A RESOLUTION authorizing the City Manager of the City of Yakima to execute an
amendment to the Bethel Ridge Family Resources Professional Services
Agreement With The City of Yakima, Washington, (Contract 2007-67,
hereinafter "underlying Agreement") for the purpose of expanding the
Scope of Services to provide additional marriage education classes using
PREP marriage education materials for the remaining term of the contract.
WHEREAS, the "Greater Yakima Valley Healthy Marriage and Responsible Fatherhood
Community Demonstration Initiative", otherwise known as "Healthy Families -Yakima", is a
federally funded five-year community demonstration initiative intended to assist in the creation
of a community coalition providing programs and supporting efforts designed to strengthen
family relations, reduce family violence through education and related public services and
cooperate with Child Support Enforcement to reach their clients and increase parental financial
responsibility towards children; and
WHEREAS, The City of Yakima is supporting this effort by serving as a subrecipient and
fiscal agent for the disbursement of federal IV -D match funds granted for the project; and
WHEREAS, the City entered into said underlying Agreement with Bethel Ridge Family
Resources to provide marriage education classes using PREP marriage education materials;
and
WHEREAS, subsequent to entering into said underlying Agreement, the community
demand for the aforementioned marriage education classes has substantially increased; and
WHEREAS, on August 28, 2007, the City Council authorized the City Manager by
Resolution 2007-119 to execute the underlying Agreement for a period retroactively beginning
May 15, 2007 and ending June 30, 2008, thereby engaging service providers to provide
marriage education classes, as described in the underlying Agreement; and
WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to
expand the scope of services provided by Bethel Ridge Family Resources in accordance with
the terms and conditions of the attached amendment; Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized and directed to execute the
attached and incorporated "Agreement for Professional Services, Addendum No. 1" between
the City of Yakima and Bethel Ridge Family Resources, for the purpose of expanding the
Scope of Services to add marriage education classes using PREP marriage education
materials for the remaining term of the contract.

AGREEMENT FOR PROFESSIONAL SERVICES
ADDENDUM NO. 1
This addendum, hereinafter identified as Addendum No. 1, is hereby entered into
and made a part of the Agreement between City of Yakima, Washington, and
Bethel Ridge Family Resources for services first entered into on the 30th day of
August, 2007, by the CITY OF YAKIMA, hereinafter called the "City", and
BETHEL RIDGE FAMILY RESOURCES, hereinafter referred to as the
"Contractor."
City and Contractor, for mutual consideration hereinafter set forth, agree to
amend, revise and/or add the following to City Contract no. 2007-67 (hereafter
"Agreement"), previously executed by the parties hereto, as follows:
I. OBJECTIVES
The specific purpose for this amendment to the underlying Agreement is to
provide the contractor with additional financial resources to allow the contractor
to add marriage education classes using PREP marriage education materials for
the remaining term of the contract.
II. AMENDMENT
a. Section 3 - Scope of Services, of the underlying Agreement is amended to
incorporate a revised Statement of Work (Attachment A) attached hereto and
incorporated herein by this reference.
b: Section 4 - Budget, of the underlying agreement is amended to provide for the
City's additional payment to Contractor of a total additional service fee of Fifty
Five Thousand Eight Hundred Thirty Three Dollars ($55,833.00) so that the
amended total payment for work performed in accordance with the Contract
Statement of Work shall not exceed Seventy One Thousand Four Hundred
Forty Nine Dollars ($71,449.00).
III. STANDARD PROVISIONS
Other than specific amendments stated herein, all other terms, conditions and
requirement of the underlying contract shall remain in full force and effect
throughout the term of the underlying contract.

Description: By utilizing PREP training processes to equip class leaders and marriage coaches, the
plan includes the classes as described in the proposal to Healthy Families Yakima in the fall of 2007
Classes will be completed by June 30, 2008.
All volunteer will be trained in domestic violence training as provided by Healthy Families Yakima.
Bethel Ridge will use the PREP Pre and Post Evaluation tools, register participants using Healthy
Families Yakima Management Information System registration forms, and participate in the marriage
education partnership coalition meetings.
Anticipated Service Outcome: 84 Participants will be served

Consideration of a Resolution authorizing the City Manager to execute an
amendment to a service agreement for a Healthy Families -Yakima program

SUMMARY EXPLANATION:
In June, 2006, the City Council entered into agreements to become the fiscal agent for a Federal
Department of Health and Human Services (DHHS) demonstration project to test the
effectiveness of altemative approaches to the child support enforcement issue. The emphasis of
this project is to strengthen marriages and promote responsible fatherhood which should
decrease the need for child support enforcement, along with other positive outcomes for the
community. The local steering committee has titled this program "Healthy Families - Yakima"
(HFY), and it is basically on -track with the goals set forth in the grant application.
A major aspect of the program is a marriage education component. In August of 2007, City
Council adopted Resolution 2007-119 authorizing the City Manager to execute service
agreements up to a maximum of $20,000. A summary of the service providers and related project
expense follows:
United Christian Church : $18,555
Bethel Ridge Family Resources: $15,615
West Side Baptist Church: $7,232
People For People: $4,517
Family Connections of Yakima Valley: $2,800
The total cost of these programs was $48,719. Subsequent to these original "start-up" estimates,
Bethel Ridge Family Resources has been able to expand its scope of service and is planning to
substantially increase its program offerings by an additional $55,833 for the first half of 2008. The
HFY Steering Committee has approved this request. The attached resolution will allow the City
Manager to execute an amendment to the related service agreement. The marriage education
component is already included in the 2008 Community Services (Fund 127) budget.
