1, 2007 and terminating at midnight, December 31, 2007; and WHEREAS, the City Council deems it to be in the best interest of the city to contract with the YMSCA to utilize their experience and expertise to perform cultural and economic exchange activities in accordance with the attached agreement, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA; The City Manager is hereby authorized and directed to execute the attached and incorporated Extension of Promotion Services Agreement with the Yakima Morelia Sister City Association for the arrangement of cultural and economic exchange activities. ADOPTED BY THE CITY COUNCIL, this 2nd day oftober, 200 David Ed er, Mayor 2001-43 7 Extension of Yakima Morelia Sister City Association Promotion Services Agreement With the City of Yakima, Washington This Extension of the underlying Yakima Morelia Sister City Promotion Services Agreement With the City of Yakima, Washington (City Contract #2006-19) (hereinafter "underlying Agreement") is made and entered into by and between the City of Yakima (hereinafter the "City") a Washington municipal corporation, and the Yakima Morelia Sister City Association (hereinafter "YMSCA"). WHEREAS, the City entered into said underlying Agreement with the YMSCA to promote desired cultural and economic development opportunities for our diverse community; and WHEREAS, the YMSCA is working with the communities of Morelia and Yakima to further enhance trade, economic development, education, cultural exchange, and tourism; and WHEREAS, on February 21, 2006, the City Council authorized execution of the underlying Agreement for a one (1) year period retroactively beginning January 1, 2006 and ending December 31, 2006, thereby engaging the Yakima Morelia Sister City Association to promote cultural and economic development opportunities for our diverse community, as described in the underlying Agreement; and WHEREAS, the City Council and the Chamber wish to continue the relationship that has existed under the underlying Agreement by extending said underlying Agreement for one (1) additional year; and Now, therefore, the City and the Chamber agree to the following extension of the underlying Agreement: The term of the underlying Agreement (City Contract 2006-19) is hereby extended to commence and be retroactive to January 1, 2007 and shall terminate at midnight December 31, 2007, unless terminated sooner in accordance with Section 16 of the underlying agreement. Except as expressly modified herein, all other terms and conditions of the underlying Agreement between the City of Yakima and the Yakima Morelia Sister.City Association (City Contract 2006-19) shall remain in full force and effect. 1 CITY OF YAKIMA By: Date: R.A. SUBMITTED BY: Bill Cook, Director of Community and Economic Development CONTACT: Michael Morales, Deputy Director 575-3533 SUMMARY EXPLANATION: As a part of the 2007 Budget, the City Council agreed to participate in the cost of providing cultural and economic exchange activities related to delegation visits of the Yakima Morelia Sister City Association. The attached resolution and Extension Agreement formalize the extended Agreement for 2007. It details the terms and conditions the association must provide to receive compensation under the agreement. Upon completion of these activities, the City will provide up to $2,000 to cover costs associated with the events.
