202 South 8 Street: Archie Matthews reported that although Mr Perez is making good
progress on the rehabilitation, he was not able to complete the project by the December 1
deadline The Committee recommended an extension to June 1, 2010 The item will go to
the full Council for consideration on December 7
Update on NE lighting project: Michael Morales is working with YPD and expects to have a
list of recommended locations soon The information will be reviewed by the Neighborhood
Development Committee before it goes to the full Council
Fenton Avenue structure Archie Matthews reported that the engineering report
recommended demolition of the structure Approval from the state office of historic
• preservation was received the morning of December 1 Mr Matthews expects the
demolition to take place in the near future
Yakima Valley Memorial Hospital (YVMH) Institutional Overlay / Master Development Plan /
& Coordination with the Barge Chestnut Neighborhood Plan Representatives from YVMH
and various staff members briefed the Committee in preparation for Council public hearings
scheduled for December 7 Kathy Coffey noted that noise was an issue when she lived in
the neighborhood and asked how noise is being addressed Jeff Peters said noise is
included as an environmental impact and a number of mitigations have already been
considered and more may arise Councilmember Lover said he is concerned that traffic
may increase in the Barge Chestnut neighborhood if additional traffic lights are installed on
the surrounding arterials Joan Davenport said that a light on 28 Avenue is the one
certainty at this point, and it will occur in tandem with the construction of a large hospital
facility Other lights may or may not be needed over the next 30 years that the plan covers
Mark Kunkler talked about balancing the hospital's plan with the Barge Chestnut traffic
calming plan On January 18 Council will consider legislation for the YVMH plan and begin
the review of the traffic calming plan The YVMH representatives encouraged the Council to
consider setting aside the ROW vacation funds to be used for traffic calming measures
Licensing agreements for annual events Luz Gutierrez said the Cinco de Mayo Committee
would like to talk about a three -year licensing agreement similar to the agreements that are
in place for the Farmers' Market and the Hotshots tournament. Michael Morales noted that
41 the two that are in place are only for street closures, and that Cinco de Mayo and the Fresh
Hop Festival are different because partial parking lot closures are included He suggested
that Cinco de Mayo follow the existing process for their May 2011 event, but that work
should continue toward streamlining the process for all events to include street closure, use
of parking Tots and banner display

Ms Gutierrez thanked Councilmembers Coffey and EttI for participating in the Gang Free
Initiative listening event. She also reported that RCDR has been encouraged to apply for
CDBG program funding from the City of Wenatchee
