A RESOLUTION authorizing application for funding assistance for a Washington Wildlife and
Recreation Program (WWRP) project to the Recreation and Conservation
Office (RCO) as provided in Chapter 79A.15 RCW, Acquisition of Habitat
Conservation and Outdoor Recreation Lands.
WHEREAS, our organization has approved a comprehensive plan calling for
development of youth sports fields, particularly on the eastern portions of the Yakima urban
area; and
WHEREAS, Yakima's annual 300 days of sunshine encourages outdoor soccer to be
played nine months out of the year; and
WHEREAS, Yakima's existing soccer fields are over -scheduled and over -played; and
WHEREAS, under the provisions of WWRP, state funding assistance is requested to aid
in financing facility development; and
WHEREAS, the City of Yakima considers it in the best public interest to support
development of the Yakima Youth Soccer Association Soccer Complex; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
1. The City Manager be authorized to make formal application to the RCO on behalf of the
Yakima Youth Soccer Association for funding assistance;
2. Any fund assistance received by the Yakima Youth Soccer Association be used for
implementation of the soccer complex referenced above;
3. The Yakima Youth Soccer Association (YYSA) hereby assures and certifies the City of
Yakima that its share of the project will be derived from donations from the YYSA capital
fund and donations from grants and community;
4. The Yakima Youth Soccer Association acknowledges responsibility for supporting all non —
cash commitments to the sponsor share should they not materialize;
5. The City of Yakima acknowledges the property restored with financial aid from the
Recreation and Conservation Funding Board (RCFB) must be placed in use as an outdoor
recreation facility and be retained in such use in perpetuity unless otherwise agreed to by
the City of Yakima and the RCO. (Generally, RCO approves removing facilities from the
perpetuity agreement when facilities have reached their designated life expectancy, or
because of extraordinary vandalism, acts of nature, fire, etc.)
6. This resolution becomes part of a formal application to the RCO office; and
7. Appropriate opportunity for public comment on this application was provided.

Yakima Youth Soccer Association
Our Project
Yakima Youth Soccer Association, in cooperation with the City of Yakima, is proposing to
construct a 34 -acre soccer complex on city -owned property east of Interstate 82 and south
of State Route 24/Nob Hill Boulevard. In addition to beautifying the highway corridor, this
project will be financed without a tax increase or bonded debt. YYSA will maintain the
complex and will be responsible for all operations as well.
The soccer complex will include the following features:
• Abundant parking • Concessions and restrooms
• Connections to the Yakima Greenway • Children's play area
• Maintenance/administration building • Nature trail & picnic area
Our Request of You:
We're here today to seek your non-binding endorsement of our project. Your initial support
of our project is important to us as we build a coalition and move forward. With your
endorsement, we may include your organization's name in promotional materials, grant
applications, and community events.
Next Steps:
We are meeting frequently to design the project, secure additional financing and donations,
and obtain land use approvals. This spring, we will expand our outreach effort by presenting
our project to local service clubs and other organizations. For more information, contact

SUMMARY EXPLANATION:
Attached is a resolution authorizing the City of Yakima to apply on behalf of the Yakima Youth
Soccer Association (YYSA) for an RCO grant for development of a 34 -acre soccer complex on
City property located east of Interstate 82 and south of State Route 24 adjacent to the
Wastewater Treatment Plant. YYSA plans to lease the property from the City and to provide
both development and maintenance of the facility at no cost to the city. YYSA will also be
responsible for providing the match required for the grant.

STAFF RECOMMENDATION: Staff respectfully requests City Council to adopt the Resolution
authorizing application on behalf of the Yakima Youth Soccer Association for a new soccer

recommends adoption of this Resolution.

The current state of soccer facilities in Yakima can best be described as "barely
adequate." Larger tournaments require visitors to travel frequently between
Perry, Chesterley, and Ahtanum fields. Parking is often insufficient. Increasingly,
tournaments are searching for a single site, with adequate parking, and onsite
amenities. The new Yakima Soccer Park will have all that, plus great weather and
a location central to Washington & Oregon population concentrations.
