Y Coun�.il (o ^ . r •i tee M M inutes � � � 5 l '� a ,srvLm 2 si:.. i ✓ - awe::r mn- `„• . -uu. .t _.� -I Counci( Economic Development Committee Wednesday, December 1, 2010 3 p.m Council Members present: Maureen Adkison, David Edler, Bill Lover Staff Dick Zais, Michael Morales, Chris Waarvick, Mark Kunkler, Joan Davenport, Nancy Fortier, Joe Rosenlund, Scott Shafer, Arlene Carter, Jeff Peters Guests Jim Aberle, Mike Shinn — YVMH, Wendy Mifflin — Yakima County, Jamie Stickel, Jamie Lee Stickel — CDY, Yakima Valley Memorial Hospital (YVMH) Institutional Overlay / Master Development Plan / & Coordination with Barge Chestnut Neighborhood Plan Michael Morales introduced the YVMH plans Jim Aberle spoke about the proposed enlargement of the hospital campus and their planning process Jeff Peters outlined the items that will come before Council on December 7 and January 18 Mark Kunkler noted that the Barge Chestnut Neighborhood and the hospital are working together, but explained that the traffic calming plan and the hospital plan are separate, and that Council will consider them separately Mike Shinn provided some detail about how the proposed street vacations will affect the neighborhood Joe Rosenlund gave a brief explanation of the phases of the proposed traffic calming plan Potential DYBID Expansion Some businesses located at the west end of the current DYBID area have indicated interest in joining the DYBID Jamie Lee Stickel will contact the businesses and property owners Dick Zais said they must petition to be included in the assessment. Jamie Stickel asked about the potential for a PBIA in the North First Street area Michael Morales said that a Council committee has been formed and the group is beginning the visioning process Arts Giving Circle request: Councilmember Adkison explained that the Arts Giving Circle has requested additional information about the process to place public art in the downtown area Joan Davenport reviewed some of the unique characteristics of the central business district and provided some reference materials Maureen will forward the information to the Arts Giving Circle and the Art Commission Wastewater Local Limits Study Scott Shafer and Arlene Carter explained that local limits are established to protect the wastewater plan from discharges of specific pollutants and gave a brief overview of a recent local limits study Wastewater staff has been working extensively and successfully with the few local users that will be affected if the new limits are adopted by Council DOE has reviewed the study and has no concerns Scott Schafer noted that the members of the 4 -Party Agreement will also have to adopt the stricter limits The item will come to the full Council within the next few weeks Potential Curbside Recycling Program Councilmember Edler asked for and received information on the current processes He asked if it is time to move in the direction of a mandatory program Wendy Mifflin suggested that landfill space may dictate future • direction She noted that Yakima County is considering options to take yard waste and recyclables out of the regular waste stream Mr Edler asked staff to open a dialog with Yakima Waste Systems about their interest in continuing to provide curbside recycling for the City The next meeting of the Council Economic Development Committee will be Wednesday, January 5, 2011 Mitureen Adkison, Chair Date •
