MINUTES
Council Committee Members Present. Maureen Adkison, and Kathy Coffey
Staff present: Dick Zais, Dave Willson, Greg Copeland, Mike Merryman, Joe Caruso,
Cynthia Martinez, Terri Croft.
Coffey called the meeting to order at 3 05
GFI Update
Merryman presented an updated organization chart effective as of the November 13
retreat. The assessment workgroup was identified during the retreat, and a vision
statement was drafted and adopted The mission statement is still in the draft process
Another retreat is tentatively scheduled for February 2011 It was noted that the student
representatives did an excellent job during the retreat
Zais reported that Attorney General Rob McKenna announced today that he is
requesting anti -gang legislations What he is introducing is sweeping legislation that will
encompass the three elements of prevention, intervention and suppression This model
is a composite of many of the previous legislative attempts Coffey recognized the
contribution City of Yakima Prosecuting Attorney Cynthia Martinez had made to the
draft legislation Zais has been advised the County Commission will be sending a letter
to the governor's office to request a meeting and recommended the GFI committee also
send a letter or follow up to express the urgent need for this legislation Merryman
stated that there was significance to the AG's selection of Yakima as the location for the
announcement for this legislation, not only in that it is "ground zero" for the gang issue,
but also as an example of the courage of a community to take action
II Memorial Hospital Parking Request
Copeland advised the committee that Memorial Hospital was requesting authority to
issue parking tickets for handicapped parking violations on their property The Police
Department has a history of issuing limited commissions to individuals for this purpose,
and there is statutory authority to do so Training and issuance of a limited police
commission would be required The Police Department has no opposition to this request.
This request can be given to the full Council for their information, however, the
Department has the administrative right to approve the request The committee agreed
that the Department should proceed

The Police Department monthly report was presented and reviewed Copeland advised
that some of the statistics may change as the case entry and associated reporting are not
final, however, the individual division reports are accurate Jail expenses are still running
under budget
The new nuisance property ordinance was discussed Caruso advised one particular
house had been a problem for two years for Code Enforcement, it has now been boarded
up and the tenants evicted The ordinance is working well and as intended Adkison
asked what happens after the houses are boarded up Caruso advised nothing really
happens with them, as there is no requirement in the code or ordinances as to how long it
can sit vacant
Willson announced that Chief Hines' last working day will be November 19
Coffey commented that there has been a great deal of graffiti out west Merryman
reported that one prolific juvenile tagger had been arrested in the past few days by a
School Resource Officer, and a case had been built that identified multiple victim
locations The Committee asked that Archie Matthews from ONDS be notified for clean
up and abatement of the graffiti locations
