SUMMARY EXPLANATION:
Attached for City Council approval is the City of Yakima Engineering Division's 4th Quarter
2019 Capital Improvement Projects Memorandum and Project Spreadsheet to provide updates
on current Capital Improvement Projects from the Water/Irrigation, Wastewater/Stormwater,
Streets, Traffic and Engineering Divisions. The project list assists in the planning of current and
upcoming projects. It helps the divisions coordinate their work efforts so that, for example, a
street is not rebuilt or seal coated prior to scheduled underground work within the same street.

SUBJECT: 2019 Capital Improvement Projects: 4th Quarter
INTRODUCTION
This Quarterly Report is intended to provide an overview of the City's capital improvement projects
for the 4'h Quarter of 2019, including current project status, milestones, and any new
developments that may significantly alter the schedules or costs of the projects. This narrative
discusses Water/Irrigation Division, Wastewater/Stormwater Division and Engineering Division
projects.
Garfield Elementary Safety Improvements
This project will make various pedestrian safety improvements in the vicinity of Garfield
Elementary School, such as, constructing sidewalk, improving roadway crossings and installing
flashers. Funding for this project is from a Safe Routes to School grant in the amount of$180,000
plus $80,000 in CDBG funding from "The Seasons" loan payoff. The low bidder was Nelson
Construction Company out of Walla Walla with a low bid of $206,758. Construction began June
17'h, the first day school was out. As the School District had requested one-way streets along the
school on Jerome and Fairbanks, we held a public meeting May 29'h to present the proposal to
the parents, teachers, neighborhood and the community. After Council reviewed and passed the
proposed Ordinance, signs and pavement markings were installed as required. The utility,poles
were finally removed and Spectrum finished the four 5'x5`sidewalk panels mid-November.

McClure Elementary School Safety Improvements
This project will make various pedestrian safety improvements in the vicinity of McClure
Elementary School, such as, replacing and constructing sidewalk, improving roadway crossings
and installing a rectangular rapid flashing beacon at the crossing of 24'h Avenue and Viola Avenue.
The project will also construct sidewalk on Lila Avenue between Karr Avenue and 24'h Avenue.
Funding for this project is from a Safe Routes to School grant in the amount of$270,000. Design
funds were obligated on July 3, 2018. The required preliminary engineering surveying has been
completed and design of the project has begun. Right of way acquisition continues this year and
construction will begin in the summer of 2020 after school is out.

North 1st Street Corridor Revitalization - `N' Street to SR-12 (Phase 1)
North 1st Street Corridor Revitalization - `N' Street to MLK Jr. Blvd.
(Phase 2)
In 2010, the City received a $25,000 planning grant through Yakima County SIED funding for the
first segment of this project; a comprehensive approach to planning for future improvements to
North First Street from "A" Street to the US-12/I-82 Interchange. The North First Street
Improvement Study was performed in 2011 to develop a design and action plan to address
potential arterial street design alternates including an analysis of resulting traffic flow, streetscape
and landscape improvements, and required utility upgrades. The final study document was
adopted by City Council on October 11, 2011.
Phase 1: The City applied for and received STP Federal Funds in the amounts of $250,000 for
preliminary engineering and $2,718,000 for construction. We also applied for and received TIB
funding for$1,000,000; and we added $1,022,000 of local sewer, water and storm drainage funds
and finished the funding with $1,379,000 of gas tax. After a low bid of$4,302,953, Tapani Inc. of
Battle Ground, WA started project work mid-March. Construction is now complete.
NEW * * Phase 2A. 'N' Street to `J' Street, we propose to break-out and design and construct
this portion of Phase 2 in 2020. We propose a combination of several funding sources such as
remaining TBD funds, Water, Sewer, StormWater and other funds. Huibregtse Louman and
Associates (HLA) is separating the design of this project phase from existing design. This phase
is expected to be $3.5 million dollars.
Projected Completion Date. 4th Quarter 2020
NEW* * Phase 2B: 'J' Street to MLK Jr. Blvd., construction is estimated to be about$8,000,000
and is scheduled to be funded with a Federal INFRA Grant,TIB Grant, and Stormwater and Water
Enterprise Funds. Huibregtse Louman and Associates (HLA) is designing the project. Due to the
amount of work included in Phase 2A, and the amount of impacts that it will have to traffic,
businesses and private utilities, it has been determined to split Phase 2 into two phases. Phase
2A will perform the construction from MLK Boulevard to 'J' Street. Phase We continue to seek
a Federal INFRA Grant and/or other grant funding; we will re-apply,for a TIB grant as well. HLA
is in the process of completing the design. The application for the INFRA Grant, (federal funds),
will be to complete the remaining project construction of N 1st Street southerly to MLK Jr Blvd.
and include the East-West Corridor from 1st Street to approximately,9th Street.

Cascade Mill Redevelopment Project
This project includes multiple tasks to redevelop the former 225-acre Boise Cascade Mill. Yakima
was awarded $23,446,000 in LIFT funding (Local Infrastructure Financing Tool) from the State of
Washington to create a Revenue Development Area that will assist in the transition from the
former mill to a mixed use economic catalyst including creation of an estimated 4,500 light
manufacturing, office park, commercial, retail and entertainment jobs.
The current status of the project includes:
1. The Interchange Justification Report (IJR) was approved on February 22, 2017. The
purpose of the IJR is to provide freeway access to a proposed east - west roadway that
will connect Terrace Height to north Yakima, and thereby, provide direct access from the

1-82 to the former sawmill site. Design of the preferred alignment of this east-west roadway
west of the interstate is nearing completion, after which the NEPA documentation will be
finalized. The "Connecting Washington" legislation approved last fall provides funds for
the improvements to 1-82, as well as, the bridges over the interstate and Yakima River.
2. Design of a North to South City Boulevard-type Street that will provide access to the mill
site. City of Yakima is project lead. The first phase of this project that constructed the
southernmost 500 feet of this north-south road (named Bravo Company Boulevard), along
with a roundabout that connects Bravo Company Boulevard to Fair Avenue, Lincoln
Avenue and MLK Boulevard has been completed. The construction was done by Granite
Construction Company for a cost around $2,425,000. In mid-December 2016, the City
supplemented the professional services agreement with Lochner to complete the design
of Bravo Company Boulevard from where it currently ends to its connection with 'H' Street
at the intersection of 7'h Street. The design of the extension of Bravo Company Boulevard
is about 90% complete. We are still working with the property owners on acquiring the
right of way necessary to construct this section of the roadway. Due to the Yakama Nation
appeal of the SEPA, it has been determined to perform NEPA on the entire East-West
Corridor/Bravo Company Blvd. Roadway Yakima County will be the lead agency and
NEPA will be performed under FHWA direction. The City is participating in the NEPA is a
vital project sponsor. On May 2', a second meeting was held with the Yakama Nation
and other relative agencies as NEPA stake holders to continue work on the NEPA for the
roadways and associated landfill cleanup. It is still hopeful that NEPA will be completed
in early 2020, and construction of Bravo Company Blvd. could begin later that year. The
City is working closely with the DOE and is close to a conclusion of a plan to cleanup under
the proposed roadways and associated landfill.
3. Preliminary Design and alignment of"East-West Corridor Road" - Yakima County project
lead for the portion that will stretch from the extended Bravo Company Boulevard to
Butterfield Road in Terrace Heights. The existing 'H' Street corridor will be improved from
North 1st Street to 7th Street as part of this project. NEPA review is scheduled for the
County portion of this project. SEPA review is scheduled for the portion that is under City
purview. On April 17'h, an open-house / "listening session" was held for the public to
provide project information and collect feedback from the community regarding the
proposed improvements. Approximately 100 people were in attendance.
4. Grant funding research, permitting and options for clean-up and remediation of former City
of Yakima municipal landfill has begun. The Department of Ecology (DOE) terminated the
Voluntary Cleanup Program that the City had entered into for this property on April 26,
2016. On June 19, 2018, the City signed the Agreed Order (AO) with the Department of
Ecology for the cleanup of the site. The AO became official on July 10'h. The City is in the
process of developing the draft Interim Action Work Plan, which is required by the AO.
5 WE applied for a Federal BUILD grant that was unsuccessful We are again applying for
up to a $25,000,000 federal INFRA grant which would construct part of the East-West
Corridor from 1s' Street to approximately 9th Street, and it would include North 1st Street
Corridor Revitalization 'J' Street to MLK_Jr Blvd (Phase 2A& 2B).
6. TheYakamaNationwithdrewtheirlawsuitafterthecitywithdrewthedeterminationofnon-
significance. The city is on a path to alleviate the concerns expressed by the Yakama
Nation and is going through the formal process to ensure the project complies with N EPA
♦ Projected completion dates:
• Fair Avenue Roundabout completed: 1st Quarter 2016.
• IJR Approval: 1s' Quarter 2017.

• Landfill cleanup: The interim action plan should be completed in late 2018.
• North-South Boulevard (Bravo Company Boulevard): 90%design plans have been
completed and it is anticipated that this project will go to bid early 2019.
• East-West Corridor: A professional services agreement has been entered into with
HW Lochner for the design of this project. Construction funds to construct the
modified interchange and new Yakima River Bridge become available in 2021.
Fruitvale/34`h Avenue and River Road/34`h Avenue Roundabouts
The City was successful in obtaining a $914,000 grant for the design and construction of two
roundabouts to improve traffic flow and safety at these closely spaced intersections. Preliminary
Engineering funds have been obligated and the design has begun in earnest. We have met with
employees from WSDOT Traffic Headquarters to discuss the design. They suggested many minor
modifications to improve the functionality of the roundabouts, which have been made. We are
continuing to design the project and have determined the area of potential effects, which is
necessary to complete the environmental documentation. Right-of-way acquisition has started
and environmental work continues.

Cowiche Canyon Trail
This project will construct a 10-foot wide pathway, including two bridges over Cowiche Creek from
Powerhouse Road to the existing Cowiche Canyon Trailhead. The trail will be approximately 2
miles long. Funding for the project comes from a $2 million "Connecting Washington" grant.
Perteet, Inc. has completed the 60%design plans for this project and a Property Owner's Meeting
was held on February 6, 2018. Following the Stakeholder's Meeting, we met twice with the
landowners that live near the project to get their input. Following the second meeting, which was
held on July 6, 2018, we believe that we have an alignment that will address their issues. Yakima
County has completed additional needed surveying. We plan on meeting with Cowiche Canyon
Conservancy and William O. Douglas representatives along with Perteet Engineering to determine
the"final" proposed alignment prior to setting up a meeting with Cowiche Canyon property owners.
Funds for the construction are now available from the State Legislature, construction will take
place in FY2020 at the earliest We are discussing split phasing; lower half in 2020 and upper
half in 2021. We continue to work on r/way ownership prior to proceeding with determination of
the final pathway alignment and further work/discussion with adjacent owners.

Spring Creek Road- Soccer Complex
This project will reconstruct and widen Spring Creek Road, 36'h Avenue and Sorenson Road to
three-lane roadways with curb, gutter, sidewalk and street lights to improve the access to the new
SOZO Soccer Complex. The City received a $900,000 SIED grant and a $900,000 SIED loan for
this project. By inter-local agreement, the City has signed an agreement with Yakima County
Engineering to aid in the design of this project and they are finalizing the 2' Phase.
TTC Construction of Yakima was the low bidder with a bid of$1,058,082.42. Construction started
April 29'h and was substantially complete in September. Street lighting has been installed and is
awaiting Pacific Power to connect electrical service.
Bidding for Phase 2 of work will take place this winter after the JARPA permitting for the wetland
mitigation is complete. The-2"' phase of construction hopefully begins in April.

River Road, 34th Avenue to 4Oth Avenue
This project improves River Road from 34'h Avenue to 40'h Avenue by reconstructing and widening
the roadway to a 3-lane section, with curb, gutter, sidewalk, dedicated bike lanes, street lighting
and a storm drainage system. A $1,000,000 SIED grant/loan was obtained for this project.
Selland Construction, INC of Wenatchee, WA, with a bid of $855,652.14,_started construction
May 8th and was substantially completed by the end of August. Street lighting has been installed
and is awaiting Pacific Power to connect electrical service.

Yakima Valley Trolley Barn & Museum Preservation (Enhancement
Funds)
Using State Enhancement funds, the City purchased the historic YVT Trolley Repair Barn and
Substation on January 31, 2008. Funding also allowed for repairs to the west and south walls
and the crane system. That work has been completed. Some funding still remains and will be
used to remove and replace approximately 120 feet of bad track starting at the intersection of
Yakima Avenue and 6'h Avenue, and continue southerly along 6'h Avenue. Paperwork for
environmental clearance has to be submitted specifically for this deficient crossing. No recent
activity.

Yakima Valley Trolley Improvements: Heritage Capitol Project Grant
This project will provide minor restoration of the YVT facilities and trolley system and add
enhancements to the Trolley Museum and property. Funding comes from a $50,000 State
Heritage Capitol Grant that has been awarded to the city. The funds were matched against Trolley
Volunteers labor and other improvement value plus$90,000 in construction completed by the City.
The project consists of many small projects such as reopening the Selah Gap by removing rock
slides that covered the rail in the Gap for over a year; replaced 12 trolley poles that were failing or
missing; purchased milled boards for the flooring in the Car Barn. Other work included interpretive
displays inside and outside the Trolley Museum; replacing 2 ineffective yard lights with six new
LED yard lights, Museum doors, etcetera.
We completed replacement of the Museum doorways, matching historic construction and
materials. The interpretive interior and exterior displays have been installed There will be final
wrap-up and clean-up by YVT-volunteers to complete the presentations.

Complete Streets Projects - Transportation Improvement Board (TIB)
Funding
Using a Transportation Improvement Board (TIB) grant of $500,000, we developed sidewalk
projects in five locations to build sidewalk near schools and where sidewalk is missing along
school routes.
The project areas are:
Swan Avenue: from McGuiness Park to Campbell Lane, south side;
(tying into sidewalk installed as part of Garfield SRTS project);
Race Street: from 8'h Street to Naches Ave., where missing;

(tying into sidewalk installed as part of Adams/Washington SRTS project);
Viola Avenue: from 4'h Ave. to 10'h Ave., south side;
(tying into and adjacent to Hoover Elementary);
Powerhouse: from Robertson School to Englewood, west side;
Prasch Avenue: from 16th to 20'h Avenues, south side — r/way needed; (construct 2020).
(tying into sidewalk as part of the McClure Elementary SRTS project);
With limited grant funding we were able to complete the first three projects. On Powerhouse we
only had funds to build the stromdrainage; sidewalk will need to be under a future project. ON
Prasch we purchased all but one piece of r/way needed; the last piece of r/way and the sidewalk
will need to be under a future project.

Transportation Benefit District (TBD) Projects (car tab fee revenue)
Using car tab fee revenues that the City of Yakima began receiving in 2018, and the list finalized
by Yakima City Council in December, 2017, Streets and Engineering Divisions have worked on
and are proceeding with the following projects:
1. Naches Ave. Sidewalk Project (Walnut to Pacific) - started in 2018 and will continue
through 2019 to remove problematic trees that are disrupting sidewalks, replant
acceptable trees, repair sidewalks add ADA ramps; $330,000. Tree removal is
complete. ADA ramps were installed up to Race Street. Expect ADA ramp installation to
be done by end of November; replacement trees are on order, planting this fall.
Remaining sidewalk repair to be done in spring 2020 Work is 70% complete.
2. 4'h Street Sidewalk Project (Walnut to pacific) - will start in 2019 to remove problematic
trees that are disrupting sidewalks, replant acceptable trees, repair sidewalks add ADA
ramps; $197,000. Tree removal is complete. Replacement trees are on order. Sidewalk
repairs and ADA ramp installation will take place next year. Work is approximately 30%
complete.
3. Mead Ave Sidewalk Project (27'h Ave to 28'h Ave) —will fill in a missing one-half block of
sidewalk; Right/way is needed. $17,000
4. River Road Improvement Project (34th Ave to 40th Ave) - started in May, 2019 to widen
the roadway, grind & overlay, add street lighting, add sidewalk, bike lanes, curb, gutter,
stormwater system; $118,000 (TBD funds to cover the SIED'-loan). Work is 90%
complete.
5. North 1st Street Revitalization Phase 2, "N" Street to "I" Street— ON HOLD would
have started in Spring of 2020 to upgrade water main and add stormwater system,
sidewalk, curb, gutter ADA ramps, grind & overlay of road, upgrade/addition of street and
ped lighting - $963,000 (Would have been funded by TBD funds through a 20-year bond).
♦ Projected completion: Due to passing of/-976 we will have to find a new funding source.
Yakima Convention Center Expansion
This project was established for the North Expansion of the Yakima Convention Center. The
expansion is approximately 18,250SF with an additional 8,000SF renovation. Construction will
begin this winter and last for 12-15 months. Bids were opened on 10/31/2019. The low bidder
is Total Site Services out of Richland with a low bid of $10,269001.24; within budget and after
additive selection remains in budget. The contract was awarded by Council on November 19'h

Water/Irrigation Division Capital Improvements Projects
Water Treatment Plant Intake Improvements
The project will evaluate the river and WTP intake structure for potential modifications and
improvements to maintain the existing river location and flows to into the intake. We are currently
working with Golder & Assoc. for Hydro-technical Engineering Support Services for design,
permitting, funding, construction bid and inspection support of a new intake and flood plain
stabilization structures. Dept. of Ecology has issued a Watershed grant for $250,000 for this
project. City has budgeted $700,000 in 2019. A Cultural Survey was conducted and submitted. A
few stakeholder meetings have been held; comments from those meetings are being incorporated
into the design, as well as a river model being run to confirm proposed improvements. A meeting
was held to review model results and suggested modifications to the design. Currently applying
for "in river" permits and working with Yakima County on SEPA and Shoreline permits. Contract
addendum implemented to complete re-submission and re-design to meet Corps of Engineers
requirements. Comments were received from Corps of Engineers and redesign has been
complete and submitted.

Nelson Dam Replacement
This project will consolidate the river diversions for Fruitvale Canal, Naches Cowiche Canal and
Old Union Canal with the existing diversions at the Nelson Dam. We are working on fish
screen/intake project options. Discussions are continuing with the Bureau of Reclamation (BOR),
Washington Department of Fish and Wildlife, Yakima County, National Marine Fisheries Service,
Yakama Nation and Bonneville Power Administration (BPA) on project design and options. A
water right change in point of diversion has been approved by Ecology. An Interlocal Agreement
with Yakima County is in place to fit with their flood plain restoration projects. Stakeholders
meetings are being held to determine possible design options. Applying for Fish Barrier Removal
Board grant funding, requesting just over $4M. Currently budgeting $5,000,000 in 2020, with
balance of project in 2021 --$4.7M from County; $6M Bond; CIP reserves. BOR, BPA and Yakima
Basin Integrated Plan funding to be determined.A$1.8M design and permitting contract is in place
with HDR Engineering. Final design and bid documents are scheduled to be complete in
December 2020.
Projected completion date: 4'h Quarter FY 2021
Hathaway Street Waterline Replacement Project
This project installed 2,650 ft. of 12-inch DI waterline Hathaway Street between N. 6'h Ave. and
N. 16th Ave., including crossings, services, valves and hydrants. The existing 16-inch OD Steel
water main has deteriorated and required periodic repair due to leaks. Replacement of the line
reduces unscheduled repairs, as well as improve system operation. The project was
coordinated with Wastewater Division improvements along the same portion of Hathaway
Street.
HLA Engineering and Surveying, Inc. completed the project design and specifications. Sealed
bids were received from five (5) contractors and opened on November 30, 2018, with a low bid
of$1,106,021.39 being offered by P.O.W. Contracting, Inc. of Pasco, WA. On July 3, 2019 the
project was deemed Substantially Complete and all work is 100% complete. Final project close-
out is being completed.

Wastewater Division Capital Improvements Projects
Pipe Rehabilitation - General
The Wastewater Division has identified pipeline segments that need to be rehabilitated or
replaced. In addition, the Wastewater Division identified areas where new manholes are needed
for access in order to perform the required maintenance on existing sewer pipes. Budget was
approved in 2017 to start a pipeline rehabilitation program to address these issues. The City
awarded a Professional Services Agreement with HLA Engineering and Land Surveying, Inc. to
provide engineering services specific to the identified needs through 2019.
2019 Scheduled Projects:
Wastewater Collection System Improvements — Priority 1
1750 LF of sewer pipe rehabilitation with 14 new manholes in various locations;
DW Excavating of Davenport, WA was awarded this project for $349,821.42;
Project is complete
Wastewater Collection System Improvements — Priority 2
7600 LF of sewer pipe rehabilitation by CIPP in various locations;
Insituform Technologies of Chesterfield, MO was awarded this project for$464,021.11
Project is complete
Wastewater Collection System Improvements — Priority 3
Project is complete (Hathaway Project)
Wastewater Collection System Improvements — Priority 4
Installation of approximately 1,340 linear feet of 12-inch diameter sanitary sewer main,
east from 52'Avenue, including five new manholes. This new gravity sewer main may
serve properties to the north and south, and provide a trunk main for sanitary sewer flow
from the west. Due to easementacquisition complications this project is inactive.
Wastewater Collection System Improvements — Priority 5
1100 LF of sewer pipe rehabilitation with 18 new manholes in various locations;
Project is in design phase, estimated to bid in Spring 2020
These and future projects will stabilize current conditions of the city's wastewater pipe system and
reduce infiltration of groundwater which will save treatment costs and limit the need for upgrades
to the Wastewater Treatment Plant. Future projects will be determined based on need and cost.
RFQ's were sent to consulting firms to continue this work starting in 2020 and HLA Engineering
and Land Surveying, Inc. was the selected firm. The new Professional Services Agreement will
be for 2020, 2021, 2021, and 2022.
In addition to these projects, City wastewater crews perform point repairs, manhole rehabilitations,
and other maintenance projects that add to the stabilization of the pipe system and reduce
infiltration of ground water.

Hathaway Street Wastewater line Replacement Project
This project installed approximately 1800 LF of 8-inch sewer main in Hathaway Street between
N. 6'h Ave. and N. 16th Ave., including side sewer services. This project consisted of installing
new sewer as well as replacing a failing sewer line and relocating it in Hathaway where the

current sewer is located between 6'h avenue and 8'h avenue in backyards. This project removed
existing connections from the failing sewer line to the new line installed in Hathaway.
Replacement of the line will gives City Maintenance crews better access to the sewer main,
reduces unscheduled repairs, as well as improves system operation. The project was
coordinated with Water Division improvements along the same portion of Hathaway Street.
HLA Engineering and Surveying, Inc. completed the design and the project. Bids were opened
on November 30'h, 2018. The low bid was awarded to P.O.W. Contracting of Pasco Washington
for$1,106,021.39. This project is complete.

Master Plan Updates
The Wastewater Master Plans for Sewer, Storm, and the Wastewater Treatment Facility are
being updated. The respective 2013 Akel studies for the Sewer Collections system and
Stormwater Drainage system require updates due to significant private and public construction
projects as well as the 2016 incorporation of the legacy DID system into the City Stormwater
Utility. The Yakima Regional Wastewater Treatment Facility (YRVVWTF) has undergone multiple
improvement projects since the 2014 Draft YRVWVTF Masterplan.
Wastewater staff has held consultant interviews for the three masterplans. Akel Engineering
Group from Fresno California was selected to perform the Wastewater and Stormwater
Masterplan Updates. RH2 Engineering, Inc. from Bothell Washington was selected to perform
the update to the YRVWVTF Masterplan. All Masterplans are scheduled to be completed by
years end of 2022.

Wastewater System Mill Site Preparation Project
In anticipation of additional wastewater flows from the Mill Site Development, the existing
wastewater system in Fair Avenue from the Target shopping center to Beech Street needs to be
upgraded. This work will entail upsizing existing sewer main line and installing new sewer and will
be completed in two phases.
Fair Avenue Sanitary Sewer Main Replacement (FA-6) - Project#2487A
Install 1,540 LF of new 15-Inch diameter sanitary sewer main by open-trench construction,
1,040 LF new curb and gutter, 620 SY new sidewalk; Hurst Construction, LLC of East
Wenatchee, WA was awarded this project for$1,159,555.06;
Project will begin in winter of 2020 and be completed early spring.
North Fair Avenue Sanitary Sewer Main Replacement (FA-5) - Project #2487B
Upsizing of an existing 10" sewer main to 15" by method of pipe bursting;
Project scheduled to bid late winter of 2020. Engineers estimate is $850,000.
Project will begin in spring of 2020 and be completed in the summer.
Best management practices evaluated the best methods to efficiently upsize existing active sewer
main lines in Phase B of the project. Current groundwater conditions as well as soil geology, pipe
alignment, disruptions to the public, scheduling phases of construction, as well as trenchless
technologies have all been evaluated to ensure the project is successful while mitigating impacts
to business owners in the area and the public.

HLA Engineering and Surveying, Inc. has been selected as the engineering design consultant to
design the project. Engineering continues on the project since January, 2019, construction is
anticipated in January of 2020 Estimated cost for the complete project is $2,500,000.

Catalvss Development Site Sewer Trunk Line and Storm Drain
Relocation Project
This project will install approximately 2,200 LF of new 12" gravity sanitary sewer through the
Catalyss Development Site that will allow the City to abandon the Carriage Hill Lift Station
located off of North 46'h avenue. Also included in this project will be the relocation of an existing
DID storm line into the roadway of the Catalyss Development Site.
Bids were opened on September 20'h, 2019. The low bid was awarded to KLE, Inc. of Yakima
Washington for$461,931.23. This project was substantially completed in December of 2019.

This project addressed localized flooding by constructing six projects in different areas of Yakima.
Project locations as follow:

The City selected Perteet, Inc. for design and construction management of the project. Project
bids were opened on March 28'h, 2019. Low bidder was Wheeler Excavation, Inc. of Benton
City, WA, with a bid of$964,102. Construction started early April and is now complete.

Northside Alleyway Pavement Project
This project will focus on alleyways between Cherry/Garfield and Lewis/Oregon that are failing.
We are reconstructing 4,000LF of the 15,000 linear feet of alley and alley approaches identified
in the North Alley Paver project as listed in the 2019-2024 Six-Year TIP.
In contrast to addressing the project's initial determination with dust abatement by applying
liquid dust control to existing gravel alleys, this project includes base preparation, the addition of
needed concrete alley approaches, then asphalt paving of alley segments. The nine alley
segments and associated approaches are bordered by Cherry and Garfield Avenues on the
north and south, and by Lewis and Oregon Avenues on the west and east.
Bids were opened on February 12, 2019. Of the six bidders, Wheeler Excavation, Inc. of
Benton City was low bidder at$934,102 The work is anticipated to be completed in November.

DID CIPP Rehabilitation
This project will install a cured in place pipe liner inside three sections of old Drainage
Improvement District pipe totaling nearly 4,000 linear feet. These sections of pipe are plagued
by heavy root intrusion and require constant maintenance to prevent root blockages and
backups.
The pipe segment locations are:
• Powerhouse Rd. from 23rd Ave.to 27'h'Ave., then southwesterly to 29th Ave. and
Lincoln.
• Midvale Rd`.from 67'h"Ave to 72"d Ave.
• Plath Ave. between 16" Ave. and 18'h Ave.
Bids were opened on December 4, 2019 Of the three bidders, Michels Corporation of Salem,
OR was low bidder at$244,498. Construction is set to begin in February 2020E

Wide Hollow Creek Berm Reconstruction
This project will reconstruct a berm north of Wide Hollow Creek that protects residents between
75th Ave. and 80t Ave. from being flooded.
Bids were opened on December 19, 2019. Of the five bidders, Selland Construction, Inc. of
Wenatchee was low bidder at $233,884 Construction is scheduled to begin in January 2020.

AFFIRMATIVE ACTION GOALS & W/M/DBE PARTICIPATION
Women, Minority and Disadvantaged Business Enterprises (W/M/DBE) utilization has been
included in the past but is not included with this report. The Engineering Division continues to
request apparent low bidders of public works contracts to document their efforts to achieve the
City of Yakima's goal of 10% MBE, WBE or DBE participation goal prior to contract award.
However, changes in state law due to the passage of Initiative 200 prohibit certain practices by
contracting agencies (i.e. the City) for the award of public works projects such as requiring
W/M/DBE subcontracting. While some contractors have voluntarily reported such information in
the past, we have not received any such reporting last year.
Although we do not receive such information voluntarily, the City must still meet certain of these
federal requirements and each contractor must comply with the Standard Specifications that are
included on each City Public Works Contract. The City is responsible to:
• Conduct pre-construction conferences during which Equal Employment Opportunities
(EEO) and City policies are discussed with the contractor.
• Monitor on-site compliance with the EEO and City policies.
• Ensure our contractors locate, qualify, and increase the skills of minority groups, women
employees, and applicants for employment as required by City policies.
• Ensure the preparation of required EEO and related reports.
