ITEM TITLE: Resolution to authorize a contract supplement to the Maul, Foster
and Alongi contract(2014-180)to add additional tasks for clean-up
at 2312 West Nob Hill Boulevard

SUMMARY EXPLANATION:
The City of Yakima established a contract for professional engineering services in 2014 for the
purpose of developing and implementing a clean-up plan for the former Tiger Oil site at 2312
West Nob Hill Boulevard. The engineering firm (Maul Foster Alongi, MFA) has managed the
clean up of the site, as funded primarily from the Department of Ecology. This contract
supplement represents two additional tasks for MFA to perform under the contract with the City of
Yakima.Adequate grant funding still exists from Department of Ecology Remedial Action Grant
to cover this Supplement.

RESOLUTION NO. R-2020-
A RESOLUTION authorizing a Supplement to the Professional Services Agreement
with Maul Foster Alongi, Inc. (MFA) to prepare additional tasks in
the remedial design and construction oversight for the
environmental cleanup of the former Tiger Oil site at 2312 West
Nob Hill Boulevard.
WHEREAS, the Yakima City Council established that the environmental cleanup
and redevelopment of the former Tiger Oil property at 2312 West Nob Hill Boulevard is both
an "Economic Development" and "Improving the Build Environment" priority; and
WHEREAS, the Washington State Department of Ecology has provided funding for
the cleanup of this site exceeding $1.2 million with budget reserve still available for this
supplement; and
WHEREAS, the City of Yakima entered into a contract with Maul Foster Alongi, Inc.
(M FA) in 2014(Contract 2014-180)to prepare the engineering plans and manage the clean-
up of the site; and
WHEREAS, the Scope of Work and Budget included in this Professional Services
Agreement meet the needs and requirements of the City of Yakima for this project;therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to execute Contract Supplement 6 of the
Professional Services Agreement with Maul Foster Alongi, Inc. (MFA) attached hereto
and incorporated herein by this reference not to exceed One Hundred Fifty-Six Thousand,
One Hundred Thirty-Six Dollars ($156,136) to provide the Professional Services as
described in the tasks of the Agreement, now, therefore,
ADOPTED BY THE CITY COUNCIL this 17'h day of March, 2020.

Task 211—Semi-Annual Groundwater Monitoring & Soil Vapor Probe Monitoring Events 2020- 2021
Continue to assess the groundwater quality and the effectiveness of interim remedial actions that have
been conducted at the site. Evaluate key data parameters in support of Natural Source Zone Depletion
through grounUw'ater and soil vapor data and data analysis. Provide data support for decision making
regarding additional actions that may be needed to achieve a satisfaction of consent decree.

Facilitate ongoing and consistent communication between the Washington State Department of Ecology
(Ecology), City of Yakima (City), and Maul Foster & Alongi, Inc. This task includes providing quarterly
project progress reporting, budget management and invoicing, and responding to City and/or Ecology
communications related to invoicing, budget tracking, and other requests.
Task Z3--|nd#or & Ambient Air Quality Assessments (Zevents)
Continue to assess the indoor and ambient air quality at adjoining businesses (Xochimilco Mexican
Restaurant, Barber HQ, and 1 Up Games) after previous completion of interim actions to reduce the
potential o[ petroleum vapor intrusion.

SCOPE OF WORK
TIGER OIL WEST NOB HILL BLVD SITE, YAKIMA,WASHINGTON
Task 21—Semi-Annual Groundwater Monitoring & Soil Vapor Probe Monitoring Events—2020-
2021
Purpose:
Continue to assess the groundwater quality and the effectiveness of interim remedial actions that have
been conducted at the site. Evaluate key data parameters in support of Natural Source Zone Depletion
through groundwater and soil vapor data and data analysis. Provide data support for decision making
regarding additional actions that may be needed to achieve a satisfaction of consent decree.
Scope:
This task includes:
• Perform fieldwork, laboratory analysis, and investigation-derived waste disposal in accordance
with the Groundwater Monitoring Plan
• Complete data validation, data analysis, and reporting following each semi-annual monitoring
event
Schedule:
• Semi-annual monitoring events will continue to be conducted in May and November of 2020 and
2021
Assumptions:
• Assumes two (2) monitoring events (semi-annual sampling) consistent with the Groundwater
Monitoring Plan
• Report will be issued in electronic and hard copy format.
Deliverables:
• Semi-annual groundwater monitoring summary reports (two [2] total provided in letter report
format consistent with prior reports)
Task 22—Project Management 2020-2021
Purpose:
Facilitate ongoing and consistent communication between the Washington State Department of Ecology
(Ecology), City of Yakima (City), and Maul Foster& Alongi, Inc. (MFA) team to ensure the entire team is
apprised of findings regarding the site's ongoing groundwater quality assessments, data interpretation,
potential long term site management options, and compliance with the amended consent decree.
Scope:
MFA will participate in meetings and/or conference calls with Ecology, City, and City-identified individuals,
as appropriate; and will schedule and coordinate with MFA staff, Ecology, City, and other appropriate
parties to complete this scope of work. This task includes providing quarterly project progress reporting;
budget management and invoicing; and responding to City and/or Ecology communications related to
invoicing, budget tracking, and other requests.
Assumptions:
• Project status conference calls will be held on an as needed basis
• Attend project status meetings, to be held in the Yakima area, on an as needed basis. Note: the
current scope of work does not include budget nor allotted time for status meetings

Deliverables:
• Quarterly Progress Reports (in letter format) for the 2020 - 2021 biennium (four [4] total reports
per year)
Schedule:
• Activities will be conducted throughout the life of the change order associated with this scope of
work
• Progress reports will be issued quarterly
Task 23—Indoor&Ambient Air Quality Assessments (2 events)
Purpose:
Continue to assess the indoor and ambient air quality at adjoining businesses (Xochimilco Mexican
Restaurant, Barber HQ, and 1 Up Games) after previous completion of interim actions to reduce the
potential of petroleum vapor intrusion.
Scope:
This task includes:
• Coordinate with adjoining businesses' owners/tenants to obtain site access for air quality
assessments
• Perform fieldwork and laboratory analysis
• Complete data validation, data analysis, and reporting following each indoor& ambient air quality
assessment event
Schedule:
• Air quality assessments are anticipated to be conducted after completion of groundwater
monitoring events and evaluation of the data
Assumptions:
• Report will be issued in electronic and hard copy format.
Deliverables:
• Technical Memos (two [2]total provided consistent with prior memo)
