A RESOLUTION declaring an emergency and ratifying the City Manager's approval of all
applicable documents to allow for the repair of a section of the existing
plumbing located at the City of Yakima Public Works Complex.
WHEREAS, Article VI, Section 6 of the City of Yakima Charter and Yakima Municipal
Code Chapter 1 80 provide that the City Council may declare an emergency dispensing with the
necessity for bidding for services, material, and equipment and supplies costing more than
$25,000, and
WHEREAS, the domestic water supply lines serving the complex are deteriorated and in
need of replacement; and
WHEREAS, due to the continuous deterioration of the pipes, a catastrophic failure can
be anticipated at any time, and
WHEREAS, during construction to repair collapsed flooring at this location, said pipes
have been uncovered, and
WHEREAS, the apparent least cost strategy is to establish different supply sources and
install new piping overhead, inside the buildings, and connect existing fixtures to the new supply
source immediately, while the floor is currently excavated, and
WHEREAS, due to inclement weather and exposure, immediate repairs are required,
and
WHEREAS, quotes have been obtained, and the total cost is estimated to be $73,000
exclusive of tax, with $10,000 reserved for contingencies, and
WHEREAS, the City Council finds that it is in the best interest of the City to declare an
emergency and authorize the execution of all necessary documents to repair the existing water
supply lines at this location, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA.
An emergency is hereby declared and the City Manager's authority is hereby ratified, for the
approval of all applicable documents required to repair the existing water main lines at this
location, without calling for bids

SUMMARY EXPLANATION
Public Works respectfully requests City Council consideration of a resolution declaring an
emergency condition and waiving the formal bid process in order to repair deteriorated water
main lines, which have been exposed during construction
History:
The City of Yakima Public Works complex was developed in 1974 Installation of the domestic
water supply lines to all of the buildings in the complex was completed at that time using
underground galvanized pipe Over the years, underground electrolytic activity has been taking
place eroding the pipes from without and within A primary indicator of the worsening situation
has been discoloration of the water in the drinking fountains To allay any concerns from staff as
to the health safety of drinking this water, water filters were installed throughout the complex.
Due to the continuous deterioration of the pipes, a catastrophic failure can be anticipated at any
time

Current Conditions.
In the summer of 2009, in anticipation of a potential failure, two new water meters were installed
to supply two of the three major buildings An existing water meter is available to supply a third
major building
Due to collapse of a section of flooring in the parking garage, a construction project was
approved to replace the damaged floor During excavation, many of the domestic water supply
lines serving the complex buildings were uncovered The exterior condition of the pipes is
deteriorated to the point that the pipes must be replaced Because the condition of the
remaining pipes is the same as the exposed pipes, a replacement strategy must be developed
The apparent least cost strategy would be to establish different supply sources and install new
piping overhead, inside the buildings, and connect existing fixtures to the new supply source
Adopt resolution declaring an emergency and ratifying the City Manager's approval of all
applicable documents to allow for the repair of existing water main lines located at the City of
Yakima Public Works Complex.
Quotes have been received for repair of the water main system The total cost of repair is
estimated to be $73,000 exclusive of tax, with $10,000 reserved for contingencies
The water main system is critical to the operation of the Public Works complex. We are
requesting approval for emergency repairs so we may proceed with the necessary repairs as
soon as possible, to ensure that a catastrophic failure does not occur
