Commissioner Leita said he carefully compared the proof to • the recommendations made by the BOCC and the Council at the joint meetings in 2010. and he is satisfied that the recommendations have been incorporated into the Plan. City Council and staif were encouraged to review the complete document as soon as possible and to send any ' • comments to County staff. City staff will also check on notice requirements, If there are no complications with the process, the Plan will go to the BOCC and to the City Council for • GpprovG|onFebruary15. Work program and pending items of the Committee: Commissioner Leita and Vern Redifer led a discussion of the current work program. 1. West Valley Neighborhood Plan — Finalize (will be accomplished soon) 2. Inter-Local Agreement for GMA Implementation a. Public-Private Infrastructure Funding Models b. Common Development Standards for Streets and Infrastructure c. "Joint Board" RV|e, Function — Intergovernmental Committee Role, Function 3. 4-Party Agreement and ToUing Agreement • 4. Drainage Improvement Districts 5. Coordination of Terrace Heights East — West Corridor • O. Consolidation of City-County Divisions ? Ahtonunn& Wide Hollow Comprehensive Flood HazardP|en • The County will finalize the work plan for the next meeting. Vern Redifer noted that the County would like to have the Flood Hazard Plan adopted by June 2011 Kathy Coffey asked that a briefing be done at the next |G meeting so the Committee can discern and decide what the next action should be. Courthouse streetscape estimate: The County's estimate for sidewalks on MLK is $110.000 and the estimate for 1st Street to the starting point on ^A" Street is $280.000. Their recommendation is that the County pay for the MLK portion and the City to cover the 1 st and A' Street portions. The County will take care of the bidding and design as one package. Michael Morales asked if loan package similar to the previous work on 2nd and ''A" Streets could be utilized. He noted that the City has not budgeted for the work in 2011. Mr. Redifer said yeo, a similar loan package could be used and the work may not happen until 2012—oV payments scheduled to begin in 2012 would work. Michael Morales said he will check with Finance on the details. He suggested that the City Council Economic Development Committee could discuss the proposal because they oversee C>YF|.projects. Councilmembers Ensey and Coffey agreed the proposal can go forward for discussion with the Economic Development Committee. 11' • • The next meeting of the Intergovernmental Committee will be February 22.
