Kathy Coffey welcomed the steering committee members and led the introductions
Approve October 20 minutes. The minutes from the October 20 meeting were reviewed
Martinez motioned to accept the minutes as presented and Adkison seconded the motion
The motion passed unanimously
Sub Committee Updates.
Assessment: DeVilleneuve reported that the subcommittee is working on developing
a mapping program looking at the City at large as well as individual neighborhoods
The purpose of the mapping program will be to identify assets in the areas as well as
concerns (i e lack of street lights) The mapping program will be in layers looking at
things like lights, alleys, vacant buildings, empty parcels, schools, etc Emphasis
areas will be northeast, southeast, and north central Yakima
The Assessment subcommittee is also looking at several survey models One survey
could be for youth regarding gang violence and be administered by the schools, one
survey could be for the inmates booked into the fails asking about their gang activity
The surveys are meant to show reasons for involvement (i e mental health,
background, family ties, etc) This type of screening is unique to the GFI and could be
a county -wide model

Administrative Workgroup. Coffey reported that the Administrative Workgroup met
and went over all the forms to include group responsibilities, personal responsibility,
and a confidentiality agreement. Some changes will be made Zais spoke about
working with the media and having a spokesperson for the group For the time being,
the media contacts will be Mike Merryman and Kathy Coffey
Suppression No report.
Prevention Gutierrez distributed a handout but no verbal report was given
Intervention No report however there was discussion about partnering with the
YMCA, YPAL, etc
New Business.
Proposed Gang Legislation Overview. Martinez gave an overview of the targeted
pieces in the legislative paper A summary of the bill will be mailed out to everybody
The Committee will make a decision in January whether or not to support the bill
Old Business.
Retreat Review. The retreat outlined the major milestones and benchmarks achieved
by the GFI Steering Committee They are as follows
• Milestones
• Conduct a comprehensive community assessment (including the community
resource inventory)
• Establish gang definitions
• Solicit a research partner
• Form a steering committee
• Identify key stake holders
Benchmarks
• Vision Statement
o The vision of the GFI is to create safe, peaceful gang -free community
resulting in a high quality of life for our families
• DRAFT Mission Statement
o The GFI will engage the community in suppression, intervention and
prevention activities that support, promote and coordinate positive youth
development.
o The GFI will engage the community to develop suppression, intervention
and prevention strategies that support and promote positive youth
development.
o The GFI will engage the community in developing suppression, intervention
and prevention activities that support, promote and coordinate positive youth
development.

A second retreat is TBD in Tate winter following the completion of the Community Profile
Date for next meeting. The next meeting for the Steering Committee will be January 6 at
4pm As soon as a location is determined a reminder will be sent out.
