HomeMy WebLinkAbout03/01/2011 13 Public Safety Equipment and Services Grant Funded Purchase; Budget Amendment and Appropriations • BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT Item No. ' 13 For Meeting of: March 1, 2011 ITEM TITLE: Consideration of an Ordinance Amending the 2011 Budget and making appropriations in the 333 -Law and Justice Capital Fund and the 152 - Police Grants Fund to purchase grant funded public safety equipment and services SUBMITTED BY: Greg Copeland, Acting Police Chief Cindy Epperson, Deputy Director of Accounting and Budgeting CONTACT PERSON/TELEPHONE: Cindy Epperson — 575 -6070 SUMMARY EXPLANATION: The City of Yakima has been awarded $29,165 in funding from the Washington Traffic Safety Commission for equipment to support school zone enforcement. $3,000 for equipment was awarded in response to a request from Ms. Lauren Yockey, a 5 grade student at H.M.Gilbert Elementary for more enforcement in school zones. In response to a grant request from the Yakima Police Department, $26,165 was awarded for an additional police car to be used for school zone enforcement. The equipment purchased with the $3,000 award will be installed in the new police car. It should be noted that the full cost of equipping a new police car is about $22,000. The Police Department is planning to transfer the balance of the needed equipment from a vehicle being surplussed. The City of Yakima has also been awarded a contract for $18,500 from the Department of Commerce using federal funds from the Department of Justice. These funds are to be used for the formation of the Yakima Valley Gang Task. The goal of the development of the Task Force is to gain federal designation as a Safe Streets Task Force. This designation would allow us to apply for federal grants supporting safe streets. The attached legislation formally amends the 2011 budget for appropriation of expenditures and revenue in the Law and Justice Capital Fund, 333 and Police Grant Fund, 152. S BOARD RECOMMENDATION: COUNCIL ACTION: • ORDINANCE NO. 2011- AN ORDINANCE amending the 2011 budget for the City of Yakima; and making appropriations of $29,165 in Fund 333 — Law & Justice Capital Fund and $18,500 in Fund 152 — Police Grants Fund for expenditure during 2011 to provide for grant supported crime prevention and traffic safety programs. WHEREAS, the City of Yakima has been awarded two grants from the Washington Traffic Safety Commission; one to purchase a new vehicle and one for equipment to support school zone traffic enforcement; and WHEREAS, the City of Yakima has been awarded a pass- through grant from the Department of Commerce to support the formation of a Safe Streets Task Force; and WHEREAS, at the time of the adoption of the 2011 budget it could not be reasonably foreseen that the appropriation provided for by this ordinance would be required; and the City Council declares that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1: A. The amount of $29,165 is hereby appropriated from the Unappropriated Fund • Balance in Fund 333 - to the following accounts as a 2011 appropriation: Resources: Washington Traffic Safety Commission 333 - 333 - 111 - 0000 - 33403 -5TS - $29,165 Expenditures: Rentals /Replacements — Police Vehicles 333 - 333 - 111 - 0000 - 52120 -952 - $26,165 Small Tools — New Vehicles 333- 333 - 111 - 0000 - 52120 -350 - $ 3,000 Total Expenditures $29,165 B. The amount of $18,500 is hereby appropriated from the Unappropriated Fund Balance in Fund 152 - to the following accounts as a 2011 appropriation: Resources: Department of Commerce Grant 152- 152- 117 -SSTF- 33403 -5TS - $29,165 Expenditures: Overtime 152- 152 - 117 -SSTF- 52120 -120 - $12,500 Small Tools and Minor Equipment 152 - 152 - 117 -SSTF- 52120 -350 - $ 6,000 Total Expenditures $18,500 Section 2:.
