Approve December 2 minutes: The minutes from the December 2nd meeting were reviewed
and approved as presented.
Committee Updates:
0 Administrative Workgroup
411) • GFI First quarter review
Magallan reported that the GFI contract requires a report to the City
-. Council. The report should include a timeline and a clear definition of the
relationship between the GFI and the City. A job description for the
coordinator needs to be formalized.
0 Community Assessment
The Community Assessment group has met three times. The Crime
Analyst is compiling data relative to how many gangs in the area vs gang
affiliated, age violations, and seasonal reports. In addition, he will create
a map to include graffiti, home invasions, etc. The collection system has
been in place for some time, but gang data has only been entered for
about one year. The new Spillman system will provide high speed,
accurate information.
Behavioral health is also being analyzed. The data will indicate agencies
available, what they are doing and how effective they are. Most
agencies have no training on grant issues, culture or intervention. Very
few agencies have outreach into the community. There is a need to
educate and reach out to the community and to get parents involved.
There was a discussion regarding payment for behavioral health
charges. The City hopes to have an update on Church involvement.
III o Suppression
The Suppression Committee has not met this month.
o Prevention
No report.
o Intervention
The Intervention Committee met today. They will be meeting the 1
Thursday of the month at 3pm. The Committee invited Sgt. Hildebrand
to the next meeting. The group is hoping to create a referral system to
give kids who have the potential to get involved with gangs or who are
trying to find a way out of gangs.
New Business
o United Way Indicators Project
United Way is doing an assessment and the GFI Steering Committee will
be involved with it.
o Yakima County Gang Commission
The last County Gang Commission was very good. There is a need to
clarify Steve's position, especially when hiring the new coordinator.
There was discussion about salary funding from the Commission. We
need to be part of the other groups when it comes to funding requests.
o Televised GFI Steering Committee meetings
There was discussion about televising the meetings. There needs to be
more public awareness of what we are doing.
o Retreat #2
There was discussion about having a second retreat. The suggested
dates were: March 12 or 19 at 8:00 a.m.
o Member tasks
Coffey thanked the Committee for their commitment and introduced
Dave Ettl as the new GFI Chair.
Old Business
o Proposed Gang legislation
There was a brief discussion about the legislation that Ross and others
are writing in addition to the Attorney General's filing.
The next meeting of the Steering Committee will be February 3, 2011 at 4:00 p.m., in the
YPD training room located on the second floor of the Police and Legal Center, at 200 South
Third Street.
