RESOLUTION NO. R-2008-154
of the City of Yakima, Washington, authorizing and directing the City of
Yakima Department of Community and Economic Development to identify
and implement a policy regarding temporary emergency cold weather
shelters in the City of Yakima, and providing that such policy shall be
valid only during November, December 2008, and January, February and
March, 2009
WHEREAS, the City of Yakima, in conjunction with the Yakima County Homeless
Network, is aware that there is within the City of Yakima a population of homeless persons who
may require temporary emergency shelter from cold weather; and
WHEREAS, owners of various buildings, including churches, located within the City of
Yakima have indicated that they are willing and able to provide temporary emergency shelter;
and
WHEREAS, the City of Yakima currently has no municipal code provisions, whether
under the zoning, buildings, fire, or other codes, expressly allowing, authorizing, or regulating
the use of such structures as temporary emergency shelters; and
WHEREAS, the City of Yakima Department of Community and Economic Development
has endeavored to create interim policy guidelines to address and regulate temporary
emergency. shelters; and
WHEREAS, the Yakima City Council finds and determines that it is in the public interest
to adopt the resolution set forth herein;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Yakima,
Washington:
The City of Yakima Department of Community and Economic Development is hereby
authorized and directed to implement the proposed policy statement and application materials
attached hereto. This resolution shall be effective after its adoption and for a period expiring on
the last day of March, 2009.

RE: Emergency Cold Weather Temporary Shelter
The First Baptist Church has been approached by the Homeless Network to provide
shelter for couples during the winter of 2007-2008. We are willing to do so, following
the same standards and expectations that were in place last year, 2006-2007, when we
provided shelter for single men.
In that regard I certify the following:
1) The sleeping area is in the basement of the church basement with multiple exits.
2) Smoke detectors are located in the sleeping area and on all other floors within the
building.
3) Please see the attached certificate of insurance.
4) There will be no cooking associated with the shelter.
5) There will be adult staff at a ratio of one staff member per eight overnight guests.
On -duty staff will remain awake / alert.
6) A floor plan of the building is attached.
7) A letter from the Homeless Network indicating our participation in the Network's
emergency shelter program is attached.

As of this date, all Shelter opening criteria set forth from city and county officials have been satisfied. A
floor plan is attached indicating two exits, door swings and where in the building the sleeping area is.
Although the sleeping area is down 9 stairs from the ground level, there are two exits well indicated
with smoke detectors on each floor including the sleeping area.
There will be up to 12 cots at this facility with two fully trained volunteers thus satisfying the ratio
criterion. Proof of insurance carrier acknowledgment and fire coverage for this activity is attached.

SUMMARY EXPLANATION:
In January of 2007, the City Council passed a resolution authorizing the Yakima County
Homeless Network to use two churches, First Baptist Church and the Vineyard Church, in the
downtown area for temporary emergency cold weather shelters.
This year, the Yakima County Homeless Network has requested Vineyard Church to shelter
the women and First Baptist Church to shelter the men. In addition, a need for homeless
couples has developed and the First Baptist Church will be used as a shelter for
approximately six (6) homeless couples. The policy is to be valid November and December
2008, and January, February and March 2009.
Temporary Shelters
The proposed Temporary Emergency Shelter Program sets minimum standards and
requirements for cold weather emergency shelters. Requirements set out in the policy focus
on the temporary volunteer managed characteristic of these shelters. The floor plan
configuration of the homeless persons within each of the churches would be reviewed and
approved by the Building/Fire Official.
