F or Meeting of: April 21, 2020 I T E M T IT L E :Resolution declaring surplus biomass from the Wastewater Division as surplus to the needs of the City and disposing of biomass in a manner most beneficial to the City S UB M IT T E D B Y:S cott S chafer, Director of Public Works David B rown, Assistant Director of Public Works Mike Price, Wastewater/Stormwater Division Manager 249-6815 S UM M ARY E X P L ANAT I O N: The City of Yakima’s Wastewater Division has accumulated up to 250,000 gallons of anaerobic biomass f rom the D ivision's upflow anaerobic sludge blanket (UA S B ) reactor that is in excess to the needs of the City of Yakima. T he biomass is the end product formed from anaerobically digested industrial waste and has value as seed biomass for new digesters. T he Wastewater Division is interested in selling this material at a Public S urplus online auction site. The estimated value of the biomass exceeds $15,000 dollars. Wastewater D ivision staf f have worked closely with the City’s P urchasing Division to ensure compliance with the City’s S urplus P olicy. City Council approval is requested to declare this biomass as surplus and to authorize the City Manager to dispose of the material in a manner most beneficial to the City. Proceeds from the sale will be assigned to Wastewater F und 473. R-2020- A RESOLUTION Declaring surplus biomass from the Wastewater Division as surplus to the needs of the City of Yakima, and authorizing the City Manager to dispose of biomass in a manner most beneficial to the City of Yakima. WHEREAS, the City of Yakima (City) Wastewater Treatment Plant produces excess anaerobic biomass for which the City has no immediate or foreseeable use and which is surplus to the needs of the City; and WHEREAS, the City would like to list and sell up to 250,000 gallons of the biomass with an estimated value greater than Fifteen Thousand Dollars ($15,000) on the Public Surplus online auction site, which is a reasonable method for selling said surplus property; and WHEREAS, the City Council finds and determines that the subject anaerobic biomass is surplus to the uses and needs of the City of Yakima, and that a declaration of surplus and authorization for disposition of up to 250,000 gallons of biomass on the Public Surplus online auctions site is in the best interests of the residents of the City of Yakima, and will promote the public health, safety and welfare; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Council hereby declares the aforementioned 250,000 gallons of anaerobic biomass to be surplus to the needs of the City of Yakima and the City Manager is hereby authorized and directed to dispose of said property through online auction in a manner most beneficial to the City of Yakima.
