Minutes of October 9th were approved as read. 2. Title 12 Item C, Concerns regarding Figure 1 accuracy was discussed. The main concern was curb to curb widths to ensure available space allowing bike lanes; reflect concepts which build on active transportation and clarify schematics. Motion was made BPC see cross section schematics with bike lanes on arterials before further discussion of Figure 1 proceeds. Deliverable: It was asked of Bob D. to bring those schematics for January meeting. Item A, Engineer Review Language: Previous BPC meeting (October 2019) set in motion an engineering language work session to include Engineering, Streets, Traffic, Planning Depts. and include 2 members from the BPC, unfortunately, that meeting did not jell. It was asked if the Staff Development Standards Manual was available to the BPC for educational purposes. Bob D. indicated he would send out a PDF to members. Jennifer G. clarifies: The committee's concern regarding the term "without discretion" and the lack of check and balances within the process, leaves roads/street projects vulnerable to modification by city engineers and or developers, who then could nix design elements at a whim without proper vetting. Prospective developers may not understand the long-term city vision for developing active transportation alternatives, nor may they share in that view. The committee members are to review SDS manual and redress in January meeting. Trevor M. made committee aware of the Development Services Team/Smart Gov. Program meetings which meet Tuesdays @ 2:00 PM. These meetings allow stakeholders to give input on new roads. Trevor suggested the two ways by which the committee could participate: (1) attend meetings or (2) agenda packets could be sent out and committee could respond through e-mail. Staff helped committee to understand "deferred" definition as applied to improvements within road/street design. Improvements can be deferred to accommodate a section which disrupts the normal process of the construction. Item B, Sidewalk widths: Course of discussion regarding advantages and disadvantages of eliminating buffer/planter strips and YMC 12.050.050 Obstructions. Phil M. voiced importance of widths of the sidewalks reflects city's consistent intension of good design here forward. Trevor M. reminded committee that Yakima has the designation of a TREE CITY; the tree committee would frown on planting strips being removed. Paul C. added that County has standards which the city inherits. Is it possible to clarify the specific use of "strip?" Welcome to Will Hollingbery, new BPC member. Will is on the Board of the Yakima Greenway. 3. ADA Agenda Has it been added to City Council agenda? No. ADA transition plan is ready. However, there is no one on the staff qualified to present and answer material questions. Is there no one having the institutional knowledge to how it was developed? The City is required to be ADA compliant. A. This ADA plan represents record that the city meets ADA standards and therefore compliant. B. Equity study within ADA plan allows the city to improve standards where needed and retro fit left behind neighborhoods. C. Lays down procedure that citizens would have a way and means to report complaints. Should this plan go to legal before presented to council and would that address issues? Should Engineering Dept. present to council? Consider BPC available to answer questions when presented to council. Deliverable: Staff to set date for ADA plan for presentation before council. 4. Pedestrian Master Plan Next Steps Joseph C. provided exhibit A (Bike Master Plan) as representation of scope of services, an example to identify "scope of services" for the Pedestrian Master Plan. Once the scope is FINALIZED staff will work with Finance and Purchasing on either the Request for Qualifications (RFQ) or Request for Proposals (RFP). It is not sure which process will be used or perhaps both $50,000 from funding source, Real Estate Excise Tax (REET). Deliverable: Committee to review goals and write scope of services. Neil M. to draft letter and send to stakeholders updating progress. 5. Sharrow Discussion: Sharrow use on Bicycle Boulevards only. Not to be used in lieu of Bike Lane on arterials. 6. Cowiche Project Short Update: Regroup Cowiche Project/Consultant Meeting with Perteet. Those to participate are Cowiche Canyon Conservative, City Legal, Robert Desgrosellier, Neil McClure. Deliverable: Report from Cowiche Project/Consultant Meeting 7. Other Discussion: Questions regarding November 2019 meeting room cancellation. We were not superseded after all; we were welcoming the governor. General list of Deliverables: Letter to Stakeholders Date to present ADA plan to Council Report from Cowiche Project/Consultant Meeting Add item to Agenda regarding timely relevance of funding sources, availability and drop dead dates.
