Steve Magallan, Magallan Consultancy Dave Ettl called the meeting to order. Introductions were given. Approve January 6 minutes . The minutes from the January 6 meeting were reviewed. The minutes were approved as presented. Sub Committee Updates: . Administrative Workgroup: Ettl reported that the Workgroup met to discuss the . . importance of momentum for the group. The initiative needs to be taken to the next phase and.the media might be a good source. Community Ass essment: DeVilleneuve reported that the subcommittee is working with the Yakima School District and Dr. Beraza on the school assessment surveys. The committee hopes to get the survey out to students in the next month. Magallan added that the subcommittee is working on creating a community profile. The perspectives are crime analysis, Yakima School District issues and concerns (both students and teachers), and available resources. All of the components have been developed but the behavioral health assessment needs to be completed. . Currently the committee has identified 70 providers in the Yakima area. Twenty agencies deal with at -risk youth and to date, fourteen have been interviewed. There is a concern with the limited number of Spanish speaking counselors. Currently, there aren't any consolidated efforts in regard to gang efforts. The reasons for this are: lack of funding available; it is referral based; the facilities are not conveniently located; and there isn't communication between the agencies. The Community Profile is in its final stages. A draft will be available the March meeting. Intervention: True reported that the Intervention Subcommittee met today. The Committee is working on developing a referral system in conjunction with the Yakima Police Department. The Committee will be meeting again on March 3rd at 3 p.m. Prevention: Gutierrez reported that the subcommittee will be meeting on February 17 at 6pm. Suppression: Hughes reported that the subcommittee meets the last Thursday of the month at 4pm at the Yakima Police Department. The Committee is developing a list of resources available for gang suppression. Old Business: GFI Mission Statement: Merryman distributed copies of the mission statement that was approved during the retreat. After discussion, Hughes motioned.to accept the mission statement as written. Beraza seconded the motion. The motion passed, however two members voted against the motion. Yakima County Gang Collaborative o Federal appropriations update: Morales stated that there's federal money available for cooperative gang efforts. He suggested that in order to access the funds, the County Gang Coalition and the City GFI Committee prepare a joint funding request. United Way Indicators Project: The United Way is working on a catalog of resources. Retreat #2: There was discussion about having a second retreat. It was decided that March 19 was the date. It would be held at CWCMH and will begin at 8am. Proposed Gang Legislation Overview: Martinez reported that the proposed gang legislation bill was dropped in the House. It is still in Committee in the Senate where there are more proponents. Hopefully the Senate will be able to move the Bill to the next level. There was discussion about sending a letter supporting the Attorney General's Gang Legislation. Ettl and Merryman will prepare and submit a letter on the Steering Committee's behalf. The $750,000 appropriation (earmark) is dead. • New Business: Gang Awareness and At- Risk -Youth Training OJJDP Gang Grant: Merryman had a copy of the OJJDP Juvenile Justice Bulletin with an Evaluation of OJJDP's Gang Reduction Program.
