HomeMy WebLinkAbout10-09-19 YBPAC MinutesYakima Bicycle Pedestrian Advisory Committee Minutes October 9th 2019 10:00 - 11:30 AM 2nd Floor Conference Room Committee Members Staff Public Neil McClure, Chair Phil Mattoon, Vice Chair Trevor Martin, Associate Planner Ken Jones (3 y) Robert Desgrosellier, Chief Engineer Shirley Strader, Secretary Sean Davido, Community Relations Jennifer Gindt ( 3 y) Paul Cook (3 y) October 9th, 2019 City Bicycle Pedestrian Committee Meeting was called to order by Neil McClure. 1. Minutes of September 2019 minutes were approved. 2. Pedestrian Master Plan, Committee thanked Neil for presenting to City Council on October 1st, 2019. Impression was that City Council was in favor. Neil, in turn, thanked city staff for their due diligence to make it happen. Phil M. voiced concern about the Tim Eyman 976 and its affect of lost money for the Transportation Benefit District; Its pool of money goes to improving all means of transportation including and not limited to vehicles, i.e. bus, pedestrian, bicycle infrastructures within our transportation system. Phil M. suggested that perhaps that information could be shared with voters so they could make an informed decision. For reasons of budget concerns, committee askes staff to bring report on funding package availabilities, also if possible, to break down into two categories, that of non -motorized and transit connectivity money. This committee encourages shifting long established priorities that move cars to the priority of moving people bringing opportunities of multi -modal transportation, enhancing safety and budget concerns. 3. Title 12, Discussion continued regarding YMC 12.06.030 language change to limit discretionary alternatives to city standards. Bob D. suggests a work session to clarify verbiage and other corrections needed to update Title 12. The work session would include departments: Engineering, Streets, Traffic, Planning, and two members from the Bicycle Pedestrian Committee. Bob D. encourages this session to bring in all departments availing "turning the same page" sort to speak. Bob D. will set up this session before November 2019 BPC meeting. Neil M. voice concerns regarding sidewalk widths within street design as well as: figure 1 needs to match our requested stripping schematic, the verbiage in Title 12 needs to match the figure one schematic, currently it does not, we allow for 5 -foot sidewalks on some arterial. Also the 2 ft planting strip needs to be "stripped" from the Title 12 verbiage. And should we expand the Bicycle Pedestrian verbiage in section 12.06.040 to mention sharrows or is that best to be part of the bicycle master plan? The language in 12.06.030 should be changed to include some kind of simple review process not just the engineer's discretion. All referencing is in the Title 12 section found on the City website. The sidewalk/street stuff is 1/2 way down on page five of the Title 12 section. 4. ADA, The document is to be added to City Council as an agenda item. Bob D. will send to Joe R./Streets Dept., and Joseph C./Planning for review. Staff for November meeting will report on review and date for presenting to Council. 5. Determine Annual Committee Actions, The Committee discussed benefit of reviewing projects. All improvements would be tallied representing the year's progress. This report would culminate for the City Council, city staff, BPC, as well as the public we serve representing accomplishments that can sometimes be overlooked or undervalued, also giving the Bicycle Pedestrian Committee measurable performance feedback. 6. Cowiche Canyon Project, City's going to have a meeting in mid-December with Perteet. WOD and CCC are also engaged. Deliverables for November 13th 2019 Staff to bring funding packages re: Pedestrian Master Plan Staff to report of review and set date to present ADA before City Council Bob D. to report on work session on Title 12 Committee to discuss compilation of accomplished projects for yearly report to City Council Meeting was adjourned at 11:25 AM by Neil McClure, Chair
