Maureen Adkison, Kathy Coffey, Rick Ensey City staff* Michael Morales, Chris Waarvick Community members Enrique Jevons, Ben Shoval, Roger Wilson Councilmember Ensey will serve as Committee chair Committee Structure and meeting schedule Councilmember Coffey noted that North First Street improvements are a Council priority As such, there are projects where the City will take the lead, and there may also be projects led by community stakeholders with City support. The Committee set up a schedule to meet the second Thursday of each month at 4 00 p m An alternate date will be determined for November due to a holiday North First Street Corridor Revitalization Project SIED Planning Grant Scoping Earlier this year the City received a SIED planning grant in the amount of $25,000 for the North First Street corridor Council is expected to appropriate the funds into the Economic Development Fund on October 19 The funding will be used to begin a community mobilization and visioning process to determine options for infrastructure and public facilities related to North First Street, and to develop illustrations and cost estimates for recommended improvements Morales introduced Jeffrey Louman (Huibregtse, Louman Associates) and Colie Hough -Beck (HBB Landscape • Architecture) They gave examples of local and regional revitalization projects they have worked on, including the Downtown Yakima Futures Initiative, and talked about various decision making processes groups can use Morales noted that on October 19, Council will consider authorization for a SIED loan application for phase one infrastructure design of the mill district redevelopment area He spoke briefly of some potential changes that would impact North First Street and suggested it is a good time for action on the North First Street improvements Code Enforcement Emphasis Update Morales said that the emphasis patrols are continuing and that Code Compliance Officers are working with YPD Ben Shoval said he appreciates the effort and hopes it will result in permanent improvements Business Improvement District Planning and Organizational Development Morales suggested that the mobilization and visioning project will spark involvement. Coffey emphasized the importance of having a plan when looking for funding Councilmember Adkison said she hopes many of the community members will be part of the process Roger Wilson said he spoke with Rick Phillips at the Mission about helping with volunteer clean ups and Phillips was open to the idea The meeting was adjourned at 5 10 p m 1 10. roved by RI f k nsey, Chair
