Minutes for Meeting on January 22, 2020
Call to Order
Commissioner Mann called the meeting to order at approximately 5:30 P.M.

V. Approval of November Meeting Minutes
It was motioned by Commissioner Edmondson and seconded by Commissioner King to
approve the meeting minutes of November 13, 2019; the motion carried unanimously.
VI. New Business
A. Fruit Row Application
Associate Planner Trevor Martin provided a Historic District Review Policy for the
Commission to review. He informed the Commission that the City is nearing the final steps
in the application process for Fruit Row (N 1st Ave from Yakima Ave to D St) to be on the
National Register of Historic Places. Property owners will be informed before the City
submits the nomination form, and will be invited to attend a future Historic Preservation
Commission meeting.
Audience member George Pechtel spoke on his work with staff to get this project started
and thanked staff and the Commission for their work on this effort.

B. Northwest Vernacular Contact
Martin stated that the contract has been signed by DAHP (Department of Archaeology
and Historic Preservation) and Northwest Vernacular for NW Vernacular to execute a
reconnaissance -level survey of Naches Parkway, which is due to DAHP in September of
2020. Yakima City Council must adopt a resolution to accept the grant from DAHP, which
is scheduled to occur on February 4, 2020. NW Vernacular will present a report to the
Commission on the survey results and perhaps to the Planning Commission as well. He
explained that after the survey is complete, the next step would be to develop local design
standards for the district. The southern portion of Naches Ave may be pursued for a
historic nomination as well at a later time.
VII. Other Business
Martin indicated that he is still advocating for the City to receive a portion of the funds from
the Yakima County recording fees that are to be set aside for historic preservation efforts
as described in House Bill 1386 (2005-06). Martin also informed the Commission that he
voiced on the annual survey sent by DAHP that Yakima has not received any of this
funding. Brief discussion took place on the desire for a matching grant that could help
homeowners in the Naches Parkway area to improve the facades of the historic homes.
It was mentioned that there is new signage at Trolley Barn.
VIII. Adjournment
A motion to adjourn to February 26, 2020 was passed with unanimous vote. This meeting
adjourned at approximately 6:02 p.m.
