HomeMy WebLinkAboutR-2010-157 Yakima Management Group 2011 Pay and Compensation; YMC 2.20.116RESOLUTION NO R-2010-157 A RESOLUTION concerning City of Yakima Management Group pay and compensation, cancelling the annual Management Group employee's pay and compensation adjustment provided by YMC 2.20116 for management employee compensation, effective for the calendar year 2011, as provided in YMC 2 20 116 (C) WHEREAS, the significant economic stress that has befallen the nation, the State and the City of Yakima has caused the City Manager to consider many measures intended to respond to considerable declines in City revenues and reach a balanced budget; and WHEREAS, one of the measures considered to address reduced City of Yakima revenues and to respond to the necessity for budget reductions is a Management Group wage freeze accomplished by cancellation of the Management Group Pay and Compensation Adjustment provided by Yakima Municipal Code Section 2.20 116, for the calendar year 2011, and WHEREAS, in accord with Yakima Municipal Code 2 20 116(C), legislation cancelling the Management Group Pay and Compensation Adjustment must be approved by the City Council at least fifteen (15) days before the Pay and Compensation Adjustment implementation date of January 1, 2011, and WHEREAS, the City Council finds that it is in the best interest of the City of Yakima to freeze City Management Group wages by cancelation of the Management Group Pay and Compensation Adjustment for the calendar year 2011, in order to respond to the reduced revenues experienced by the City during the recent economic downturn, Now, Therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA. In order to accomplish a City of Yakima Management Group wage freeze for calendar year 2011 the City of Yakima Management Group employee's Pay and Compensation Adjustment provided under City of Yakima Municipal Code Section 2 20 116 is hereby cancelled for the calendar year 2011, as a necessary response to the declines in City revenue and the urgent need to maintain a balanced budget. ADOPTED BY THE CITY COUNCIL this 14th day of December, 2010 ATTEST Micah Cawley, P or 1 • • • BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT Item No ' 15 For Meeting of December 14, 2010 ITEM TITLE Resolution concerning City of Yakima Management Group pay and compensation, cancelling the annual Management Group employee's pay and compensation adjustment provided by YMC 2 20 116 for management employee compensation, effective for the calendar year 2011, as provided in YMC 2 20 116 (C) SUBMITTED BY Dick Zais, City Manager Jeff Cutter, City Attorney CONTACT PERSON/TELEPHONE Jeff Cutter, 575-6030 SUMMARY EXPLANATION In order to address budget shortfalls due to reduced City of Yakima revenues anticipated during the 2011 calendar year, the City of Yakima Management Group has agreed (for a second consecutive year) to a wage freeze for the 2011 calendar year In order to accomplish this freeze the City Council must approve legislation cancelling the application of the Pay and Compensation Adjustment for calendar year 2011 The savings attributable to the Management Group for the 2011 calendar year wage freeze is estimated to be approximately $140,000 for each one percent wage adjustment based upon the 2010 pay ordinance In addition, as you are aware, the City Manager has taken the equivalent of a 5% pay reduction in unpaid furlough days for the balance of his tenure and retirement from the City This is a budget savings of approximately $4,600 Resolution X Ordinance Other(Specify) Contract Mail to (name and address) Phone Funding Source APPROVED FOR SUBMITTAL.
