A RESOLUTION declaring a used police vehicle to be surplus and authorizing its transfer to
Prosser Memorial Hospital.
WHEREAS, the City owns one used 1996 Ford Expedition in the Equipment Rental and
Replacement Division, equipment number 2192 for which the City has no immediate or
foreseeable use and which is surplus to the needs of the City; and
WHEREAS, Prosser Memorial Hospital has requested the donation of the said used
police vehicle; and
WHEREAS, this vehicle would have very low value at auction; and
WHEREAS, the City Council finds that it would be in the best interest of the City to
transfer this police vehicle forthwith rather than sell it at a public auction of City surplus
equipment at a later date, now, therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Council hereby declares the aforementioned 1996 Ford Expedition to . be
surplus to the needs of the City of Yakima and the City Manager is hereby authorized and
directed to transfer said 1996 Ford Expedition to Prosser Memorial Hospital.
ADOPTED BY THE CITY COUNCIL this 10th day of June, 2008.

Dear Mr. Emhoff
Thank you for taking the time to talk with me today about the possible surplus of the
Ford Expedition . As I explained on the phone we are a public hospital district based
EMS/Ambulance System that covers communities in Yakima and Benton Counties. Our
service area is over 1000 square miles which makes delivering and managing these types
of operations over such a large expanse very challenging.
Our service is responsible for approximately 1200 calls each year in Yakima County
alone. We are currently in need of a command level vehicle capable of transporting
equipment and staff to better assist us in.the delivery of these very necessary services.
Our plan if such a vehicle were made available will be to put it into service immediately
upon receipt and any additional<outfitting`that may need to be made.
Currently we are experiencing :funding shortfalls at the federal and state level. 'This has
meant that we had to indefinitely,delay the acquisition of any such vehicle. Any
consideration by Yakima: Police: Department in the surplus of this a vehicle would be
greatly appreciated by, our; organization.

Consideration of a Resolution Transferring a Surplus Used Police Vehicle
to Prosser Memorial Hospital.

SUMMARY EXPLANATION:
The Police Department has received a request from Prosser Memorial Hospital for the transfer
of a used police vehicle. This vehicle is a 1996 Ford Expedition, which is no longer needed or
used by the Yakima Police Department and is surplus. Normally this vehicle would be auctioned
off, but due to its age and fuel consumption would bring in little money.
We believe it is in the spirit of cooperation and public safety to donate this vehicle to Prosser
Memorial Hospital instead of auctioning it. It will be of more use in providing emergency
medical care to the public if donated to Prosser Memorial Hospital than the benefit we would
gain by the small amount of revenue we would realize in auctioning it.
